CONSERVATION OFFICER WEEKLY REPORT

District 1 - Baudette area

CO Ben Huener (Roseau) spent a day on Lake of the Woods checking angling activity. Ice conditions were great and anglers enjoyed easy access to the more remote areas of the lake. A snowmobile detail was worked with two Roseau City Police Officers. Huener also checked anglers on Lake Bronson and coyote hunters near Greenbush. Enforcement action taken on extra lines and illegal length fish.

CO Larry Milbridge (Warroad) checked angling activity on Lake of the Woods finding fishing success to be good. An injured deer complaint was answered and equipment maintenance was performed. Enforcement activity for the week included angling violations, snowmobile violations, and fish shelter violations.

CO Jeremy Woinarowicz (Thief River Falls) continued monitoring the removal of fish shelters from the ice on local rivers and patrolled area snowmobile trails. Recent mild temperatures have deteriorated the trails somewhat but with local festivals the trails were getting a lot of use. Enforcement action taken for registration violations, state trail permit violations, and excessive speed. CO Woinarowicz was accompanied by a high school job shadow for a day of work and answered a call of an injured moose. An investigation was completed where three individuals will be charged for the illegal taking of eight deer out of season. Charges pending include take big game out of season, transport loaded firearms, take big game animal from roadway, transport illegally taken big game animal, and wanton waste.

CO Keith Backer (Blackduck) worked on complaints of illegally taken deer, snowmobile trespass, and a hunting trespass near livestock. An injured deer was dispatched and complaints of deer parts thrown out in a road ditch were handled. The panfish bite on area lakes has been good. Enforcement activity for the week included snowmobile and angling violations.

CO Brice Vollbrecht (Blackduck) spent most of the week working snowmobile enforcement. Trail conditions were good at the beginning of the week, but the warm weather took a toll on the trails. Crappie action on Red Lake remains slow. A Red Lake Technical Advisory meeting in Red Lake was attended. Slot limit and possession limit changes for spring fishing season were discussed. Time was also spent investigating a complaint of dogs chasing deer. Complaints of snowmobiles operating on the Scientific Natural Area (SNA) North of Red Lake were received. Violations encountered during the week included snowmobile registration violations.

CO Robert Gorecki (Baudette) monitored fishing and snowmobiling activity throughout the week. Fishing on Lake of the Woods continues to be good near Rocky Point and Garden Island. A Red Lake Technical Advisory meeting was attended in Red Lake, and a Rainy River Advisory meeting was attend in International Falls. A complaint of a SUV operating on a snowmobile Grant-in-Aid Trail was investigated. Enforcement action taken included over length walleye, angle with extra lines, no state snowmobile trail sticker, and motor vehicle operating on state snowmobile trail.

Karlstad - vacant.

Warroad #2 - vacant.

District 2 - Bemidji area

CO Stuart Bensen (Erskine) reports the snowmobile trails are deteriorating and ATV activity is increasing. Angler success is spotty. The officer handled an injured deer and assisted a stranded motorist.

CO Dan Malinowski (Fosston) prepared for the pending Firearm and Snowmobile Safety Classes. The officer attended a sportsman club meeting. Anglers are searching for fish and can drive just about anywhere on the lakes.

CO Tim Gray (Bagley) observed the return of the first migrant Canada Geese to the area. Geese and swans were observed in an open water area of the river. Anglers were checked and fish houses remaining on the lakes were documented.

CO Mike Hruza (Bemidji) checked anglers and fish houses. The fish house locations have been documented. An injured deer was dispatched and dogs chasing deer have increased. Snowmobile activity was monitored and snowmobile trails patrolled. The officer attended a youth perch derby and spoke to a sixth grade class about conservation officer duties.

CO Stacey Sharp (Bemidji) investigated several complaints of motor vehicles driving on the Grant-in-Aid Snowmobile Trails. The officer assisted the sheriff’s department with a complaint of snowmobiles trespassing on private property. Eventually, the snowmobiles were located and the operators admitted to being lost. Anglers are having some success catching perch, crappie, and sunfish.

CO Chris Vinton (Perham) monitored fishing activity. The perch and tullibee bite is steady. Ice conditions remain good but moving water in starting to open bigger holes near inlets and outlets of lakes. TIP Calls of dogs chasing deer and over limits of fish were investigated. The officer contacted the Ottertail County Sheriff’s Department for assistance opening a car door after a small child locked the doors of the unoccupied car, while the family was fishing. The four cold children were grateful to be able to get in the car.

