BADGING SYSTEM

Request for Qualifications for Badging System

The term "OWNER," as used throughout this document will mean Clark County Department of Aviation, the term "BOCC" as used throughout this document will mean Board of County Commissioners who is the Governing Body of Clark County, the term "CONTRACTOR" as used throughout this document will mean respondents, and the term "RFQ" as used throughout this document will mean Request for Qualification.

TO WHOM IT MAY CONCERN:

The Board of County Commissioners, Clark County, Nevada (through its Department of Aviation) invites CONTRACTOR's to submit a proposal to provide a BADGING SYSTEM for McCarran International Airport in Las Vegas, Nevada.

RFQ Requirements:

The requirements for the submission of an acceptable proposal are defined in the attached Instructions to CONTRACTOR. A sample Professional Services Contract is included as an exhibit for information purposes only.

Key Points in the Evaluation of the proposals include:

? A CONTRACTOR that includes recent organizational and individual experience in Badging Systems ? An approach to the work that will achieve the OWNER's objectives ? Commitment of key project personnel

Submitted proposals are limited to a maximum of 75 pages. Resumes and other specified exhibits should be bound into a separate volume for submission. Proposers should submit one (1) original and nine (9) copies of their proposal. Priced proposals are not required at this time.

Attendance at a pre-RFQ conference at McCarran International Airport to be conducted on January 4, 2018 is recommended but not mandatory. If you plan to attend please notify Michelle Tilley, Office Specialist, tilleym@ of your intention to attend and the number of persons in your party. You will be provided with the meeting time and location when you register to attend.

Any CONTRACTOR that is interested in this RFQ shall confirm its intention by sending the enclosed Confirmation of Receipt by email to purchasing@ or by fax to (702) 261-3647.

OWNER's intention is to evaluate the proposals submitted and to potentially invite a short list of the highest ranked submissions for oral presentations and interviews, from which a CONTRACTOR for the BADGING SYSTEM will be recommended for selection to the BOCC.

RFQ NO 18-001 BADGING SYSTEM

1. OWNER

The Board of County Commissioners of Clark County, Nevada (through its Department of Aviation and its designated contacts) is the sponsor for this project. No external, federal, state, or municipal funding is involved.

The Board of County Commissioners (BOCC) operates McCarran International Airport through its Department of Aviation (DOA/OWNER). OWNER is responsible for the daily operations of the Clark County Airport System.

2. DESIGNATED CONTACTS

All questions regarding the scope of work must be submitted in writing to Michael Seed, Purchasing Analyst II, at mikes@.

3. OWNER'S MANAGEMENT STRUCTURE

After award, the OWNER's representative will be determined for this project. The role of the OWNER's representative will be to manage the Badging System implementation and administer the contract. In this role, the OWNER's representative will coordinate the work on the BADGING SYSTEM with DOA staff and the other CONTRACTOR representatives as required.

The CONTRACTOR, however, shall be responsible for coordinating its work with the appropriate Federal, State, County and Local agencies as required.

The OWNER's representative will monitor the progress, quality, and cost of the work and the progress toward the DOA's objectives on a continuous basis and make periodic reports to the Director's Office.

4. SCOPE OF SERVICES

The following describes the scope of services to be provided by the CONTRACTOR for the BADGING SYSTEM, and the OWNER's objectives.

A. Project Objectives

The new badging credentialing system will be a replacement for an aging system that has been in place since 2008. The badging credentialing system is used to badge over 17,000 employees that work at the various Department of Aviation airports. This mission critical system interacts with the TSA clearing house, as well as several Department of Aviation business units. This system interacts with numerous systems in use at the Department of Aviation such as financial systems, door access systems, parking access, fingerprinting system, no fly lists, etc. The purpose of the new system is to bring the software, hardware, servers, peripherals, and operating systems up to the latest standards. In addition, the new system will adhere to the latest data security standards to ensure data is handled in a secure manner.

B. Scope of Project

The following requirements summarize anticipated features of the Badging System. OWNER's requirements may change based on answers and recommendations. Your proposal should provide short answers on how your system addresses the requirements below. Number each statement/answer to the corresponding statements below. Your statements/answers should be placed in your proposal binder with other requested information.

