High-tech scam as gasoline thieves strike again

Thefts in Detroit area add up to millions of dollars!

Thieves stole thousands of dollars worth of gas after they disabled gas station satellites that transmit and receive credit card information.

Thieves using the same technique stole 3,000 gallons of gas from BP Gas station, in Hazel Park last month. The Shell station in Ferndale was hit two months ago, police said, and similar thefts have happened at other stations police said.

It is estimated that the gas station credit card scam has accounted for millions of dollars in gas thefts in the metro Detroit area, said Ferndale Detective John Thull.

Meyerand, said there are one or two other major cities besides the metro Detroit area that are experiencing similar scams.

Thieves disabled the station's satellite and a surveillance videotape shows large numbers of vehicles started pulling into the station to fill up.

Suddenly the station's gas sales were almost exclusively being transacted with credit cards and people even showed up filling gas cans.

Thull said the disabled satellite credit system allowed people to complete the transactions without their card information being checked and authorize the credit cards that aren't traceable. They have a way to disable the satellite feed which causing the transmitting device to operate improperly.

Skimmer devices on ATMs

A skimmer is an electronic device that can be affixed to legitimate ATMs to capture customers' card numbers and the personal identification numbers encoded on the cards' magnetic strips. The thieves then clone the cards with the encoded information and withdraw money at will from the victims' bank accounts.

Rising gasoline prices haven't slowed drivers

The price at the pump in most of Vermont is once again hovering well over $3 a gallon for unleaded regular gasoline – and it’s climbing. But that hasn't kept divers off the road at the Thanksgiving start of the holiday season.

"Everybody keeps wanting to see what's that point of impact where people start to cut back" on their traveling due to high prices, said Tom Williams, regional manager for AAA Northern New England.

"We keep setting the bench mark," he said of gas prices, "and people continue to travel.

The United States consumes over 20 million barrels (840 million gallons) of petroleum products each day, almost half of it in the form of gasoline used in over 200 million motor vehicles with combined travel over 7 billion miles per day.

The consumer has to conserve and change their driving habits.

Oil Company 3Q profits

ConocoPhillips 3Q Financials Reports net income of $3.7 billion

Houston -- ConocoPhillips has reported third-quarter net income of $3.673 billion on revenues of $46.1 billion. Earnings for the first nine months of 2007 were $12.032 billion, and revenues were $134.8 billion.

Oil's record day boosted shares of oil companies. In early trading, Royal Dutch Shell, Exxon Mobil, Chevron, Total S.A. and BP gained.

BP Fined For Manipulating Propane Prices

Houston -- Although published reports stated BP is preparing to settle a legal case with the government that alleged the company manipulated propane prices in 2004, prosecutors in Chicago are continuing to pursue criminal charges against up to four former BP energy traders here, sources familiar with the case told the Houston Chronicle.

In addition, a federal grand jury was scheduled to meet to hear testimony in the case, the report stated. Indictments could have been issued as well, sources told the Chronicle. The four former BP employees who may be charged range in title from low-level workers to vice president, the paper reported.

Meanwhile, the company and government officials were expected yesterday to announce a $373 million settlement related to the allegations, the Associated Press reported.

Experts and government records told the Chronicle the commodity market settlement for price manipulation is the largest of its kind ever in the U.S., according to the report.

Additionally, the price manipulation settlement may have wider implications for the company's trading operations, a source told the Chronicle. Such implications include the shelving of other potential charges against the company's possible manipulation of U.S. oil and gas markets.

Chevron to Increase U.S. Fuel Production

Oil Company to invest $500 million to expand Pascagoula, Miss. refinery.

Chevron Corp., the second largest U.S. oil and Gas Company based in San Ramon, Calif., said it plans to build a major gasoline production unit at its refinery in Pascagoula, Mississippi.

The construction of the continuous catalyst regeneration project, estimated to cost around $500 million, is due to begin in early 2008 with completion anticipated by mid-2010, the company said in a statement.

Gasoline production at the refinery is expected to increase by about 10 percent, or 600,000 gallons per day.

BP Details ampm Brand Conversion

Naperville, Ill. -- Following months of reports that BP was bringing its successful ampm brand east from the West Coast, the company detailed what to expect from the brand as it enters the Midwest, Northeast and Southeast for the first time, in an effort to establish a consistent, unified c-store brand in the U.S. for its company-owned and -operated and franchise locations, the company stated.

Starting in November, sites in Atlanta and Chicago will sport the ampm banner, the company stated. Following that, BP Connect and Wild Bean Cafe sites will see the conversion in the Midwest, Northeast and Southeast regions. There are nearly 1,000 ampm sites across California, Arizona, Nevada, Oregon and Washington.

Couche-Tard the Canadian company looking to dissolving the MSO program

Couche-Tard expressed its desire to expand further into the U.S. market making a bid for some of the 2,000 stations Shell plans to sell in the coming years.