CO Phil Seefeldt (Moorhead) reports most fish houses were removed from area lakes prior to the removal deadline. Those houses left on the ice were confiscated and the owners issued citations. Angler success is spotty. Anglers are reminded to cleanup the lakes and remove blocking materials and trash. Snowmobile activity has slowed and snowmobile trails are deteriorating. The officer spoke to a Youth Firearm Safety Class regarding laws, safety, and ethics.

CO Joe Stattelman (Detroit Lakes) monitored fishing activity. The panfish bite is pretty good and anglers are moving around on the lakes easily. Fish houses remaining on the lakes north of HWY 10 were checked and locations documented. Fish house owners are reminded of the removal deadline and to cleanup the ice around their houses.

CO Al Peterson (Osage) dealt with an abandoned fish house left on a lake. The house had no identification or license. Complaints of obstructing a snowmobile trail and a wolf killed by a snowmobile were investigated. An aeration system was inspected.

CO Gary Forsberg (Pelican Rapids) checked anglers, monitored fish house removal, and reminded fish house owners to clean-up trash around their houses. The officer participated in a television interview regarding fish house removal from lakes and a nuisance moose. Complaints of nuisance turkeys, illegal angler activity, and an animal carcass dumped in the road ditch were investigated. The animal carcass turned out to be an El Paca.

District 3 - Fergus Falls area

CO Troy Richards (Fergus Falls) checked lakes and verified most fish houses were removed prior to the deadline. Anglers had good weather towards the end of the week and found a decent panfish bite as a bonus. Enforcement action for week included leaving shelters on the ice after the deadline, litter, angling, snowmobile, and small game violations. Richards received reports of incidental catches of fisher and muskrat during the past week by local trappers.

CO Tricia Plautz (Henning) worked area fishing and snowmobile activity. Fish house removal deadline was enforced as well. Several coyote hunters were found having some success.

CO Paul Nelson (Elbow Lake) reports enforcement activity this past week included checking fishermen, fish house removal and ATVs. He also met with firearm safety instructors to issue materials and equipment and attended a district meeting.

CO Shane Osborne (Evansville) checked lakes for fish house removal and fishing activity. Osborne also took calls regarding fishing law changes and about turkey season. A district meeting and training was also attended in Fergus Falls.

CO Mike Shelden (Alexandria) worked making sure all the fish houses were off area lakes by the deadline. Shelden flew with a DNR pilot to monitor fish house removal and areas of litter that were marked. Officer Shelden attended an area meeting in Fergus Falls. Other time was spent checking snowmobilers on area trails and ditches. Enforcement action was taken for snowmobiles failing to stop at road crossings.

CO Jeff Johanson (Osakis) reports the fish house removal went well with just a couple of violations for houses left and litter issues were handled. Time was spent checking fishermen and working ATV and snowmobile enforcement. Additional time was spent checking predator hunters, completing a raccoon trapping investigation, and handling a dogs chasing deer complaint. It was not a lucky day for two ice fishermen as they had caught no fish, however, one was “caught” with a baggie of marijuana hanging out of his jacket, and the other was “caught” with a marijuana pipe sitting out in plain view on the console of his vehicle.

CO Daniel Baumbarger (Wheaton) checked fishermen, snowmobilers, and monitoring fish house removal. CO Baumbarger attended a district meeting, received several calls on snowmobile trespass complaints, and also spent time on equipment maintenance. Enforcement action was taken for failure to display valid snowmobile registration.

CO Kurt Nelson (Glenwood) attended district meeting and training in Fergus Falls. Most fish houses made if off the area lakes before the deadline, but a few did not. Some had been frozen in for quite some time. All owners were contacted. He observed some Canada geese moving around the area but no light geese as of yet.

District 4 - Wadena area

CO Paul Parthun (Lake George) worked with the Park Rapids Police Department while investigating a TIP complaint. Officer Parthun checked anglers, special regulation lakes, and patrolled snowmobile trails. He also addressed an angler trespassing issue and completed some equipment maintenance. Enforcement activity included fish house license violations, no snowmobile safety certificate, failure to display registration, and no license in possession.

CO Greg Oldakowski (Wadena) reports most anglers had their shelters off by the removal deadline; however, anglers are reminded that ice shelters may not be left at public accesses. Panfish anglers are out trying to get a jump on the late winter bite, but generally with little success. Officer Oldakowski assisted two snowmobilers when, in less than two miles, one machine had parts rattling loose and the other machine just stopped running. It did have gas as they had just come from a gas station.

