INDEPENDENCE LIGHT AND POWER, TELECOMMUNICATIONSJOB DESCRIPTION FORTitle: Billing Clerk / CSRReports to: Primary – Office Manager Classification: Non-exemptRevision Date: October 19, 2020Pay Range: $15.20 – 18.61SUMMARY: Greet all customers, visitors and vendors with a pleasant, positive and professional attitude. Process customer billings, service orders and payments. Stay current on ILP, T product knowledge and service offerings. Respond to customer inquiries with a focus on billings and payments. Understand business office procedures relating to compliance with the Iowa Utility Board and other utility regulatory agencies. Operate office equipment including computer, calculator, copy machine, phone systems, and fax machine. Proficient in use of computer software systems including billing, and customer facing applications/ programs. Frequent use of Microsoft Office and related Microsoft Office products. Strong communications skills, and ability to hold a high degree of accuracy, loyalty and trust to preserve confidential customer data is required. Preferred candidates will possess knowledge of utility billing systems and billing operations.QUALIFICATIONS:Education – Graduation from an accredited high school supplemented by additional technical school or college training in the area of secretarial or general business and additional training or experience in customer contact; or any equivalent combination of training and experience that provides the required knowledge, skills, and abilities.Experience – At least three years of customer service and or customer billing experience is desired. Experience and knowledge working in a municipality or utility office is preferred.Related Skills – Must be a self-starter and have excellent communication, organizational, and computer skills. Preferred candidate will excel at work accuracy while building and maintaining customer relationships through professional customer service.SPECIFIC DUTIES AND RESPONSIBILITIES:Maintains accurate utility billing files, such as meter reads, utility services, work order, rates, and meter files. Maintains customer ACH payment files and records, and effects payments through the ACH system on a timely basis.Reviews and processes disconnect notices due to non-payment, including NSF checks, and prepares list of disconnections due to non-payment and unacceptable credit arrangements.Works closely with various agencies in obtaining heat assistance funds for low-income customers. Prepares customer budget billing calculations and audits payments of budget customers.Works closely with software support representatives to assure all data related to customer billings and collections is being processed efficiently and accurately.Prepares and accepts deferred credit arrangements on delinquent customers.Accepts customer payments by mail, through night depository, and drive-through window. Tabulates and balances cash and prepares bank depositsProcess payments made by customers.Set up and maintain payment arrangements with customers.Process applications and transfers for Electric and Telecommunications servicesAbility to prioritize and organize effectivelyAttend and participate in staff meetings as required.Meet all deadlines relating to work assigned, reports, and projects.Maintain efficient filing system for utility documents.Assist in scheduling of telecommunications technicians for installs and service calls.Perform other duties as assigned.POSITION RELATIONSHIPS:Meetings and communication with ILP, T supervisors and staff.Continual communications with customers in a variety of communication methods (i.e. in-person, phone, internet, mailings)PHYSICAL REQUIREMENTS: While performing the duties of this position, the employee is frequently required to stand, walk, sit, bend, twist; use hands/fingers, handle or feel objects, tools or control; talk, hear; reach with hands and arms, type.MENTAL REQUIREMENTS: Communication skills: To effectively convey ideas and information both in written and oral form to utility employees and customers.
