I see their up and downs while I am searching the web for this project purpose and excercicing the assignment. Both of them have IT programms which takes long period of time and a large amount of money.Addition to the time and and monetary expense of hardware and software for different technologies, they were in need of highly skilled labor and expertise specially in the IT field. The result shows the development of the sysytems are amazing. In this short essay I want too demonestrate the failure of the CA DMV and the success of FEDEX eventhough bothe has failure and success.System FailureCalifornia DMVThe technologyThe DMV IT system is intended to be used to track all driving licences and testing of new drivers plus the automobiles available in the land with their plates. The technology uses internet system to collect data, appointments, and different applications from users. This is a big complex and needs a lot of software and hard ware and trained personnel. It is hard to find out all the details about the technology they use.The failureIn 1987, the California Department of Motor Vehicles (DMV) embarked on a major project to revitalize their drivers license and registration application process. By 1993, after $45 million dollars had already been spent, the project was cancelled.According to a special report issued by DMV, the primary reason for redeveloping thisapplication was the adoption new technology. They publicly stated: "The specific objective of the 1987 project was to use modern technology to support the DMV mission and sustain its growth by strategically positioning the DMV data processing environment to rapidly respond to change."Also, according to the DMV special report "The phasing was changed several times, but the DMV technical community was never truly confident in its viability...." The project had no monetary payback, was not supported by executive management, had no user involvement, had poor planning, poor design specifications and unclear objectives. It also did not have the support of the state's information management staff. The DMV project was not rocket science. There are much harder applications than driver licenses and registrations. But because of internal state politics, unclear objectives, and poor planning, the project was doomed from the start. Often they are built by software houses to the precise requirements of the organisation. So the client organisation needs to be very clear as to what it wants, and the software house analysts need also to be very clear about the requirements. Look the following illustration how they pin point their failures and what they learn. This shows they learn from their mistakes.MIS failures can be expensive and bring bad publicity to all parties. They can arise due to:Inadequate analysis - problems, needs and constraints aren’t understood in the early stages. Lack of management involved in the design – wrong expectations of a new system / no-one understands the system. Emphasis on the computer system – Need procedures for handling input and output / select the right hardware and software Concentration on low-level data processing – Information must be easily accessible and understood Lack of management knowledge of ICT systems and capabilities – managers know what they want from the system but don’t understand the technology Lack of teamwork – An ICT manager must co-ordinate the accounts, marketing, sales etc. departments and help everyone understand the benefits of the system Lack of professional standards – All systems need clear documentation that all users can understand (not just the ICT literate) Organisations can judge how successful the implementation of an MIS system has been by applying the following evaluations.High level of use - Is it actually used? Some systems don’t become operational for reasons such as it taking too long to enter data. High level of user satisfaction - Do users like the systems? Accomplishment of original objectives - Have the objectives specified in the analysis stage been achieved? Appropriate nature of use - Is the software being correctly used?