CO Gary Sommers (Walker) focused on sport fishing activity. He also marked potential problem fish houses for the upcoming removal deadline and worked on a littering case. Officer Sommers received a request from a person, who had a fish house stolen, to keep an eye out for it in case it were to be left on the ice after the upcoming removal deadline. The Cass County Sheriff’s Department requested CO Sommers’ assistance in locating a potentially suicidal person believed to be fishing on Leech Lake. He later learned that the person had been located.

CO Mark Mathy (Cass Lake) primarily checked perch and crappie anglers. Officer Mathy also assisted a few anglers get out of a slippery situation and gave a presentation to Chippewa National Forest Protection Officers. Enforcement action was taken for angling with extra lines, angling without a license, no angling license in possession, and operating an unregistered ATV.

CO Larry Francis (Remer) made sure all fish houses south of Hwy. 200 were removed. Officer Francis also worked a TIP complaint in reference to an overlimit of fish and conducted follow-up investigation on a small game case. Enforcement action was taken for no license in possession and operating an ATV on GIA snowmobile trail.

CO Duke Broughten (Longville) monitored ice fishing and snowmobiling activity. Angling in the area is slow, but some are having limited success. Snowmobile trails in the area are in poor shape and in need of more snow. CO Broughten would like to remind anglers to check shelter removal dates and changes to possession limits on Longville area lakes. Enforcement action was taken on no angling license in possession and an unmarked ice shelter.

CO Jeff Halverson (Staples) worked on ensuring all fish houses were removed prior to the deadline; a few floors and a couple of houses were left on the lakes. Snowmobilers were back out with fresh snow and panfish anglers are doing well on area lakes with the recent weather warm up.

District 5 - Eveleth area

CO Lloyd Steen (Ray/Kabetogama) spent time checking ice fishermen and snowmobilers. High compliance of snowmobile trail stickers have been observed recently, but still too many violations were found for failing to display them or registration. Also investigated a report of a dead wolf, which turned out to have died from a severe case of mange.

CO Troy Fondie (Orr) reports working on equipment issues and a variety of administrative tasks. Litter and garbage has reappeared in road ditches as the snow has begun to melt.

CO Brad Schultz (Cook) reports quite a few snowmobiles in the area again last week. The trails are starting to show the effects of the warmer weather. Anglers are starting to catch a few panfish on area lakes. A car-killed bobcat was dealt with.

CO Don Bozovsky (Hibbing) worked anglers, snowmobiles, ATVs, marked fish houses and investigated a public waters fill complaint and a fall deer hunting complaint. Some fish house owners will be contacted for litter violations after removing the houses, but leaving the floors frozen in the ice. It is not an out of sight, out of mind situation. They must be removed at the same time the fish house is removed. Enforcement action was taken on a few fishing violations and a high number of snowmobile and ATV registration violations.

CO Mark Fredin (Aurora) continued to mark lakes for fish houses frozen in or with lots of litter. Crappie fishing has picked up in the area with the warmer temperatures, but few are being caught. Time was also spent checking winter beaver trapping activity along the St. Louis River.

I. Falls # 2 - vacant.

District 6 - Two Harbors area

CO Dan Thomasen (Two Harbors) worked snowmobiles and ice anglers most of the week. Trail conditions have been fairly good considering the recent warm weather. However, some bare ground is showing up in corners and areas of direct sunlight. COs Thomasen and Miller investigated the report of an ATV operating on an area snowmobile trail. Many reports of car injured deer are coming in as the deer are being drawn to the roadsides by exposed vegetation.

CO Tom Wahlstrom (Tofte) focused enforcement activity this past week on trout fishermen and snowmobilers. Wahlstrom made multiple trips into the BWCAW to check anglers. Some trips were successful with fishermen and others led the Officer miles in, only to find winter campers enjoying nature. The officer found good compliance overall with snowmobile registrations. The trails took a beating from the warm weather and high speeds from a few snowmobilers, they were reminded to slow down.

CO Marty Stage (Ely) worked trout fishermen in the BWCAW and spent time on the state snowmobile trail during the week. The warm weather was great and although the trails took a hit, they were still pretty nice as of last Friday. But the dirt spots are beginning to appear. The lakes are fantastic though and you can travel almost anywhere with a snowmobile. Fishing is picking up for trout. Officer saw 16 wolves in three different groups.

CO John Velsvaag (Ely) checked anglers this past week and saw several nice trout. Snowmobile trails are deteriorating in the Ely area but are still useable. CO Velsvaag received complaints on dirt bikes on the road and nuisance animals.

Silver Bay - vacant.

