The meeting was held at County Line Special Utility District office, 8870 Camino Real, Uhland, TX

John Littlefield of Southwest Engineers
1. Called to order at 6:30 PM.
2. There were no comments from non-board members.
3. There was not a report on wastewater plant operations as there have not been significant changes from the previous month.
4. The wastewater status report prepared by Allison Nieto of SWE was reviewed. John Littlefield was in attendance to answer questions.
5. The water status report prepared by Jeff Kallus of SWE was reviewed. John Littlefield was in attendance to answer questions.
6. John Littlefield reported on the Return on Investment for CLSUD’s investment into the Waste Water infrastructure. Item still in progress and will be on the January 20, 2020 agenda.
7. Discussion and/or action on each of the following operations agreements of the wastewater collection system. Both of these items were tabled to the January 20, 2020 agenda.
a. No action, under attorney review – Wholesale Wastewater agreement between PCU and CLSUD.
b. No action, on hold until funding is established – Las Estancias 2 reimbursement agreement
8. Reported by Chris Betz. Items still in progress and will be on the January 20, 2020 agenda.
a. ARWA – no updates, still working on pipeline path / map
b. CCN & District Boundary – SWE is sending to Public Utility Commission for approval.
c. Waste Water CCN – SWE is sending to Public Utility Commission for approval.
d. Water sharing with ARWA – ongoing
e. City of Kyle Interconnect - ongoing
f. Securing funding for infrastructure improvements – ongoing
9. Joe Howe made a motion to accept Advanced Water Well Technologies bid in the amount of $8,710 to investigate production capabilities out of the EAA pump site. Vicki Hunter second. The motion carried with a unanimous vote.
10. Toni Brewer made a progress report. Ms. Brewer and Vicki Hunter will continue to work on the policy. This item will be on the January 20, 2020 agenda.
11. Chris Betz reported on ARWA’s current operations.
12. Daniel Heideman reported on the CRWA Board of Trustees meeting.
13. Toni Brewer made a motion to accept the October 21, 2019 minutes. Vicki Hunter second. The motion carried with a unanimous vote.
14. Toni Brewer made a motion to remove Joseph Barr from the County Line Board of Directors due to Mr. Barr missing the prior 4 meetings in a row and lack of communication of why he is missing meetings. William Ilse second. The motion carried with a unanimous vote. Mr. Barr’s position to appoint a replacement person will be on the January 20, 2020 agenda.
15. No action on assigning signers on the FLNB Operating Checking account. This item will be on the January 20, 2020 agenda.
16. The manager’s report was reviewed.
a. Mr. Heideman reported on the CRWA managers meeting.
17. The financials were reviewed.
18. There were no leak credits given this month.
19. The calendar of events was reviewed. The process of salary review will be added to the September items.
20. Chris Betz reported that the Board will work on a salary review process to be placed into effect. Vicki Hunter made a motion to award the employees a 4% raise effective January 1, 2020. William Ilse second. The motion carried with a unanimous vote.
21. Toni Brewer made a motion to sign the Walton term sheet for exchange of WWTP discharge permit and 5 acre site for connection fee credits.
22. The meeting adjourned at 8:10 PM.