"We are always interested in any asset that can become available in the U.S. that can fit with our existing network," CFO Richard Fortin said to the Canadian Press. "If Shell really intends to sell some other assets and they are offered to us, we might be interested."

Fortin said this after reading about Shell's new strategy to sell off many of its multi-site operations (MSO), which would double the amount of "direct-supplied and company operated" sites.

Among the new markets to be "transitioned" are Washington, D.C., southeast Florida, Boston, New York, San Francisco, Chicago, Seattle and Los Angeles. This is in addition to markets remaining from the first go-round in Philadelphia, New Jersey, Houston, Dallas, New Orleans, Portland, Alaska, Sacramento and Hawaii. Shell intends to complete the sell-off by the third quarter of 2009.

Fortin told the press that Couch-Tard hasn't heard from Shell about the expanded sale and couldn't say if the company has bid on the first round of opportunities. He added that Couche-Tard's strategy has been to add stores near clusters of outlets it already operates.

"We would not buy say 50 stores that would be lost in a market where we have no presence whatsoever."

The acquisition of Shell stores has demonstrated the opportunities that exist to put Couche-Tard's stamp on the outlets by boosting merchandise sales, according to the Canadian Press.

Senate Hearings

During a Senate hearing on oil prices last year, the Senate Subcommittee on Investigations concluded that speculative energy trading drives up the price of oil, and a staff report endorsed analyst estimates that speculation may account for $20 of a $70-per-barrel oil price.

Under the Florida sun, a tall-order research project is under way

The University of Florida is growing ten acres of sorghum. There are five varieties being grown in different ways.

The project has two goals.

David Dinkins with the University of Florida said, "We're trying to figure out the best variety for both cattle feed and ethanol

production. "From the field to the research barn -- the study continues with Dr. Jacque Breman.

There, the sorghum stalks are simply put through a sugarcane press and the juice is squeezed out.

Breman takes the sugary juice, measures it, and tests it to see how much ethanol it could make.

The pressed stalks will be saved and studied to see how to break down the sugars in them and turn that into ethanol.

Breman said, "I can figure out how much sugar per acre is being produced by a certain variety under a certain fertilizer management" system.

If in the end, the whole ethanol business doesn't pan-out, researches will still have learned which sorghum variety is best for cattle feed. It gives First Coast farmers insight into another possible money-making crop and another reason to hold onto their land.

In Florida, some believe sorghum may be a better crop for ethanol production than corn. Farmers are already familiar with it because they grow it as a cover crop -- that replenishes the soil with nutrients. Also, the demand for corn is already high.

Renewed Energy: Florida Market Gears Up To Boost Ethanol Use

New York: The biomass-derived alcohol is already a key component of reformulated gasoline, a relatively clean-burning formula that constitutes about one-third of daily demand. But as ethanol plants have proliferated and supply has grown, the fuel has failed to make much headway into the rest of the more than 9 million barrels of gasoline a day that the U.S. consumes.

That may be about to change. Fuel marketers in Florida, the third-largest gasoline-consuming state in the U.S. and almost virgin territory for ethanol, are getting ready to blend more of the fuel additive into their gasoline as state officials lean toward changes in regulations that will facilitate its use and ethanol continues to price well below gasoline.

Ethanol watchers see the move as significant though unlikely to improve the short-term outlook for a fledgling industry.

"Florida is one of the five largest U.S. markets, so there's lots of room for growth," said Ron Oster, an analyst with Broadpoint Capital, Inc. in St. Louis.

Unlike the two largest markets - California and Texas - Florida is using little or no ethanol in gasoline. According to the latest data from the federal Department of Energy, all of the 23.6 million gallons a day sold in Florida in August was what's known as conventional gasoline. In California, all 43.7 million gallons of gasoline a day sold in August included ethanol and in Texas 38% of the 36.9 million gallons a day sold contained the additive.

New York-based Hess Corp. plans to offer ethanol-blended gasoline at all of its 366 stations in Florida by the first quarter of 2008, "faster if possible," said Rick Lawlor, vice president of retail marketing.

Murphy Oil is also equipping its two Florida distribution terminals to blend ethanol into gasoline and expects to provide that capability to all 12 U.S. terminals by the end of 2008.

Gas War Turns Deadly in Detroit

Feud Between Owners at Adjacent Gas Stations Ends With One Man's Shooting Death

A simmering feud over prices between neighboring gas station owners in Detroit turned fatal this morning as one man shot and killed the other during a confrontation outside one of the stations, police said.

Police originally responded to a call about an assault in progress with a bat and a pipe outside a local Marathon gas station, Sgt. Eren Stephens Bell, a spokeswoman for the Detroit police, told ABC News.

When officers arrived on the scene, they found that one station owner had been shot. He was transported to a local hospital, but was pronounced dead on arrival, Bell said.

"The shooter is in police custody," Bell said, adding that charges had not yet been filed against the alleged gunman and that the investigation was ongoing. Police didn't release the names of either of the gas station owners.

