2006-Crop Commodity Loan Prep

Marketing assistance loans are available to producers for farm or warehouse-stored corn, soybeans, wheat and oats. These 9-month loans allow a producer, growing eligible crops, to store production and use the loan proceeds to meet cash flow needs without selling the crop.

A producer may repay a loan at any time. The loan repayment rate equals the lower of the CCC determined posted county price (PCP) or the loan rate plus accrued interest. Loans mature on the last day of the ninth calendar month following the month in which the loan is approved. A producer may settle an outstanding loan anytime during the 9-month loan period by repaying the loan.

Lien searches and all lien waivers are required prior to loan disbursement. All cash rent landlords and lenders with crop liens must sign a lien waiver. Lien waivers must be on file in our office BEFORE we will process your loan. Lien searches and UCC-1 filings may take up to two weeks to complete. FSA will require both the producer and his/her spouse to sign the note.

Producers who take out commodity loans should remember they are responsible for maintaining the quality and quantity of the grain through the term of the loan.

Stop by the County Office to file your application for a grain loan. You may pick up lien waivers any time.

Prevented Planting - The Northern Illinois final planting date for wheat and barley is October 20, 2006. Prevented planting is the inability to plant the intended crop acreage with proper equipment during the established planting period for the crop type because of a natural disaster. The inability to plant a crop includes the following situations for non-irrigated crops; that on the final planting date, there was insufficient soil moisture for germination and progress toward crop maturity because of a prolonged period of dry weather or prolonged precipitation. The deficiencies must be verified.

DCP SIGNUP STARTED OCTOBER 1

The DCP sign-up period for fiscal year 2007 is underway and ends June 1, 2007. The CCC-509 form, "Direct and Counter-cyclical Program Contract," includes base acres, payment acres, payment yields, producer payment shares, advance direct and counter-cyclical payment selections and signatures of the producer and county office representative.

The CCC-509 must be submitted by June 1, 2007. All owners and operators who will share in the DCP payments on the farm must sign the CCC-509. Forms with signatures that are obtained after June 1, 2007, but before Sept. 30, 2007, will be accepted, but the farm will be assessed a late-file fee of $100.

Farm producers must apply for DCP on an annual basis and can opt out of the program for any year if they so choose.

The following documents are required and applicable determinations must be made before the county committee can approve a producer’s share on the CCC-509 for payment: a farm-operating plan (CCC-502 and related forms); an average adjusted gross income certification (CCC-526); a certification of compliance with highly erodible land and wetland conservation provisions (AD-1026).

A certification of all cropland on the farm (FSA-578) is needed before final payments can be issued.

YOUTH LOANS

FSA makes loans to individual rural youths to establish and operate income-producing projects of modest size

in connection with their participation in 4-H clubs, Future Farmers of America, and similar organizations.

 

Each project must be part of an organized and supervised program of work. The project must be planned and

operated with the help of the organization adviser, produce sufficient income to repay the loan, and provide

the youth with practical business and educational experience.

 

Each year, many young entrepreneurs take advantage of these loans and gain valuable business experience in the process.

These loans may be used to finance nearly any kind of income-producing project. Some common projects include livestock and crop production, lawn and garden services, repair shops, and roadside stands The maximum amount for FSA youth loans is $5000.

Loan recipients may use the money to buy livestock, equipment, and supplies; buy, rent, or repair needed tools and equipment; and pay operating expenses for running the project. Contact David Peterson for more information.