District 7 - Grand Rapids area

CO Jeff Koehn (Grand Rapids - OHV Specialist) patrolled for OHV activity. He spent time in the metro area exchanging work equipment. CO Koehn met with a concerned citizen about the laws relating to motor vehicle use and guns. ATV use continues by panfish anglers on area lakes due to the diminishing snow.

CO Gary Lefebvre (Pengilly) worked fishermen, snowmobiles and ski passes. He also marked fish houses and handled two tip complaints during the week.

CO Sarah Sindelir (Grand Rapids) checked area lakes this past week for angling activity. Anglers are reminded the deadline for shelter removal is coming fast and the possibility of a March winter storm over the next couple days could effect shelter retrieval. Also, remember that shelters are not allowed to be left at public accesses over night.

CO Jon Paurus (Hill City) checked fishermen out enjoying the warmer weather. The sunfish and crappies seemed to be biting. Calls were handled regarding dogs chasing deer and a car-killed woodpecker was picked up and will be donated to a school for educational purposes.

CO Randy Patten (Northome) checked anglers, worked area snowmobile trails, and marked, GPSed, and photographed possible problem fish houses. Also responded to calls on injured deer and a grey wolf that had been killed by other wolves. Enforcement action taken for fail to display snowmobile registration.

CO Thomas Sutherland (Grand Rapids) worked area snowmobile trails over the past week seeing some sleds out over the weekend. Trails were fair at best with some open soil patches in areas. Ice fishing activity has picked up with more panfish being taken as we enter into the month of March. Enforcement action was taken for no angling license and work was done on a possible over limit of panfish. Enforcement action was also taken for allowing the illegal operation of an ATV by a minor and for allowing an individual under 18 to ride on a snowmobile without a helmet.

Bigfork - vacant.

District 8 - Cloquet area

CO Randy Hanzal (Duluth) patrolled area lakes checking anglers targeting panfish, however the local bite has been slow. Several complaints regarding ATV’s on snowmobile trails were received. Most snowmobile trails are closed to ATV use until April 1st. Several calls about wolves threatening domestic dogs were received.

A wolf predation of a sheep was confirmed and Federal trappers were called in to remove the problem animal.

CO Jeff Humphrey (Kettle River) worked angling enforcement throughout the past week. Fish houses have all been removed from area lakes. Some litter has been found and enforcement action is pending. Anglers were reporting a slow to moderate panfish bite. Snowmobile trails deteriorated rapidly last week. He assisted other volunteers and COs in a Fishing for Knowledge clinic put on for Moose Lake/Willow River area students.

CO Scott Staples (Carlton) is currently working on tracking down the owner of one fish house that was left on after the deadline. Two dog chasing deer complaints were received. Dog owners are reminded to take measures to prevent their dogs from chasing deer. Just the act of chasing this time of year can be deadly for deer. Assistance was given to a snowmobile safety class in Barnum. A meeting was attended at Camp Ripley for upcoming training for COs, and also mandatory training was received.

CO Andy Schmidt (Brookston) spent much of the week working ice anglers. Most fish houses have been removed from area lakes and anglers are still reporting a slow bite. The officer spent time preparing for upcoming court trials and met with the county attorney. He also assisted with a snowmobile safety class for the Barnum area.

Marine Unit

CO Matt Miller (Marine Unit) checked anglers and snowmobilers along the shore. Inland angling activity is winding down, while changing ice conditions on Lake Superior make ice fishing an on-again, off-again activity. Some loopers and coho were seen in the bucket for those anglers who chose to risk the thin ice. Enforcement action taken for litter, snowmobiling, ATV, and fishing violations

CO Troy Ter Meer (Marine Unit) spent most of the week checking ice anglers on Lake Superior. Most were seeing fish, but not all the fish were biting. He also observed an airboat being used on Lake Superior to try an access hard to reach ice angling spots safely, although their was not enough ice at that location to make it effective. What a difference a day makes on Lake Superior as he saw people angling on the ice at different locations from Duluth up to the Split Rock River area on Saturday, and on Sunday most of the areas the ice had broken up with open water spots. Some snowmobile and trout lake enforcement was performed in Lake County. Equipment maintenance was also performed. Enforcement action was taken for angling and snowmobile violations.

District 9 - Brainerd area

C) Nikki Shoutz (Pine River) reports special regulation lakes got special attention this past week with a good panfish bite on. She also followed up on fish house removal messes that were left and in three cases fish houses that were still on the ice unattended after the March 2 deadline date. One fish house owner cut the bottom off of the fish house leaving the frozen mess and debris on the ice, but not before the officer had logged his ID/license. Several reports of dogs chasing deer were also handled, as well as dispatching car-injured deer. Two ride-a-long opportunities were provided for CLC Natural Resource Law Enforcement students this week.