ABC News' Detroit affiliate WXYZ reported that this morning's confrontation began as two employees of a Marathon station were manually changing the gas prices on the station's board to $3 cents a gallon less than the competing BP gas station next door.

As the two Marathon employees, including the station's 51-year-old owner, made the change, they were approached by two workers from the BP. One of those men was the competing station's 45-year-old owner, reportedly a father of five.

Someone brandished a bat, according to the WXYZ report, before the owner went inside the Marathon shop, retrieved a gun and shot the BP owner multiple times.

As police investigated the crime scene, BP then raised its price for a regular gallon of unleaded gas.

Witnesses told WXYZ that the two owners had been involved in an ongoing price war to compete for business as the cost of gasoline has continued to rise.

A sad ending to a fight of someone’s rights

Marina, Calif., where a Shell-branded gas station operator died after four months of fasting, to protest the power of major oil companies and the high price of gas, the San Jose Mercury News reported.

Mehdi Shahbazi, 65, died last week of liver failure at Stanford Hospital. At his former station in Marina, Calif., a memorial has been erected of flowers, cards and signs, the report stated.

Two years ago at the site, Shahbazi posted a sign that read "Consumers' pain is Big Oil's unearned profit!" according to the report.

The protest caused him to lose his eight gas stations and his home, and last month, a court decision gave Shell Oil legal control over his last remaining station, the newspaper reported. Shahbazi had been sure he would win the case, and after the decision, his health declined, his nephew, Kaz Ajir of Marina, Calif., told the Mercury News.

Shahbazi was one of 44 other retailers who sued Exxon over gas pricing and won a partial victory, Ajir told the paper. Two years ago, he protested against Shell by handing out fliers claiming that oil companies manipulated gas prices and tried to drive franchise owners out of business, the report stated. He hoped to initiate a class-action lawsuit against oil companies, with the goal of paying refunds to customers, the report stated.

The actions resulted in Shell filing a lawsuit against Shahbazi, and the operator counter-suing, claiming freedom of speech, according to the report. Then, Shell terminated his lease, and fenced off the gas island at his station. Shahbazi continued selling products inside the store and operating the car wash at the location, but lost his house due to foreclosure, according to the report.

In June, Shahbazi began a liquid-only fast, and was hospitalized in September, the report stated.

Shahbazi immigrated to the U.S. from Iran when he was in his 20s and worked for his brother's gas station in Los Angeles, according to the report.

"He came here with nothing," Ajir told the paper. "He was a self-made individual."

A private service was held in Freemont, Calif. He is survived by his wife, Valerie Shahbazi; two sons, Saam, 22, and Kayvon, 14; brother, Max Shahbazi and sister, Bobbie Ajir, the report stated.

Motorists and discount for cash is making a comeback?

Motorists need to look at a gas station's price sign.

A gasoline station sign may have two prices, one for credit and one for cash. Gasoline retailers are getting squeezed. The problem is the high cost of credit card processing fees and the rising price of gasoline. 3 percent surcharge that retailers pay to credit card companies for a customer's credit card use amount to 9 cents per gallon on a price of $3 per gallon.

Every time the price goes up, the gasoline station profit takes a hit. Credit card companies are making more on the sale of a gallon of gasoline than the retailer.

In Florida you CAN post the lower of your two prices (typically the cash price) so long as you clearly identify the price with letters at least one-half the size of your numbers in your posted price sign. As an example if you have twelve-inch numbers for your price you will need letters saying “Cash Price” that are six inches high. If you have numbers that are eight inches you’ll need four-inch letters and so on for all number sizes.

Sales Tax Issue

During a routine audit of sales tax remittances by the Department of Revenue, their employees discovered that a Ruby POS machines were not properly calculating sales tax.

The state now requires that you calculate sales tax using the bracket table method and not by percentage or a rounding method. If you use this equipment, make sure you’re collecting the tax properly--if not, it is a fairly simple effort to reprogram the units to properly calculate tax. If you find that you have under reported sales taxes, you will not be penalized. In 2002, the Florida legislature passed a law that provides for a one- time exemption for those businesses in this predicament so long as you agree to correct the equipment error.

Gasoline Thieves

There are people who continue to employ procedures to steal gasoline without your knowledge. This begins with those individuals who have outfitted trucks with tanks and siphon pumps to steal from your underground storage tanks. Those tank locks should be checked twice daily. Your employees should check every dispenser every day for any sign of tampering. Tampering can be noted either through a visible ribbon wire or some other hint that the dispenser has been tampered with. Traditionally, it is the dispensers farthest away that your clerks have an obstructed view of.

e-mail subscription management service designed to keep the financial industry, the media and the public informed of news, rulemakings, advisories and other developments at FinCEN. This new secure e-mail subscription management service permits users to customize their updates, which enables them to receive e-mails related to the topics to which they have subscribed.

FinCEN Updates allows users to choose their subscription preferences. Subscription items include advisories, guidance, news releases, rulings, enforcement actions, and current career opportunities at FinCEN.
