Mr. Timofeev, Dear participants, Ladies & Gentlemen,

On behalf of the Secretary-General, Dr. Hamadoun Touré, and all the elected officials, I am pleased to welcome you all to the 2010 edition of the World Radiocommunication Seminar.

I confess that I am quite impressed by the high attendance to this event given the period of the year and the weather conditions lately prevailing in Geneva. On the other hand, I know how much interest you have in Radio Regulations matters, how important it is to the membership. Moreover, the exemplary manner these seminars are organized by the Radiocommunication Bureau, as we can witness this time, has always impressed me. In any way, all of us have an additional and most important reason to be gathered here today: it is the last event organized by the Radiocommunication Bureau under the leadership of Mr. Valery Timofeev.

This brings us to the Plenipotentiary Conference recently held in Guadalajara, Mexico (PP-10), where important decisions, which will shape the Union’s fate for the next four years were taken: in addition to have given us a tight but balanced Financial Plan, PP-10 elected or re-elected the top management team of ITU: I had the honour to be re-conducted in my role of Deputy Secretary-General and Mr. François Rancy, of France was elected as the new Director of BR to take office from next month.

At this moment, I take the opportunity to pay a special tribute to the exceptional contribution of Mr. Timofeev to the Union, the Radiocommunication Sector and the Bureau, in particular. His outstanding services as Director, BR will mark the history of international radiocommunications, without mentioning his brilliant career in his administration, as a delegate to numerous ITU conferences and meetings and as an elected member of the Radio Regulations Board. I am sure that he will continue his involvement with the ITU matters, and this gives us the hope that we are not witnessing an end but rather the beginning of a new stage of his fruitful career. Let me kindly ask you at this moment a round of applause to show our sincere appreciation to Mr. Timofeev.

Before I conclude, I would like to advise you that the ITU TELECOM World 2011 will be held in October 2011, three months from the WRC-12. At this Event, we are expecting 50 Heads of State or Heads of Governments, Mr. Ban Ki-Moon, Secretary-General of the UN and some Heads of other UN Agencies, about 100+ Ministers, Heads of 150+ National Telecom Regulatory Agencies and many industry leaders. I found it an excellent and unique opportunity for those Radiocommunication industries to take profit to lobby for their products and their services to the World ICT leaders to support their proposals at WRC-12. Therefore, I would kindly invite you to join TELECOM 2011 with your products and your proposals.

I am proud to announce that we will be launching later today during the Seminar the Radiocommunication part of the ITU History Portal developed by the Library and Archives Division of the General Secretariat. I am sure that you will be captivated by the quantity and quality of the information made available in the ITU website on the various radio conferences and related regulatory matters. I wish you like it.

Let me conclude by wishing you all a pleasant stay in Geneva and a productive Seminar.
