Title: EMS Stroke Quality Improvement Coordinator (QIC)

Purpose: EMS Stroke Quality Improvement Coordinator (1.0 FTE) will work with Michigan’s Ongoing Stroke Program to Accelerate Improvement in Care (MOSAIC) Registry/Program Manager, Stroke Quality Improvement Consultant and Principal Investigators in developing and implementing partnerships and activities to improve the quality and coordination of care and transport of acute stroke. The Coordinator’s activity will focus both on care provided during transport as well as quality of handoff and communication with hospital staff. The Coordinator will work directly with the MDHHS Emergency Medical Services (EMS) Section in Lansing, Michigan.

This position will coordinate the quality improvement efforts related to stroke care in EMS in Michigan. Actively partner with clinical leaders to improve clinical quality through project management. In collaboration with clinical leaders, hospitals and EMS teams, execute improvement projects related to pre-hospital care in EMS and hospitals. Effectively use problem solving, conflict management, change management and evidence-based QI methodologies.

Duties and Responsibilities:

Specifically, the coordinator will:

• Work to recruit Medical Control Authorities (MCA) and EMS agencies to participate in MOSAIC.

• Collaborate with MCAs, hospitals and their medical directors, the EMS data committee, Regional Trauma Coordinating Committees and the Centers for Disease Control and Prevention (CDC) to develop routine EMS reporting.

• Monitor MOSAIC progress in meeting grant and system development milestones.

• Work with MOSAIC Registry Manager, Stroke Data Analyst and Evaluation Consultant to monitor EMS and other performance measures and outcomes to evaluate progress.

• Collaborate with MOSAIC staff and Steering Committee to develop and implement surveys of hospitals and EMS agencies to establish understanding of quality improvement (QI) needs for EMS and patient transition to hospital care.

• Provide technical assistance to enhance data quality/completeness.

• Work with MOSAIC Registry Manager, QI Specialist, Stroke Data Analyst, and MiEMSIS Data Coordinator to review collected data and provide feedback.

• Distribute best practices through trainings and onsite assistance.

• Work with EMS and Trauma Sections staff to ensure integration of program development.

• Successfully complete project activities and deliverables to meet contractual obligations.

• Provide quarterly reports of process and outcome measures for teams using MiEMSIS and other data. Assist teams to determine effectiveness of process changes made.

• Provide status updates for MDHHS stroke and EMS leadership and MOSAIC Steering committee on progress of teams, potential barriers and lessons learned.

• Work in a culturally competent manner by describing populations by race; ethnicity; societal, educational and professional background; age; gender; religion; disability; and sexual orientation and recommend public health actions relevant to the affected community.

• Maintain a positive, strong, credible, professional and interpersonal relationship with all parties relevant to MDHHS and MPHI projects, and represent the best interests of MDHHS and MPHI at all times.

Qualifications/Requirements:

Education: Licensed paramedic or RN with strong EMS/MCA background. Quality improvement experience preferred.

Experience: 2-3 years professional health care experience, solid understanding of pre-hospital system, experience with program development, engaging teams, consensus building, data collection and performance improvement. Proficiency with Microsoft Office Suite.

Important Skills and Characteristics: Excellent communication and presentation skills, organizational and project management skills and customer services skills required. Ability to work independently with a broad range of partners and stakeholders. Working knowledge of quality improvement, including process and program development. Knowledge of stroke care preferred. Demonstrated knowledge and understanding of information technology including EMR preferred.

Work Environment and Physical Requirements: Job involves viewing a CRT or VDT screen 25% to 50% of the time. Standard office environment. Valid vehicle operator’s license required where needed to perform duties of the position. In state and out of state travel required.

RESPONSIBILITY FOR THE WORK OF OTHERS:

Occasional Leaders: Will lead some projects and serve as a team member on others.

IMPACT ON PROJECTS, SERVICES AND OPERATIONS

The EMS Stroke Quality Improvement Coordinator will provide support for the expansion of MOSAIC to include EMS agencies in order to aid in the development of a data system that allows for quality improvement across the stroke systems of care, reducing death and disability due to stroke. This person will assist MOSAIC in planning and implementing quality improvement activities and will work with MOSAIC, its partners and CDC in understanding and developing measures of pre-hospital stroke care.
