Labor Category Descriptions
Consulting Economist
The Consulting Economist conducts research, surveys business conditions, performs economic and statistical analyses, analyzes policy and offers expert testimony. The goal of the Consulting Economist is to bring clarity to the complexity of economic problems in various situations in energy industry. The Consulting Economist analyzes the economic statuses of regulated entities and non-regulated entities in the energy industry, relating to distribution and supply of electric, natural gas and water, and propose plans to help improve and change their existing or proposed programs.
Minimum Experience: A PhD in economics with strong mathematic and statistical skills; at least 10 years of related work experience in the energy industry or the equivalent combination of education and experience; and any programming skills are a plus.
Research Consultant
A Research Consultant collects and analyzes multiple types of data in the energy industry and presents analytical research used to support the reports and testimony of senior consultants. The Research Consultant provides input and analyses for multi-focused research projects in the energy industry. Works under the general direction of the Senior Research Consultant or Consulting Economist or with other research staff. The Research Consultant develops or assists with development of data collection. Design, develop and maintain various databases includes establishment of relational databases and systems programming. Performs quality assurance and integration of multiple data streams for research studies, reports, and testimony. Conducts financial and statistical analyses using standard and advanced techniques. Prepares or assist in preparation of results for reports, publications and/or presentation.
Minimum Experience: Bachelor’s degree in relevant field of study such as economics, finance, mathematics, statistics and at least 10 years of related work experience in the energy industry or the equivalent combination of education and experience. Master’s degree in economics, finance, mathematics, or statistics with relevant experience is preferred.
Engineering Associate
The Engineering Associate is a qualified professional engineer, responsible for analyzing and evaluating the design, development, manufacturing, operating, equipment and processes of regulated electric, natural gas, and water utilities. The Associate Engineer uses technical knowledge to perform calculations, model operating characteristics of an entity and preparing reports and expert testimony. The Engineering Associate conducts research on the changes in energy use over time and predicts how much energy will be needed in the future. The Associate Engineer analyzes the appropriate sizing and materials in the infrastructure of regulated utilities to ensure the adequate distribution and supply of electricity, natural gas, and water. The Engineering Associate presents analytical engineering research reports and testimony.
Minimum Experience: Master’s degree in engineering and at least 10 years of related work experience in the energy industry or the equivalent combination of education and experience.
Research Associate
The Research Associate works relatively independently, assists with and conducts analyses and research on various research projects and topics within well-defined guidelines related to the energy industry; keeps up-to-date of current publications and research relative to methods, techniques, and developments within the energy industry; collects, prepares, and analyzes data; summarizes data; may provide supervision and guidance to junior level staff. Performs calculations to complete research analyses; collates data; performs statistical and financial analyses maintains notes and log or computer database of analyses and source data; performs basic and technical procedures for computer assisted data analysis.
Minimum Experience: Bachelor’s degree in Economics, Finance, or other business-related discipline is required. Master’s degree preferred. At least 5 years of relevant work experience is required with preference given to individuals with experience in the analysis of regulated utilities, the oil and gas industry, or other natural resource industries. Must possess superior analytic capabilities, excellent written communication skills, and demonstrated Excel abilities.
Senior Research Analyst
The Senior Research Analyst works relatively independently under the supervision of senior staff, assists with and conducts analyses and research on various research topics and projects within well-defined guidelines related to the energy industry; keeps up-to-date of current publications and research relative to methods, techniques, and developments within the energy industry; collects, prepares, and analyzes data; summarizes data; may provide supervision and guidance to junior level staff. Performs calculations to complete research analyses; collates data; performs statistical and financial analyses maintains notes and log or computer database of analyses and source data; performs basic and technical procedures for computer assisted data analysis.
Minimum Experience: Bachelor’s degree in economics, finance, or other business-related discipline is required. At least 5 years of relevant work experience is required with preference given to individuals with experience in the analysis of regulated utilities, the oil and gas industry, or other natural resource industries. Must possess superior analytic capabilities, excellent written communication skills, and demonstrated Excel abilities.

Assists with maintaining databases and data entry.
Minimum Experience: Bachelor’s degree in economics, finance, or other business-related discipline is required. At least 2 years of relevant work experience is required with preference given to candidates with experience in the analysis of regulated utilities, the oil and gas industry, or other natural resource industries. Must possess superior analytic capabilities, excellent written communication skills, and demonstrated Excel abilities.
Service Contract Act: The Service Contract Act (SCA) is applicable to this contract as it applies to the entire Professional Services Schedule and all services provided. While no specific labor categories have been identified as being subject to SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCA eligible labor categories. If and / or when the contractor adds SCA labor categories / employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCA matrix identifying the GSA labor category titles, the occupational code, SCA labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.
