NATURE OF WORK

The Executive Director serves as the chief executive officer and is responsible for both internal agency management and external housing program operations and development. The Executive Director provides oversight of all HCHA programs including the 391 units of the Public Housing Low Rent program, the 413 authorized vouchers in the Housing Choice Voucher Program and the 10 apartments known as Broadwell Courts. The Executive Director ensures proper financial oversight of HCHA, maintains adequate staffing and organizational control as well as promotes policy development and regulatory adherence. HCHA’s Executive Director is also designated as acting Executive Director of the Aurora Housing Authority and Hastings Housing Authority and shall provide similar functions for this management responsibility of the Hall County Housing Authority. The Executive Director will report to a seven member board and serves at their will.

EXAMPLES OF WORK

Oversee program development, regulatory adherence and administration

Develop short and long range plans to meet the assisted housing needs of Hall County

Provide research, analysis and recommendations to the Board and other agencies as appropriate

Provide control over fiscal affairs of the agency to ensure fiscal integrity and cost efficient operations

Recommend annual public housing budgets including housing choice voucher, public housing operating subsidy and capital fund federal grants

Oversee accounting systems, budgetary and fiscal procedures, procurement and purchasing programs and provide for current systems of operation

Serve as the HCHA Section 504 Coordinator

Set high performance standards throughout the agency by establishing organizational goals and performance expectations

Ensure accountability while maintaining fair and consistent treatment of employees

Supervises all employees with the Deputy Director, Social Worker and Contract Manager having a direct supervisory relationship to the ED.

Approve the hiring and termination of staff members as applicable

Develop and maintain a positive relationship with HCHA customers and clients

Provide leadership and implement resident programs that serve the needs of the entire resident population

Serve as public representative for the housing authority maintaining a working relationship with the media, other service organizations, the city, county and Department of Housing and Urban Development

Maintain official records at board meetings

Prepare board agenda and issue public notices for board meetings

Recommend operating policies and procedures

Perform other duties as assigned by the Board or as needed by the agency

DESIRABLE KNOWLEDGE, SKILLS AND ABILITIES

Bachelor’s or Masters Degree in Finance, Management, Business, Public Administration, Community Development, Social Sciences or other relevant degree from an accredited college or university or equivalent combination of education and experience

Five (5) years of experience in housing

Three (3) years experience with federal regulations, budgets, finance, employment laws and staff supervision

Experience working with, reading and understanding audit reports, accounting statements and other financial reports

Experience working with or for the federal government in a regulated field

Ability to interact tactfully and courteously with tenants, landlords, vendors and the

general public

General knowledge of the Landlord / Tenant state law, local housing codes, applicable

HUD rules and Regulations and HCHA policies and procedures

Good working knowledge of computer hardware and software

Desire to work with low income residents with a diverse cultural, religious and social background

MINIMUM QUALIFICATIONS

Bachelor’s degree in Finance, Management, Business, Public Administration, Community Development, Social Sciences or other relevant degree from an accredited college or university or equivalent combination of education and experience

Two (2) years of experience in housing or related field

Some experience with federal regulations, budgets, finance, employment laws and staff supervision

Valid Nebraska Drivers license and a good driving record

Ability to pass HCHA criminal background, e-verify and drug screening tests

Ability to interact tactfully and courteously with tenants, landlords, vendors and the

general public

Be willing to attend out of town meetings and stay overnight if necessary