CO Cary Shoutz (Crosslake) took enforcement action on a couple late fish house removals and checked pan fishing activity on surrounding lakes. Overall, the bite was good with crappie and sunfish being taken on the Whitefish Chain and Mission Lake. Two ATV complaints were received where operating was done in a closed area. He checked a beaver trapper and issued a possession tag for a car hit fisher near Manhattan Point.

CO Jim Guida (Brainerd) spoke to 125 excited anglers about fishing. The group of Baxter Elementary School fourth graders took part in angling for an afternoon. A large thank to everyone involved in this annual event. Officer Guida also participated in Use of Force Training and prepared for upcoming training of Conservation Officers. Many ice anglers were out trying luck on panfish and perch.

CO Karl Hadrits (Crosby) reports that a case from deer season involving baiting, hunter harassment, and deer over-limit was resolved with the violator pleading guilty. The poacher was sentenced to 30 days jail, $880 in fines and restitution, had a rifle and venison confiscated, and will lose hunting privileges for three years. Students from the Central Lakes College law enforcement program assisted the officer with surveillance of a hot panfish bite on one area lake. Fish house removal and ski trail activity was also checked, with enforcement contacts made for no ski passes and pedestrians and dogs on the trail. Surplus licenses for the Spring Wild Turkey hunt go on sale at 5:00 pm on March 16.

CO Tim Collette (Cuyuna Country State Recreation Area) worked snowmobilers and anglers. Panfish action is heating up and thanks to a call from the public, two people who were reported to be taking limits of sunfish twice a day on a lake that is going to a reduced limit on April 1st were caught with 36 sunfish over their limit. Although they were reported to be taking double limits for several days, all but that day’s fish had been eaten or sent home with other members of the party. Citations were issued. Other activity included dealing with left over messes from frozen in fish houses, equipment maintenance, and flying with the pilot on checks for fish houses left on the ice.

CO Bob Mlynar (Aitkin) worked anglers and cross-country ski trails throughout the week. Panfish are cooperating for most people as conditions are holding up for easy vehicle travel. One individual was cited for a crappie over limit.

CO Brent Speldrich (McGregor) participated in a “Fishing for Knowledge” event with the Moose Lake and the Willow River School 6th graders. The kids did very well and enjoyed the event. Capt Trenholm was able to stop by and gave a presentation on how the DNR uses the chopper in our work and let the kids get a look inside of it. Officer Speldrich taught the DARE course in McGregor, checked the few anglers that were found ice fishing and attended two court cases in Aitkin for Boating While Under the Influence. He received several reports of car injured deer and a report of a car killed wolf, which turned out to be a husky.

CO Chad Sherack (Pequot Lakes) took complaints of trespass by anglers and dogs chasing deer this past week. Officer Sherack spent other time checking anglers in the Brainerd area. He found many anglers searching for quality pan-fish with little success. Officer Sherack took enforcement action for no license in possession and litter.

CO Randy Posner (Brainerd) reports that there are still a few anglers are out on some area lakes. The ice conditions are good and most of the snow has melted. He investigated a crappie over limit complaint and worked on complaints of fish houses left on area lakes. The houses appeared to have been abandoned. The owners removed all identification and licenses and also left litter on the ice. Dogs chasing deer have also been reported and investigated. The snowmobile trail condition went from good to very poor in just a few days. There still seemed to be numerous riders out on area lakes and a few others trying the trails. Violations observed included no trail sticker, expired registration and trespass.

District 10 - Mille Lacs area

CO Bret Grundmeier (Hinckley) helped out with another fishing for knowledge outing that involved around 80, sixth grade students that spent the day out on the ice. Most of the kids caught fish, and some caught their first fish ever through the ice. Professional anglers, Conservation Officers, and area volunteers were there to help the kids with fishing and natural resource questions. Calls were taken of bear and bear cub sightings. During warm spells, folks are urged to leave bears alone that may be leaving their dens to check things out.

CO Eugene Wynn (Pine City) worked angling enforcement and shelter removal during the week. Anglers in the Pine City area did well to remove their shacks by the deadline, and none were left out. CO Wynn received several calls with questions regarding ice shacks, burning regulations, and ice conditions in the area. CO Wynn also checked numerous anglers during the week with good compliance.

CO Scott Fitzgerald (Malmo) reports checking fishermen on several small area lakes and Mille Lacs Lake. Some perch and crappies are being caught but most anglers are reporting a relatively slow bite. Predator hunters were checked during the week and some equipment maintenance was also performed on station equipment. Enforcement action for the week included various fishing violations.

