Use additional sheets if necessary.Under the general direction of the Director of Communications, Outreach, Recruitment, and Enrollment-CEA. the Recruitment Manager-SSMI oversees the recruitment of CCC Corpsmembers throughout California. Responsibilities include:30%Oversee CORE staff in Zones 5,6,and 7, including but not limited to SSA and Special Corpsmember Recruiters. Assign work and priorities, conducts and reviews analytical studies, monitors progress, adjusts priorities, redistributes workload, and secures extensions as needed to meet established deadlines. Select and hire staff and identify training needs. Meets regularly with staff to discuss performance, individual developmental needs, and career aspirations. Prepare and deliver probationary and annual performance evaluation reports; identifies, addresses and resolves employee performance issues; and take proper employee corrective action. Identify and make available tools necessary for staff to perform work efficiently. Ensure all staff receive appropriate orientation and training regarding state and department policies and procedures. Determine staff training and development needs and ensure plans are implemented to meet these needs. Provide timely feedback and recognition to staff. Approve staff timesheets, leave requests, and work schedules based on business needs. Provide supervision, support, and guidance to staff consistent with policies and ensures uniform interpretation and implementation of laws, rules, regulations, policies, and procedures. Maintain and coordinate a leave calendar and schedule for SSA work and time off periods. Participate in various administrative and organizational tasks as required. 30%Develops and creates recruitment strategy, tactics, and goals statewide and in close collaboration with CCC district directors and the Enrollment & Eligibility manager for the California Conservation Corps through use of CCC customer relationship management (CRM) software/Salesforce platforms. Conducts on-going assessment of CCC recruitment strategies to ensure that recruitment offices are strategically located, outreach strategies are implemented and reaching targets/goals, and the Corpsmembers recruited are well suited to the needs of the CCC. Oversees conducting of research necessary to maintain up-to-date best practices for outreach and recruitment of young people into the CCC program. Oversees and conducts analysis of youth trends and diverse job markets to determine appropriate venues along with both creative and tested, effective methods for recruiting CCC Corpsmembers. Establishes monthly recruitment goals for zones statewide and ensures goals are met, including advising – but not supervising – recruiters under supervision of the Enrollment and Eligibility Manager of areas deserving attention or recognition. Takes the lead on statewide outreach and recruitment events and tracks recruitment outcomes through CRM. Develops relationships with, consults with, and maintains ongoing contacts with statewide organizations, high schools, and other community groups to develop, enhance, and/or increase the recruitment opportunities and activities within the CCC. Makes presentations to groups of statewide interest and influence.25%In collaboration with the Enrollment Manager-SSM1, establishes recruitment and enrollment projections informed by frequent and regular meetings with CCC district directors to learn of center recruitment needs and expectations. Establish, nurture and maintain strong communication between centers and CORE to ensure both recruitment and outreach concerns are addressed; make recommendations to CORE director and CCC managers on methodology and strategy for addressing field concerns. Oversee development, preparation, and distribution of CRM based recruitment performance reports and recruitment research, regularly and frequently to CORE director, Enrollment Manager and to CCC district directors. Addresses any recruitment-related issues or concerns raised by the Regions/Centers. Assist Zone Recruiters in implementing Zone Recruitment Plans. 10%Oversees annual preparation of budget for statewide recruitment efforts and maintains fiscal control over recruitment associated expenditures. Tracks recruitment expenditures for each zone and reports monthly on these expenditures. Ensures that the Recruitment Unit stays within budget allotment. Ensures unit staff are trained in fiscal matters. Serves as backup to Enrollment & Eligibility Manager when absent.5%Maintains a collaborative relationship with Communications and Outreach office to ensure a coordinated, consistent message is being conveyed by the CCC in any and all outreach efforts. Assists with development and distribution of recruitment materials and collateral and oversees posting of materials on Recruitment Sharepoint page.
