WECC Position Paper for the ballot of Project 2010-17 – Definition of Bulk Electric System (Phase 2), being balloted August 26-September 4, 2013NERC is conducting a ballot of Project 2010-17 – Definition of Bulk Electric System (Phase 2) from August 26-September 4, 2013. Members of the Project 2010-17 – Definition of Bulk Electric System (Phase 2) Ballot Pool are encouraged to vote YES on the proposed definition. WECC staff has reviewed the proposed definition and concluded that the Standard Drafting Team (SDT) revisions address the issues identified in the comments from the first ballot. The first ballot received 49.73% approval from the industry. In response to the ballot and the associated comments received, the SDT made a number of changes that are responsive to the comments and are intended to result in an effective definition that satisfies the directives of the Commission in Orders 773 and 773A.A review of the comments from the first ballot identifies three major areas of concern. First, multiple negative votes identified the removal of Inclusion I4 and the modification of Inclusion I2 to include dispersed power producing resources as a reason for the negative vote. Second, the industry identified the inclusion of collector systems as a reason for the negative vote. Finally, many negative votes identified the 30 kV threshold for disqualification from the E1 exclusion as the reason for the negative vote. To address these concerns the SDT removed dispersed power producing resources from Inclusion I2 and reinserted Inclusion I4 to address dispersed power producing resources. In addition to Inclusion I4 being reinserted, I4 was modified to restrict the inclusion to the portion of the collector system that carries in excess of 75 MW. Finally, the 30 kV threshold for disqualification from the E1 exclusion was raised to 50 kV.For more detailed information on the SDT revisions please refer to the document distributed with this position paper titled Support for WECC Staff Position Paper Project 2010-17 Definition of Bulk Electric System – Phase 2.
