The National Automotive Policy (NAP) launched on 21st February 2020 officially states the direction of the Malaysian government's stand on the local automotive industry and how it envisages the roadmap to reach the next level playing field. Local automotive players have long been waiting for its release as it was necessary to plan for the future investment plans and strategies.

Generally, the contents were expected by the local automotive players albeit with some disappointments by Members of the Malaysian Automotive Association (MAA). Nevertheless, MAA Members will follow the guidelines laid out which favour national car makers but with a view that hopefully, the Malaysian government will amend some of the guidelines along the way. -- MAA

MAA HOPES NAP 2020 INCENTIVES TO BE MENU-BASED

The MAA President YBhg. Datuk Aishah Ahmad was quoted in an interview with The Edge Malaysia and published on 24th February 2020 as saying ? "To make Malaysia's automotive industry more competitive, the government must attract auto investors to the country by having long-term policies and attractive incentives in place. MAA had requested for menu-based incentives to be implemented to ensure certainty for investors to know what will be approved, but the government is still insisting on continuing customised incentives." However, she was quoted as agreeing to some of the NAP 2020 guidelines such as Next Generation Vehicle (NxGV), Mobility-as-a-Service (MaaS) and Industry Revolution 4.0 (IR 4.0). She told The Star that to attract investors, the government must come up with good incentives like other Asean countries. "Currently, the customised incentives are dependent on proposed potential like export and production plans. Our concern is that the customised incentives mechanism is not clear. TIV INTO A TAIL SPIN

After a very encouraging 2019 Total Industry Volume achievement, every automotive company was gearing up for a better 2020 with big plans for new vehicle launches, new marketing strategies and greater growth rate expectations. All these were put to a stop by a virus Covid-19 which caused most major countries to lockdown including Malaysia from 18th March.

Sales of new motor vehicles looked good in January with many new vehicle launches but after the traditional February slowdown, Covid-19 which caused the lockdown in Wuhan in January 2020 unexpectedly spread worldwide with a devastating force never seen in this century. As in all businesses, local motor companies will have to dig in extremely hard and deep into financial reserves to survive with the local lockdown.

As expected, the first quarter 2020 TIV shows a steep dip from the same period last year. There were 106,460 vehicles sold in the first three months of 2020 compared to 143,036 vehicles in the same period last year. In the month of March 2020, sales were 60% lower compared to March 2019 and 44% lower compared to February 2020 due to the Movement Control Order (MCO). (See Pg.3 for the statistics).

NAP 2020 HIGHLIGHTS

THE National Automotive Policy (NAP) 2020 was officially released by YAB Tun Dr Mahathir Bin Mohamad, the then Prime Minister of Malaysia on 21st February 2020. It guides the local automotive industry to the next ten years.

UMWT HOPES GOVERNMENT TO CONTINUE WITH INCENTIVES

UMW TOYOTA Motor (UMWT) president Mr. Ravindran K. said in a report published in The Star Online (22nd February 2020) that he hoped the government would continue to give incentives for a sufficient length of time.

"This will help to justify investment and provide reasonable returns on investment," he said in a statement. With the Energy Efficient Vehicle (EEV) specifications being updated, he hopes that ample time will be provided before implementation for proper review.

He said: "We believe that our Bukit Raja Plant is equipped with automation, skilled manpower and the capacity to align with the government's vision developing our industry into IR4.0."

He commended the NAP 2020 objective of reducing carbon emissions from vehicles by improving fuel economy level in Malaysia by 2025 in line with the Asean Fuel Economy Roadmap of 5.3 Lge per 100km. "UMWT is planning to introduce more locally assembled hybrid vehicles in the future in Malaysia," he said and added: "We urge government to support in increasing the incentives to spur the hybrid market in Malaysia." -- MAA

PERODUA ON NAP 2020

Statement by YBhg Dato' Zainal Abidin Ahmad, Perodua President and Chief Executive Officer, on 21st February 2020

"THE recently-announced National Automotive Policy 2020 (NAP 2020) sees consistency in the government's policies to advance the Malaysian automotive eco-system to the next level. This is apparent in the continued support for component localisation, which is the backbone of the country's automotive industry.