CO Luke Croatt (Wealthwood) assisted other Mille Lacs Lake COs with a school event in Isle. Kids K- 6th grade went through a series of stationed events, which included fishing and getting a close up view of the DNR plane. Croatt handled a TIP complaint and checked perch fisherman on Mille Lacs Lake. Some nice perch were seen but results were hit and miss among fishermen. Enforcement action was taken on fishing and ATV violations.

CO Greg Verkuilen (Garrison) monitored the ice house removal deadline. Most house owners did a good job in the area except for some banking material and one house left at a landing. A few snowmobiles were out early in the week but trails are in poor condition once again due to the mid-week thaw. Verkuilen checked perch and crappie anglers and saw fair results. He also assisted with an area grade school recreation where K-6th graders were taken ice fishing.

CO Dustie Heaton (Willow River) taught the law portion of Youth Firearms Safety to area Askov students. Heaton and Conservation Officers Speldrich, Grundmeier, Humphrey and Captain Trenholm assisted with a “Fishing for Knowledge” event. Sixth grade students from Moose Lake and Willow River enjoyed an afternoon of ice fishing as part of the Fishing for Knowledge program adopted by their schools. Students learned about fish habitat, life cycles, identification and how to fish in their science classes. The Finlayson Giese Sportsman’s Club created the program in an effort to get kids interested in the outdoors. Fishing guides were on hand assisting and teaching the sixth graders how to fish. Bait and poles were donated for the event. Each student went home with a fishing pole. Thank you to all of you who volunteered at this event. If you would like more information about this program, contact the Finlayson Giese Sportsmen’s Club. Heaton followed up on littering and wetland cases. She also received calls regarding sick deer.

CO Dan Perron (Onamia) checked anglers on Mille Lacs and Shakopee lakes. The bite on Mille Lacs continues to be spotty and day to day. A good bite one day disappears the next. Anglers keep trying and some are rewarded with a good take. He also took calls about wolves in the area and turkey hunting season.

District 11 - Albany area

CO Brian Mies (Annandale) checked anglers in Stearns and Wright counties. Officer Mies checked lakes for fish houses left past the deadline. Officer Mies gave a talk to the Kimball Cub Scouts.

CO Robert Haberman (Little Falls) received a TIP call on a possible shot deer on the Morrison County and Todd County border. After investigating the TIP, it appeared the deer had a self inflected wound from a stick in a recently cut area of the woods. The stick went four inches into the groin area of the deer giving it the fatal wound. CO Haberman also had only one fish house left on the ice after the removal date. Thanks to all those individuals who removed their houses before the date.

CO Rhonda Keniston (Long Prairie) had one lone shelter remaining on the ice after the deadline. An over limit of sunfish complaint was investigated. Radio Use Permit applications were taken care of. Possible waters and unlawful aerator violations are under investigation.

CO Chad Thesing (Albany) checked anglers on area lakes and inspected lakes for fish house removal. CO Thesing inspected an area of a lake for shoreline violations, some of which will require follow-up investigations. CO Thesing checked coyote hunters and took enforcement action for a litter violation.

CO Paul Kuske (Pierz) checked anglers and inspected lakes for fish house removal. CO Kuske issued a ticket to an individual for unlawful deposit of garbage. He handled several complaints of coyote hunters trespassing. CO Kuske gave a law talk at a FAS class.

CO Todd VanderWeyst (Paynesville) followed up on fishing shelter removal deadline. Litter issues with shelters were addressed with a couple of shelters owners. The officer also worked anglers and trappers, assisting another officer with a snaring case.

CO Keith Bertram (Sauk Centre) spent most of the week checking fishermen. Possible WCA violations were investigated. CO Bertram also assisted the USFWS with a call.

CO Mike Martin (St Cloud) spoke about angling laws with approx. 50 to 60 fifth and sixth grade students at Stride Academy, in St Cloud, for a MinnAqua - Fishing Education event. The students were then transported to a local lake for an afternoon of fishing. MinnAqua is a statewide education program designed to teach angling recreation and stewardship as well as the ecology and conservation of aquatic habitats. Officer Martin gave a presentation at a sporting goods store on new angling regulations for 2009. Enforcement action taken was for: illegal possession of a car killed deer, storage of a fish house on a public access, and fish house on ice after removal date.

