Present: Bill Bliss-Chair, Supervisors Patrick Butler, Bill Berger, Treasurer- Alicia Burgers, and Clerk Barbara Anderson

Guests: Marilynn Davis, Tim Coryell, Mandy Van Steenwyk, Nathan Tabaka

Chair Bliss called the meeting to order at 7:00 p.m.

The Pledge of Allegiance was recited.

Board of Canvass – The Board canvassed the ballots cast at the annual meeting on March 11, 2003. The votes were as follows: for treasurer – Alicia Burgers 25, Doug Mayer -2; write-ins for supervisors Ralph Schmidt – 14, Ed Olson – 6, Lorin Neuenfeldt – 1, Doug Mayer – 2, Mary Jacobson – 1, Ralph Gardinier – 1. Alicia Burgers was elected treasurer and Ralph Schmidt was elected supervisor.

Minutes – Anderson presented the minutes of the February 12, 2003 meeting. MOTION: Butler/passed: Approved the minutes of the February 12, 2003 meeting as written.

Treasurer’s report - Burgers presented the Cash Control Statement and the Current Investment Report for the month of February. MOTION: Berger/passed: Accepted the Cash Control Statement dated February 28, 2003 with the total ending balance of $59,379.05 and the Current Investment Report dated February 28, 2003 with and ending balance in all account of $46,089.05 as presented. MOTION: Butler/passed: Transfer $7343.16 from Fire to General.

ROAD & BRIDGE

Accident on Sioux Camp Road - Bliss explained that he and Berger received a call from the Cass County Sheriff’s department on Sunday afternoon that there had been an accident on the bridge on Sioux Camp road. They went out and inspected the damage and put out cones. Anderson had a copy of the accident report from the sheriff’s department. The report showed that Joan Williams was the driver of the vehicle, but there was no insurance information. The clerk will write Williams a letter asking for the insurance information. A company will be needed to be hired to repair the bridge. Should the bridge be inspected and recertified?

OLD BUSINESS

Off-sale liquor license - Tabaka gave the board a list of golf courses that have off-sale liquor licenses in the state. Bliss explained to Tabaka that at the annual meeting the residents discussed off-sale liquor in Wabedo Township and that it was the consensus of the residents at the meeting that they did not want off-sale liquor in Wabedo Township. Tabaka asked if he could get a petition from residents in Wabedo Township and present it to the Board. Bliss said no, you can ask that it be brought up at the annual meeting in 2004. MOTION: Bliss/passed: Deny the off-sale liquor license application for Ridgewood Golf Course reflecting the consensus expressed at the annual meeting on March 11, 2003.

Coryell Petition - Coryell asked to table this item for one month. He explained that he is working closely with the land owners to gain an easement across their lands. They are now looking at if it would better to go through MacFarlane’s land or Kruger’s land. The Board passed a motion at their

November 12, 2003 meeting to hold the resolution at owners request until such time he advises the Township that the easements have been obtained to his satisfaction.

NEW BUSINESS

Pay the bills – Anderson and Burgers presented the bills for payment. They noted that the bill from Univar was still incorrect. They suggested that the correct amount be paid and a letter of explanation be sent with the payment. The claim for approval reflects the correct amount for the Univar bill. MOTION: Butler/passed: Pay the claims as presented which reflects the correct amount for the Univar invoice.

Sign the MAT form – Each year after the election a roster of township officials needs to be signed and sent to the MAT office. Each officer signed the form.

Follow up to annual meeting - Bliss reviewed the meeting and the board discussed the follow up work that needs to be done. A letter will be sent to the Lake Area Dive Team for a copy of their financial statement. Also, Anderson will contact the Cass County Sheriff’s department to get the specs on the computer that is needed for the Longville Ambulance Service.

PERA meeting – Anderson asked for permission to attend a PERA meeting in May in either Grand Rapids or Brainerd. There is no cost for this meeting. MOTION: Berger/passed: Authorize payment to the clerk for mileage and time for her to attend a PERA meeting in May.

OTHER BUSINESS

Newsletter – The Board approved a Wabedo Newsletter again this year. Some topics that may in included in the newsletter are: what can be done next winter to help prevent frozen septic systems, is there going to be work on County road 7? When? Information about the town hall plans, and a calendar of lake association functions.

Meeting date for April – Anderson asked that the meeting date for April be moved from Wednesday, April 9th to Tuesday, April 8th. MOTION: Butler/passed: Change the meeting date for April to Wednesday, April 8th.

Minnesota Pollution Control Agency - The Board reviewed the letter and application from the MPCA. We should ask about this letter at the short courses to see if Wabedo needs to apply.

Letter from Rebecca Anderson re: Lauritsen petition - No action needs to be taken at this time. Trelipe Township will have to initiate any action. Trelipe Township Board of Supervisors may attend the April meeting for Wabedo Township to discuss this petition.

Computer – Burgers reported that she is having a lot of problems with her computer. The computer is about 9 years old. She gave the Board the information about a Dell Dimension 4550. This computer will meet her needs. She will also need a UPS back up unit. The total cost is about $1,100. MOTION: Berger/passed: Approve the purchase of Dell Dimension 4550 Computer and UPS back up unit, and necessary power cords.

Thank you - The Board asked Anderson to send a thank you letter to the Northwest Technical College at Detroit Lakes for all their work on the plans for the town hall. Also, ask them to draw plans without a garage, but add a water therapy area.

Cass County Highway Dept. Letter - Berger discussed the letter from Cass County Highway Department dated March 3, 2003 regarding the cost of chloride. Cass County Highway Dept has one year remaining on a three year contract with UNIVAR. This contract has a fixed price of $0.565 per gallon for 2003. The Township needs to respond to this letter if we want to be part of the program again this year. Berger asked the clerk to respond to this letter stating that Wabedo Township want to continue in this program.

Region V – Bliss reported that he has been appointed to the board of Region V. He will keep the Township Board posted on actions by Region V.

Update the Comprehensive Plan for the Township - The Board discussed updating Wabedo Township’s comprehensive plan. Anderson was asked to write a letter to Bridget Chard and ask for a request for proposal.

Thank you - The Board thanked Bill Berger for all his years of dedicated service to Wabedo Township. Berger agreed to help the Township in any way he can.