Over the past decade, Perodua purchased a total of RM43.5 billion worth of components from local suppliers ? with RM5.4 billion last year alone ? and this year we expect to spend nearly RM6 billion on locally-sourced automotive components. This volume sustains and fortifies the Malaysian automotive ecosystem, contributing to the economy, jobs and nationbuilding.

Also consistent is the government's commitment to further the EnergyEfficient Vehicle

(EEV) programme, in which many players have invested. Perodua is Malaysia's first and largest EEV manufacturer. We have produced and sold over 800,000 EEVs to date.

Where Industry 4.0 is concerned, Perodua is a firm believer of technology convergence, particularly the integration of communication technology into

automotive applications. We have already made considerable leaps in this area with regard to our products. On autonomous technology, Perodua, guided by our technical and technology partner Daihatsu Motor Company of Japan, has laid the foundation with its Advanced Safety Assist (ASA) suite of driver assistance systems and crucially, we have made it accessible to the masses. PROTON SUPPORTS CALL TO DEVELOP NxGV

IN A PRESS release issued on 21st February 2020, PROTON lauds the government's move towards transforming Malaysia into a hub for the development and production of Next Generation Vehicles (NxGV) and critical components. Following up the call to develop Energy Efficient Vehicles (EEV) in NAP 2014, the new strategy presents opportunities to stakeholders in the automotive industry to introduce new technologies to the country while also elevating the skills and capabilities of the local vendor community.

With the company's ownership structure (50.1% is owned by DRBHICOM and 49.9% by Geely Auto) PROTON is able to leverage on its shareholder strengths ? giving it access to local ecosystems via DRB-HICOM and access to new technologies via Geely Auto Group, to seize opportunities presented by NAP 2020.

At this early stage however, PROTON will continue with its schedule of

investing in new products & technologies as well as plant & manufacturing facilities. The Company will also continue to work with local vendors and promote investments in new technologies, especially through strategic collaborations to infuse technical capabilities and expand commercial viability.

SIME DARBY MOTORS WINS MULTIPLE AWARDS

Sime Darby Motors started the new decade on a high note, with three marques under its umbrella crowned winners at the 18th Malaysia Cars of the Year 2019 (COTY 2019) awards in January 2020.

PROTON WINS BIG TO KICK OFF 2020

PROTON's X70 was named the winner of the Midsize Crossover & SUVs 5 Seaters category as well as the Overall Car of the Year 2019 for the 18th Malaysia Cars of the Year awards held in January 2020. The Proton Saga claimed the Entry Level Sedan & Hatchback prize while PROTON's Chief Executive Officer, Dr Li Chunrong, received the Automotive Man of the Year award.

has restored pride and confidence in what is still seen as the national marque. It is also the model that brought people back to PROTON showrooms and the units we tested were of high quality. PROTON RECORDS STRONG START TO 2020

PROTON began the first month of the year with 8,506 new registrations, representing a 20.2% increase over the same period last year. This also marks PROTON's most successful January sales in 4 years. Market share was another key area of growth as the company's position increased by 4.9% to 19.5%, compared to the same period last year.

"This is a great start to the year on the back of our performance in 2019. January is always a tough month but we still managed to have our best showing in 4 years", said PROTON CEO, Dr. Li Chunrong in a press release dated 3rd February 2020.

The Proton X70 continued to be the segment leader with a total of 1,367 units

registered. The Saga continued to be the mainstay representing nearly half of total sales with 3,871 units sold. This represents a 72% increase over the same period last year. The Persona nearly doubled in sales with 2,109 units (an 84% increase) delivered to customers. The Iriz grew nearly five-fold, with 785 units finding their way to new customers. -- MAA

ANNUAL SALES RECORD FOR PERODUA

Perodua beats its previous annual sales record of 227,243 units in 2018 with 240,341 vehicles sold in 2019, spurred by continued strong demand for all its models ? in ascending order, the Alza, Aruz, Bezza, Axia and Myvi.

"This achievement truly surpassed our expectations and we sincerely thank all Malaysians for the strong support," said Perodua President and Chief Executive Officer YBhg. Dato' Zainal Abidin Ahmad in a press release dated 21st January 2020. "On the back of strong demand, we foresee our sales performance this year to be on par with last year's. We are setting a 2020 sales target of 240,000 units and are cautiously optimistic that it is attainable despite a more competitive market this year," he added.

