Job Title: Human Resources Specialist - Certification Wage/Hour Status: Nonexempt

Primary Purpose:

Provide support for daily human resource operations. Handle routine HR inquiries and provide responsive and knowledgable assistance to employees.

Qualifications:

Education/Certification:

High school diploma or GED

Special Knowledge/Skills:

Proficient skills in keyboarding, word processing, and file maintenance skills

Effective communication and interpersonal skills with employees, applicants and outside agencies

Basic math skills

Ability to use personal computer and software to develop spreadsheets, databases, and do word processing

Excellent organizational skills

Ability to multi-task and cross train

Ability to perform basic math

Ability to read, speak and understand English

Experience:

Three years clerical experience, preferably in a public education environment

Previous human resources experience preferred

Major Responsibilities and Duties:

Certifications: verify and monitor certification status of applicants and employees, confirm district compliance with state certification and licensing requirements

1. Review and process applications and verify credential qualification based certification with the Texas State Board of Educator Certification (SBEC) and No Child Left Behind (NCLB).

2. Process licensed professional applications and verify that applicant holds appropriate license.

3. Prepare letters of intent, employment contracts and special funding letters for new employees.

4. Upload, process and evaluate criminal history record information and other application materials.

5. Assist in identification of appropriate certification requirements for teacher assignment according to SBEC assignment criteria.

6. Track certification, testing, and permit status and follow-up with employees to ensure completion of certification requirements within established timelines. Process SBEC permit applications and monitor permit status.

7. Research and maintain current information on SBEC and No Child Left Behind (NCLB) rules, certification requirements and processes, and testing dates.

8. Compile pertinent data as needed when preparing various federal, state, and local reports including EEOC and Texas Employer New Hire Report.

9. Compile, maintain, and file all reports, records, and other documents as required including maintaining a database of certification and licensing information for certified or licensed professionals, paraprofessionals, and auxiliary employees.

10. Upload, process and evaluate criminal history record information for contractors and NCPA background checks.

11. Serve as backup for volunteer name based criminal background checks.

Data Systems: Maintain accurate employee data systems with regards to salaries, position assignments and budget information. Verfify employee data meets PEIMS specifications.

12. Maintain accurate information in Skyward Employee Management for active employees including assignments, salaries, budget information, paid start/stop dates and calendar information.

13. Ensure that available positions and assigned positions in Skyward Employee Management agree with Position Control.

14. Evaluate employee transcripts, service records and relevant work letters to verify service credit and make salary adjustment based on previous salary quotes.

15. Maintain acuurate electronic records for employee’s degrees and years of service.

16. Prepare and maintain accurate employee service records.

17. Assist in preparation of contract renewal information for administrative and professional employees

18. Compile pertinent data as needed when preparing various federal, state, and local reports including Public Information requests.

19. Verification and accurate reporting of information needed for PEIMS reporting in Skyward.

Other

20. Respond to written and verbal inquiries from a variety of internal and external sources (e.g., teachers, administrators, etc.) for the purpose of resolving problems, providing information and/or referring to appropriate personnel.

21. Communicate frequently with hiring managers, applicants, employees, and outside agencies regarding human resources related issues.

22. Prepare correspondence, forms, records, and reports using personal computer

23. Maintain confidentiality of information.

24. Perform all other duties assigned.