District 12 - St. Cloud area

CO David Schottenbauer (Princeton) spent most of the week cleaning up after those that left their houses and trash on area lakes and accesses. Several tickets were issued, and area lakes are clear of houses. CO Schottenbauer came across an ATV dragging a sled with three juveniles down a county road in Sherburne County. By the time he got turned around, one of the sled riders had be thrown off and run into a log in the ditch. After the youth was cared for, enforcement action was taken with the operator.

CO Rick Reller (Buffalo) gave a presentation to 150 students at a youth Firearms Safety Class in Buffalo. Reller also checked anglers and all the lakes for any fish house that may have been left out on the lakes. Enforcement action was taken for leaving a fish house out past the deadline and leaving fish house on a public access.

CO Mitch Sladek (Big Lake) worked area lakes and accesses for late fish houses everyone was compliant this year. He finished an interview for a Wisconsin Conservation Officer. He picked up dead bald eagles that hit a power line. He took enforcement action on a number of illegal burns.

CO Brandon McGaw (Mora) checked fishermen throughout the week. Warmer weather has brought out anglers in force. He assisted CO Dobbick with a removal of an abandoned ice house from a local lake. CO McGaw is also working on contacting several ice house owners who have left ice house at area landings. Enforcement action will be taken if they are not removed in a timely fashion. Enforcement action was taken on ice houses being left at lake accesses, snowmobile registration and a crappie over-limit.

CO Brian Dobbick (Cambridge) worked angling activity and monitored fish house removal from area lakes. Fish house removal went well with only a few violations encountered. Recent warm weather has stopped snowmobile activity in the area. Enforcement was taken for leaving fish house on ice after the legal deadline, leaving fish house on public access, operate unregistered snowmobile and no snowmobile safety certificate.

CO Tony Musatov (Sauk Rapids) checked ice anglers and ice shelters. Citations were issued for leaving shelters on the ice after the deadline and leaving shelters on a public access. An animal complaint was also handled.

CO Todd Langevin (Center City) reports only one ice shelter was left on the ice after last Monday’s deadline for the southern part of Minnesota. There was no information attached to the shelter, so no enforcement action could be taken. Some panfish activity has picked up in the area. ATV activity in ditches has increased in the area. ATV users are reminded that ATVs are not allowed on snowmobile trails.

District 13 - West Metro area

CO Kevin Neitzke (Ft. Snelling) talked to fifth grade classes in Eden Prairie. He patrolled Ft. Snelling State Park and investigated a complaint of park rule violations. He worked with CO Le. They checked fishermen and worked ATV enforcement.

CO Adam Block (Prior Lake) spent the week attending a Coast Guard sponsored Marine Patrol Officer’s Course in Charleston, SC. Phone calls were received regarding trapping and ice shelter removal questions along with public hunting areas. Time was also spent scheduling firearms safety class presentations.

CO Steve Walter (Waconia) wants to say “Thank You” to the Waconia High School Conservation Club and all the parents who helped clean up Lake Waconia. Over three truck and trailer loads of garbage was picked up on the lake. A few anglers were out but the bite was not very good. A presentation was given to a firearms safety class in Norwood Young America.

CO Todd Kanieski (Osseo) spoke at turkey clinics in Rogers and Medina. He checked angles and worked ATV and wetland enforcement efforts throughout the week. He also attended instructor training at Camp Ripley.

CO Aaron Kahre (Minnetonka) spent the week checking fishermen and working on littering cases after the ice house removal deadline. CO Kahre was pleasantly surprised to see very little litter on the ice. CO Kahre also spent time working on his assigned patrol boat and scheduling upcoming FAS classes. CO Kahre was checking a couple fishing when he noticed another man dump over his bucket and start counting his sunfish. As the CO started to approach, the man frantically tried to stuff one dead sunfish back down the hole he was fishing out of. CO Kahre hollered to the man to stop what he was doing. The man looked up and tried to look surprised that the CO was there. The man told CO Kahre that he was just throwing back the small ones. He informed the CO that he did not have his limit and offered to let the CO count. The CO counted one sunfish over his limit in the bucket. The fisherman did not dispute the coincidence that he was one fish over his limit and was trying to stuff one fish back down the hole.

CO Thephong Le (ELCOP) checked anglers and investigated TIP complaints of over limit of fish in West Metro areas. He provided a ride a long to a Natural Law Enforcement student from Brainerd Tech College. He assisted Savage Police Department with an injured deer in a residential area.

CO Jackie Glaser (Mound) monitored fish house removal on area lakes. Several fish shelters remained on the ice after the deadline, which have now been removed, and citations issued. She assisted local agencies in a few traffic stops resulting in driver’s license and controlled substance violations. She also checked fishing activity Lake Minnetonka.

