MARCH 26, 2004 BOND COMMISSION APPROVAL OF PROJECTS SUBMITTED BY THE DEPARTMENT OF PUBLIC WORKS

Note: The Bond Commission often allocates funds at various stages of a project. Therefore, the total cost of a project may differ from the amount shown.

Agency: Department of Correction

Project: Funds approved to finance renovations and improvements at various correctional institutions (Project Number BI-JA-1000). Work includes bathroom renovations at Enfield CI, shower renovations at Osborn CI in Somers, alarm upgrades at Brooklyn CI, Garner CI in Newtown, and at Corrigan/Radgowski CI in Uncasville, and security cameras also at Garner CI.

Agency: Department of Mental Retardation

Project: Funds approved to finance renovations and improvements at various Department of Mental Retardation facilities (BI-NN-1000). Work includes installing and replacing sprinkler heads statewide, fire code corrections at various group homes, bathroom renovations at the Lower Fairfield Center in Norwalk, fire suppression systems at the Ella Grasso Center in Stratford and at the Lower Fairfield Center, and kitchen renovations at the Ella Grasso Center.

Statutory authority and amount:

Project: Funds approved to replace the cooling tower at the Department of Public Safety Headquarters located at 1111 Country Club Road in Middletown (BI-N-1000).

Project: Funds approved to finance various infrastructure alterations and improvements at state-owned facilities (BI-2B-9000). Work includes an oil spill remediation and a power house environmental and engineering assessment at Fairfield Hills in Newtown, roofing system renovations at 24 Wolcott Hill Road in Wethersfield, exterior masonry repairs at 18-20 Trinity Street in Hartford, underground tank upgrades at seven locations, and emergency minor capital projects as needed.

S.A. 01-2, Sec. 2(b)(1) $3,110,000.

Agency: Department of Public Works

Project: Funds approved to finance improvements to the storm water management system at the Military Department’s Camp Hartell in Windsor Locks. These improvements will effect a settlement agreement and will result in a withdrawal of legal claims by an adjacent private property owner who alleged that recent improvements at Camp Hartell adversely impacted water runoff on his property and caused flooding.

DPW INVITATIONS TO SUBMIT A/E LETTERS OF INTEREST

The state Department of Public Works has been authorized to retain consultants/firms to work on the contracts/projects described below.

Submissions due April 7, 2004:

ENGINEER AND CONSULTANT DESIGN TEAM. Contract Number: BI-JA-441. Design services required for upgrading, repairing and renovating the hot water piping at the Manson Youth Center, 42 Jarvis Street, in Cheshire. The underground hot water lines serve ten housing units which are continuously occupied by over 600 offenders between the ages of 14 and 20.

ENGINEER AND CONSULTANT DESIGN TEAM. Contract Number: BI-JD-281(A). Design services required for a structural repair study at the New Haven Courthouse, 121 Elm Street in New Haven. The project will be designed to restore this significant historic building to its original grandeur.

ARCHITECT AND CONSULTANT DESIGN TEAM. Contract Number: BI-YS-154(B). Design services required for the interior rehabilitation of the Administration Building at the Connecticut Children’s Place in East Windsor. The estimated cost of construction is $1,123,000.

COST ESTIMATE CONSULTANT FIRM / TEAM. Contract Number: Oc-DPW-Cost001 thru 003. To provide on-call cost estimation support services to DPW for buildings under its care and control and, as requested, for those under other state agencies. These contracts shall run for a two-year period and have an upset limit of $300,000 in fees upon which to draw.

ENGINEERS (ON-CALL). Contract Numbers: Oc-DPW-Env0005 thru 0008. To provide general infrastructure environmental engineering rapid response support services.

To provide rapid response interior design / space and equipment planning services to DPW for buildings under its care and control and, as requested, for those under other state agencies. These contracts shall run for a two-year period and have an upset limit of $300,000 in fees upon which to draw.

ROOF INSPECTION AND DESIGN CONSULTANT (ON-CALL). Contract Number: Oc-DPW-Rof0001 thru 0004. To provide rapid response on-call roofing support services to DPW for buildings under its care and control and, as requested, for those under other state agencies. These contracts shall run for a two-year period and have an upset limit of $300,000 in fees upon which to draw.

SCHEDULING CONSULTANT TEAM. Contract Number: Oc-DPW-Sch1001 thru 003. To provide rapid response schedule evaluation support services to DPW for buildings under its care and control and, as requested, for those under other state agencies. These contracts shall run for a two-year period and have an upset limit of $300,000 in fees upon which to draw.

TELECOMMUNICATIONS CONSULTANTS (ON-CALL). Contract Number: Oc-DPW-Tel0004 thru 0006. To provide on-call responses to DPW or for work required by custodian agencies. These contracts shall run for a two-year period and have an upset limit of $300,000 in fees upon which to draw.

The state Department of Public Works also has been authorized to retain consultants/ firms to work on the contracts / projects described below.

Submissions due April 28, 2004:

ARCHITECT-ENGINEER CONSULTANT DESIGN TEAM. Contract Number: BI-2B-205. Consultant design and construction administration services for a new state Metrology (Weights and Measures) Laboratory to be relocated to 38 Wolcott Hill Road in Wethersfield. The existing lab, which is a function of the Department of Consumer Protection, is located on the ground floor of the State Office Building at 165 Capitol Avenue in Hartford. The lab, a complex operation which serves the entire state, no longer meets the needs of the unit. The relocation will require 3,500 square feet of space which shall be designed and built-out in strict compliance with environmental and physical requirements in order for the agency to maintain its National Institute of Standards and Testing (NIST) accreditation.

ARCHITECT-ENGINEER CONSULTANT DESIGN TEAM. Contract Number: BI-JD-281(A). Investigative and consultant design services required for structural repair and renovations at the New Haven Courthouse, 121 Elm Street, New Haven.

ARCHITECT AND CONSULTANT DESIGN TEAM. Contract Number: BI-Q-617. Architect and engineering design services for the construction of new joint public safety complex for the Town of East Lyme and the Connecticut Army National Guard at Camp Rowland in Niantic. As part of the Army division redesign study, federal funds are available for the construction of a new facility to serve the National Guard at Camp Rowland. Currently an adequate facility does not exist at the Camp. The Town of East Lyme has also determined that its emergency functions are inefficient and lacking in several areas. In the interests of regional safety and security, the new facility will be jointly constructed and operated. Some of the programmatic and operational areas may require separate spaces. The project is expected to be two-story structure located at the fence line of the Camp’s northwest corner. The estimated construction cost is $9,250,000.

ARCHITECT AND CONSULTANT DESIGN TEAM. Contract Number: BI-RT-838. Additions and major renovations to the Norwich Regional Vocational Technical School in Norwich. The project will involve converting the Mohegan Campus of Three Rivers Community College to Norwich Vocational Technical School in accordance with the master plan. The facility was built in the late 1960s as a girls’ parochial high school. Since the mid-1970s it has been utilized as a community college. The project will closely coordinated with the consolidation of Three Rivers Community College. The estimated construction cost is $42 million.

CONSTRUCTION ADMINISTRATION FIRM / TEAM: Contract Number: BI-RT-838CA. Required consultant services to represent DPW during the design and construction of the additions and major renovations to the Norwich Regional Vocational Technical School in Norwich.