1. Software able to encrypt mi-fare cards

2. Card holder information entered using badging software (one entry point to auto fill in other areas)

3. Describe the equipment that will produce a badge (card printing, color-coding, using mi-fare classic card encoding, and custom holographic lamination)

4. Describe the efficiency of the data entry process to transfer `physical application' to the badging software. Will data entered meet current regulations and TSA directives prior to the ID being printed and how this is accomplished

5. How is the badging system kept up to date with Governmental regulations i.e. TSA, FBI, etc.

6. Does the system have the ability to show applicants, with a "record" or without a "record", unclassifiable, submitted, not returned.

7. Will the system produce a badge containing appropriate fingerprint information to be validated against the "actual" fingerprint at time of requested access, using a Sagem Morpho biometric reader

8. Describe how your system will maintain compatibility with JCI/Morpho for door entry validation

9. Ability to securely send badge holder information to the JCI door access system

10. Ability to securely send STA and NIST fingerprint data to TSA approved AAAE clearinghouse

11. Ability to securely accept and parse a raw CSV file containing TSA Watch lists (Selectee, No-fly, Cleared) and vet against applicants

12. Ability to securely encrypt data in transit and use a supported backend encrypted Oracle or SQL database

13. Ability to securely send demographics to fingerprinting software

14. Ability to securely receive and store NIST data from fingerprinting software

15. Ability to securely receive and store, and later encode to badge, fingerprint templates for both index fingers in SMI and Personal Identity Verification (PIV) format from fingerprinting software

16. Ability to securely provide qualified applicant's information to OWNER's training software (currently SSI)

17. Ability to securely receive and store test results from OWNER's training software for validation of badge issuance

18. Provide complete description of error conditions and immediate access to the card holder record for information as it applies to parking access and exit

19. Compatibility with existing parking IP based contactless ISO 14443 compliant smart card readers

20. Describe your system ability to issue Parking Access Cards (PAC) used by other than OWNER employees for parking access

21. Ability to allow for streamlined project setup for OWNER's Construction/Engineering Division construction badges tied to a project number that Construction/Engineering supplies)

22. Ability to issue escort (temporary Visitors) badges

23. Ability to capture signatory's signature and associate with appropriate badge holders

24. Ability to manually enroll and encode applicant fingerprint for door access

25. Ability to take and store a high quality picture for later inclusion on printed badge

26. Ability to enroll a PIN and BIOPIN (in case of missing biometrics)

27. Ability to provide a stand-alone kiosk to allow for changing a PIN and BIOPIN outside of badging office hours (This application will need auditing logs and a security plan)

28. Ability to handle multiple badges for applicants that work at more than one (1) tenant

29. Must supply references from at least three (3) CAT-X and at least one (1) international airport

30. Ability to collect data from the OWNER CBT Training system (Currently SSI)

31. Ability to provide various reports identified by OWNER

32. Ability to provide a Badge Audit Reconciliation process

33. Ability to store billing information based on OWNER's Business rules and billing codes in the badging data base

34. Upgrades to system software will have to be included as a part of the contract cost, including the cost to migrate to a new operating system, from one that is no longer supported. The software will also have to be regularly updated in a timely manner, so as to mitigate cyber security concerns.

35. A command desk management module displaying real-time gate access activity via a web based parking gate access management system separate from the badge management/enrollment application.

While using the real-time gate management system the operator will be able to:

a.

See user data as they swipe their cards while accessing the gates in real time

b.

Respond to and clear alarms (such as In/In, Out/Out, Revoked, Not Armed, etc.)

c.

Search for a card holder's data via name and ID number

d.

Add comments to a user activity log

e.

Remotely open, activate/deactivate the gates

f.

Re-sync anti-pass back flags

g.

Provide gate activity reports

h.

Provide a separate limited access gate configuration module to assign gate IP address,

geographical location assignments and other gate configuration data

i.

Control gate access by assigning multiple gates to a specific geographical area, badge holder can

be assigned multiple areas or single gates, and some gates can be excluded from anti-pass back

criteria

j.

Anti-Pass Back control assigned to badge holder as required

k.

Badge holder codes dependent upon OWNER's criteria

36. Describe your software support, will it include 24 hour/365 days help line, all enhancements modificationsupgrades are included in support without additional cost

37. Software support pricing model (if applicable, describe all that applies);

a. Offer a set price per year up to five (5) years, thereafter to be determined

b. Offer a set price per year for the life of the system

38. Ability to issue construction Escort badges. The system will need to be able to tie the Escort badges to a construction project number issued by the OWNER.

39. Willingness to open an escrow account with Iron Mountain Intellectual Property Management making OWNER the beneficiary for source codes
