Page 5 of the RFQ, Section I. STATEMENT OF WORK, Item D. SPECIFIC REQUIREMENTS, Item 1 has been modified as follows:

1. Bidder shall submit a mark-up price, over their triple net price of the vehicle. Triple net price is the vehicle price after all discounts, rebates, and deductions are taken off. This includes deductions of dealer holdback and advertising and PDI (Pre Delivery Inspection) monies. The PDI (Pre Delivery Inspection) monies will be considered as part of the vehicle cost. This is the dealer’s actual cost of the purchase of each vehicle.

Responses to Verbal Questions

1) How will the Small, Local & Emerging Business (SLEB) preferences be applied to the bid pricing for this RFQ?

• The SLEB preferences will be applied based on the total price on the bid form.

2) Is it a requirement for a non-SLEB dealership bidder to partner with a SLEB for this RFQ?

• Vehicles will only be purchased directly from authorized dealerships. If there is no known SLEB vendor, the SLEB requirement may be waived on this RFQ. If there is a SLEB vendor that bids on any of the vehicle makes, they will receive a 10% preference (5% for being local and 5% for being a SLEB. This preference will be applied off the total bid price for each type of vehicle that the SLEB vendor bids on.

3) Will bidders have to submit bid proposals on a disk along with submitting through Strategic Sourcing Portal for this RFQ?

• No. The bid proposals must be submitted via Strategic Sourcing Portal for this RFQ. Submission of the bid proposal on a disk is not required for this RFQ.

4) The RFQ does not list any specs for the vehicles. Does the bidder have to submit any specs for the different types of vehicles for this RFQ?

• No. The vendor is not required to submit specs for the different type of vehicles.

5) Is the County looking to have government pricing concessions until the order is placed?

• The County understands that there is a variability with pricing for the vehicles. At the point of the order, the County asks the contractor to provide the pricing at that time and provide all concessions and the markup pricings. The County will have the ability to audit the pricing to ensure there are no additional charges.

6) Is the County aware that the government pricing concession has an expiration date and is locked once the dealership orders a vehicle from the manufacturer?

• Yes. The County is aware that the government pricing concession has an expiration date and is locked once the dealership orders a vehicle from the manufacturer.

7) Manufacturer requires a dealership to complete inspections and compensates the vehicles for those inspections. The invoices and pricing is not part of the sales taxes. The PDI (Pre Delivery Inspection) should be not be deducted as part of the pricing. Please clarify that the County can omit the PDI requirement on page 5 of the RFQ, Section D. SPECIFIC REQUIREMENTS, Item 1 stating:

• The County has changed the requirement. The PDI monies will be considered as part of the vehicle cost. The County is requesting bidders to submit a mark-up price, over the triple net price of the vehicle.

8) The Bid Form lists the Mark-up Pricing, Delivery Price to Oakland, Doc Fees, Total Fees, and Extended Cost. What does a bidder enter on the Bid Form for the vehicles that is not provided?

• The Bid Form must be completed in full for each make of vehicle the bidder is able to provide. For example, if the bidder is to bid on Chevrolet, the bidder must list a price for each item. If there is no cost for a specific item, please enter a “$0.00” in the field. If a bidder is not providing pricing for a particular make of vehicle, the bidder must enter “N/A”. Please see the revised Bid Form.

9) The Bid Form is a simple calculation for the pricing for the vehicles. Why is the County requiring bidders to submit bids through a complicated online procedure?

• The County utilizes the Strategic Sourcing Portal to streamline the bidding process. Bidders should contact the following numbers for further assistance on the Strategic Sourcing Portal:

10) The Bid Form lists the estimated quantity for the Ford Vehicles as 85. Is that a set amount?

• No. The Bid Form lists the estimated quantity for each make of the vehicle as the County seeks to do a comparison of pricing.

11) Is the vehicle industry the only industry that the County is allowed to audit costs?

• No. The County audits costs for fuel purchases, parts purchases, and other goods purchases. The County seeks to ensure that the contractor complies with the terms of the contract including pricing of goods.

12) How does the County compensate for the budget for vehicle purchases since the RFQ is based on estimated quantities of the vehicles?

• The County goes through the same process of selecting vehicles for purchasing each year and there are variables that are taken into consideration such as vehicles going out of service or damages.

13) What are the County’s hours for vehicle deliveries to Oakland, CA?

• The County’s delivery hours for vehicles are Monday – Friday, 7:00 a.m. – 7:00 p.m.

14) Does the County require prior notification from the contractor for vehicle deliveries?

• Yes. The contractor should notify the County of vehicle delivery date(s) and time(s).

15) Does the County have any feedback on how Ford Motor vehicles are being accepted by the end users and drivers of the County?

• About 70-75% of the County’s vehicle fleet is Ford Motor vehicles.

16) Page 5, Section D. Specific Requirements, Item 7, states:

Manuals: Successful bidder shall furnish for the life of the contract web access to O.E.M. diagnostic software including parts lists, service, maintenance, operation, and overhaul manuals for the chassis, engine, transmission, drive line, electrical, fuel, and emissions upon delivery of the vehicles to the County of Alameda.

Does the County already have access to the Ford O.E.M. diagnostic software?

• Yes. The County has access to the Ford Motor website for the O.E.M diagnostic software.

17) There are typically 169 body codes for Ford Motor vehicles. Does the County have a suggestion on how to obtain discounts for each vehicle?

• The County is asking for price above triple net price, markup price to be submitted in the bid. The awarded vendor will be the lowest priced qualified bidder. The County will specify which vehicles that will be purchased as needed. The awarded vendor will work with the County, on a vehicle by vehicle basis, to order the vehicles for the County during this contract. The awarded vendor will markup the vehicle price, over triple-net price, based on the bid value that was submitted.
