Inter-Service Enlisted Aide (EA) of the Year Recognition Program

This instruction sets forth eligibility criteria, submission, and selection procedures for Department of Defense (DoD) EA personnel who are nominated for recognition via the MHA/ Starkey International Inter-Service EA of the Year Recognition Program.

This instruction governs the maintenance of certain records that contain personal information, the disclosure of which may be an unwarranted invasion of personal privacy. Such information should not be disclosed. See existing Privacy Act policies for guidance.

1. Terms Explained

1. Services; The 5 branches of the military within the Department of Defense (Army, Navy, Marine, Air Force and Coast Guard).

2. Enlisted Aide; Enlisted personnel from the Services who perform the duties of household manager for General/Flag officers, members of the Senior Executive Service (SES), Vice-Presidential or Presidential public quarters.

3. Close of Business (COB); End of duty day -- 1630 hours.

4. Annual period of award: 1 October – 30 September.

2. Program Responsibilities

1. Members:

1. Individuals eligible for recognition by this program (as defined in section 4) must maintain minimum service standards for promotion (as required by individual service branch) and must forward a nomination package (as defined in section 5) within timelines specified in section 6.

2. Ensure submissions are timely and meet all submission criteria.

2. Commanders:

1. Commanders and supervisors at all levels should encourage support of this program and motivate assigned enlisted aide personnel to meet or exceed duty, community, and self-improvement criteria outlined in this program.

3. Service Representative/Program Manager:

1. Provide total program management within their respective Service to ensure proper and timely recognition of their individual Service branch winner (i.e. plaques or service branch achievement medals).

2. Establish a selection board, committee, or panel to determine individual Service branch EA of the year; that winner will be eligible to compete for the Inter-Service EA of the Year Grand Champion title to be held at the Ritz-Carlton, Pentagon City, VA.

3. Ensure submissions are timely and meet all submission criteria.

4. Secure funding to include travel for Service winners to meet the Inter-Service EA of the Year selection board and attend award ceremony, which will convene at the Ritz-Carlton

4. Sponsors:

1. Military Hospitality Alliance: A self-governing association sponsored by the International Food Service Executives Association (IFSEA), which is the proud sponsor of the NEY, Hill, Connelly, Cook and USCG awards programs.

2. Starkey International: The nations leading academic center for developing Household Managers; civilian EA equivalents.

3. Additional Sponsors: Other private organizations may contribute to prize package, but will not be named sponsors of the award.

4. Sponsors are directly responsible for supporting the program by providing specific awards and prizes (described in section 7) in recognition of the overall winner.

5. Sponsors are responsible for providing an individual as a judge on the selection board.

3. Military Hospitality Alliance Enlisted Aide Award Chairperson

1. A service member appointed by the MHA to serve as the liaison between the MHA and Service branch representatives/ program managers to disseminate information concerning the EA of the Year awards program.

1. Notify Service branch representatives/ program managers of nomination package deadlines and serve as the collection point for service branch EA of the year winners that will compete for the Inter-Service EA of the Year Grand Champion honors.

2. Establish and run a review/selection board to select one overall winner from the five nominees.

3. Ensure winners receive appropriate recognition in the form of plaques, awards and prizes.

4. Awards Program

This program recognizes one enlisted aide from each Service and one overall winner who have performed their military duties in an outstanding manner, provided service to their community and demonstrated a commitment to self-improvement during a particular calendar year.

4.1 Eligibility. The nominee must meet the following criteria:

1. Be assigned as an enlisted aide on active duty in the Department of Defense on the last day of the award period.

2. Meet minimum promotion eligibility criteria for their specific Service.

3. Have at least 12 months service retainability from the last day of the award period.

5. Nomination Procedures

1. Members must submit a nomination package to their respective Service representative/ program manager within the established deadlines. Completed package will include: Information Sheet (Atch 1), endorsement letter (Atch 2); justification (Atch 3); personal statement (Atch 4), standard military biography and a head & shoulders 8 X 10 photo in service dress uniform w/o hat.

2. General/Flag Officer for whom the member directly works and Senior Enlisted Advisor (or Service equivalent) in the nominee’s chain of command will sign nomination cover letters (Atch 2) to show their support of nominations.

5.3 Submit nominations as follows: Prepare a justification on plain bond paper. Attachments or

continuation sheets are not allowed and will not be considered. Specific achievements and

accomplishments must have occurred only during the award period. Use bullet statements and no less

than one half- inch margins for justification using the following categories (see Atch 3); possible point

values are as indicated:

1. “Leadership & Job Accomplishment”- (Maximum 25 pts)

To include the development of new techniques, implementation of quality household

management and/or effective service delivery system, and significant contributions to

increased mission effectiveness and significant accomplishments or contributions to the

service industry during the recognition period.

2. “Significant Self-improvement Efforts”- (Maximum 10 pts)

On/Off-duty education, achievements in professional or cultural societies or associations,

developments of creative abilities, and so on, during the recognition period

3. “Community Involvement”- (Maximum 5 pts) Contributions (tangible or intangible)

to the military/civilian/professional community’s welfare, morale or status. Highlight

demonstrated ability as an articulate and positive member of the Armed Forces and/or

service industry during the recognition period

7. Each Service branch representative/program manager will establish an appropriate selection board, committee, or panel to determine individual service branch winners. Nominee packages will be judged according to the aforementioned criteria. Individual service winner nominations must be provided to the MHA award chairperson NLT 2 weeks prior to the scheduled award ceremony.

6. Board Procedures

1. Service winners will appear before a selection board at a location to be announced to compete for the Inter-Service EA of the Year Award. The selection board will be comprised of 5 voting members (a president and 4 panel members) as indicated below:

1. Active duty flag officer who also functions as the board president, a senior enlisted member (E-9) and a military spouse familiar with enlisted aide duties & responsibilities.

Note: Chairperson ensures equal representation from a many Services as possible.

2. Certified service professional from MHA and Starkey International respectively.

2. Nominees will meet a personal appearance board the day of the award ceremony where they will be judged on their appearance, attitude toward the personal service profession, and their ability to articulate and demonstrate technical details of their service style and delivery system.

3. Scoring: Each board member (including the President) will score each nominee in the following categories which will be tallied for a total overall score: write-up (max 40 pts), technical knowledge/ abilities (max 20 pts), appearance (20 pts), attitude (20 pts) – Total Score: 100 pts.

7. 2007 Timeline

1 October Chairperson submits a letter of intent to either Office of the Secretary of Defense, Joint Chiefs of Staff or each individual Service Chief requesting their support for this event.

5 October Services announce nominations specifics for submitting/selecting their nominee.

19 October Services announce their nominees and provide grade, name, contact info a biography to Chairperson.

23 October Chairperson sends official notification of Service nominees to Service Chiefs requesting awardees presence to compete for title of Inter-Service EA of the Year Grand Champion on the date and at the location provided by the MHA.

30 October Service representative submits written package (iaw Atchs to this instruction) to Chairperson. (Signed packaged may be scanned and e-mailed). Not extensions will be authorized.

7 November Inter-Service EA of the Year Award Board & Ceremony

(Ritz-Carlton, Pentagon City, Virginia, evening function, time TBA)

8. Awards Provided by Sponsors

8.1 MHA will provide a plaque and a $1000.00 continuing education grant.

8.2 Starkey International will provide a 4-5 day seminar, including registration, lodging and food, the

specific course and location to be specified prior to the announcement of the winner.
