Assisted Dr. Nader Asgary in developing the $380,000 grant proposal to the U.S. Department of Education (Granted). Dr. Asgary discussed with me most of the details since he began to consider the proposal. I wrote a section (III Plan of Operation) for the first draft, commented on versions of the proposal, and visited seven institutions in four cities in China during 2000 - 2002 at my own expenses and obtained their agreements to accept our students, which was a precondition for the grant.