Perodua's 2019 sales figure

constitutes a year-on-year jump of 13,098 units (+5.8%) and is the highest annual sales figure ever for the company. "Against a 2019 total industry volume (TIV) estimated at 604,775 units, Perodua took nearly 40% of the Malaysian market, overtaking last year's 38%," said YBhg. Dato' Zainal.

Perodua also expects to boost production by 4% to 254,000 units from 2019's 244,400 units. This includes production for export and to stock up for 2021. With the production increase, Perodua expects to spend RM6 billion this year to buy local components, up from RM5.4 billion spent last year.

In after-sales, Perodua saw 2.35 million service intakes in 2019 throughout its 186 service centres nationwide, charting an 8.3% jump over 2018's 2.17 million service intakes. -- MAA

Isuzu Malaysia started this year with its ELF truck upholding the No. 1 position in the Light Duty segment with sales of 4,759 units last year. This marked the 10th year that the ELF has maintained its top position.

In his New Year's address, Chief Executive Officer of Isuzu Malaysia Sdn. Bhd., Mr. Koji Nakamura, expressed his contentment

SDAC-FORD INTRODUCES ITS `DIGITAL SALESPERSON'

Sime Darby Auto ConneXion (SDAC), the sole distributor for Ford in Malaysia introduced on 27th March 2020 its `Digital Salesperson', a dedicated WhatsApp live chat line to address customer queries relating to vehicle purchases. The

campaign tentatively ends on 30th June 2020.

"In light of the Movement Control Order being extended until 14th April 2020, we are introducing an alternative method of a `Digital Salesperson' which will allow customers to continue conversing with us via digital means. This comes as we understand that there are customers wanting to purchase our vehicles, but unable to walk into our showrooms during this period," said En. Syed Ahmad Muzri Syed Faiz, Managing Director, Sime Darby Auto ConneXion.

"Post the Movement Control Order, we will continue to offer this alternative method, as we care and understand that customers may still want to limit public exposure," he added.

HONDA CAR PRICE ADJUSTMENT

Honda Malaysia announced on 21st February 2020 that with immediate effect the prices of selected Honda cars sold in Malaysia will increase by about 5% to 9%, depending on model and variant and prices are subject to change without prior notice.

The anticipated higher prices of selected Honda cars follow the review to the Completely Knock-Down (CKD) customised incentive. This customised incentive is different from the earlier-announced excise valuation regulation which was expected to not affect vehicle prices. Honda Malaysia will fully adhere to the latest requirement. -- MAA

UD Trucks and its sole distributor partner Tan Chong Industrial Equipment Sdn Bhd (TCIE) delivered four units of the UD Quester 6x4 AMT Prime Movers on 17th March 2020 to Bintang Bulk Mover Sdn Bhd (Bintang), with another six units on the way.

These newly purchased prime movers with cement tankers adds to the fleet of over 50 units of UD Trucks owned by Bintang. The newly delivered units will enhance Bintang's deliveries of bulk cement from cement factories to various locations all over Peninsular Malaysia.

REWILDING ROADSHOW BRINGS CONSERVATION HOME

ISUZU COMPACTOR TRUCKS FOR ENVIRONMENT IDAMAM

Isuzu Malaysia Sdn. Bhd. held a handover ceremony of Isuzu FORWARD FVR compactor trucks to Environment Idaman Sdn. Bhd. and its sub-contractor, Warisan Integriti Sdn Bhd. in early February. The trucks were procured from Indah Utara Auto Sdn. Bhd., an authorised dealer of Isuzu Malaysia.

Environment Idaman Sdn. Bhd. procured six units of Isuzu FORWARD (FVR 240MT) trucks for this year while four units of Isuzu FORWARD (FVR 240AT) trucks were procured by Warisan Integriti Sdn. Bhd..

During the handover ceremony, Mr. Atsunori Murata, Chief Operating Officer of Isuzu Malaysia, personally thanked representatives from the two recipient companies. He also

presented an appreciation memento in the form of an Isuzu Miniature Truck and appreciation gift to Environment Idaman's Head of Operation Division, En. Munir Amani bin Dasheer and Warisan Integriti's Director, YBhg. Dato' Haji Md Rosli bin Haji Abd Wahab.