CO Vang Lee (ELCOP) worked anglers and ATV enforcement in the metro area. He worked at Lao Family office and had a meeting with the Hmong firearm instructors for summer classes. Officer Lee also responded to a nuisance animal complaint and returned many phone calls regarding firearm safety classes.

CO Thor Nelson (Bloomington) spent time on angling, snowmobile, ATV enforcement and equipment maintenance. Anglers are beginning to venture onto the Mississippi River to test the walleye bite. It should go without saying that boating mishaps in March can be particularly treacherous on the River, so make sure your PFDs, fire extinguishers and other safety equipment are in place and functioning properly.

District 14 - East Metro area

CO Patrick McGowan (Hastings) spent time removing ice shelters from area lakes and public accesses. Several fish houses were found to be in violation and were either left at public accesses or on the ice after the deadline. The Hastings officer also spent time patrolling wildlife management areas for ATV activity. CO McGowan also assisted a local police department in a DWI arrest.

CO Alex Gutierrez (Forest Lake) checked area lakes for unattended fish houses left over night after the removal deadline. The CO recovered a stolen “Ice Castle” fish house while checking a lake in Scandia. Some ATV enforcement was performed and the CO attended a firearms qualification at Camp Ripley.

CO Travis Muyres (Ham Lake) attended a use of force instructor shoot at Camp Ripley. CO Muyres investigated a dumping complaint in East Bethel. He also checked compliance with the icehouse removal deadline.

CO Lisa Kruse (White Bear Lake) contacted the owners of a few fish houses that were left on area lakes after the deadline and enforcement action was taken. She handled a couple of complaints of snowmobilers trespassing and assisted with a deer removal program in Ramsey County. CO Kruse took a call from the Carlos Avery WMA manager in which juveniles were camping and driving off-road in the WMA. The juveniles stated that they couldn’t afford to go on spring break to Mexico so they decided to camp in the WMA. She also handled injured deer calls and wrote a report for the Anoka County Attorneys office regarding a big game case.

CO Tony Salzer (Eagan) checked anglers on local lakes and patrolled for ice houses left out after the removal date. CO Salzer assisted CO McGowan in removing a house in Hastings. CO Salzer also patrolled for ATV activity in Dakota County.

CO Greg Salo (East Metro) patrolled the northeast metro for angling activity and checked several anglers. CO Salo also checked area lakes for icehouses that were left out after the removal dates. Officer Salo also received requests from other officers to help with metro firearm safety classes.

CO Brad Johnson (Maplewood) spent the early part of the week checking to make sure that all of the icehouses were off the lakes. CO Johnson responded to a TIP call of a remote controlled airplane chasing Bald Eagles near the Mounds Bluff Park in St. Paul. After observing the aircraft, it was determined that there was no violation. It was just a great day to fly for both the planes and eagles. CO Johnson spoke at a Wild Turkey clinic in Lake Elmo. He also collected a road-killed otter found on Highway 36 near Interstate 694.

District 15 - Marshall area

CO Matt Loftness (Marshall), along with the Redwood County Sheriff’s Office, responded last week to a snowmobile fatality in a remote location on the Redwood River. The snowmobile operator appeared to be traveling alone at the time of the fatal accident. Aeration system inspections were also conducted with a lot of open water extending outside the thin ice signs. The fish house removal date came and went with good compliance. Trapping investigations dealing with trap tampering, untagged traps, failure to check traps, and trespassing were conducted.

CO Jim Robinson (Slayton) spent the week conducting investigations, responding to violation complaints, and handling animal damage complaints. All lakes in Murray County are closed to vehicle traffic. Enforcement action was taken for license/registration violations.

CO Neil Henriksen (Benson) reports that the main enforcement efforts this week were directed at fishermen and fur trappers. Enforcement action was taken for violations related to ice fishing shelters. Commercial license holder issues are under investigation. The first night of firearm safety in Benson was attended.

CO Craig Miska (Ortonville) asks the public’s assistance in locating a group of 25-50 feral pigs roaming freely in Big Stone County. The pigs, which are of the Pot Bellied type, are believed to be 11 miles north of Ortonville, near the Lake Road and CR # 3. The pigs can seriously damage crops and can spread disease to domestic livestock. If any are located, please call the area Wildlife Manager at (320) 752-4394. Ice anglers were checked and some nice perch were seen in possession.

CO Ed Picht (Montevideo) checked fishermen on Lac qui Parle and the MN River. Violations included angling with an extra line and no license in possession. A Taxidermist inspection was completed.

CO Gary Nordseth (Worthington) checked light goose hunters in the area. A few flocks of Snow Geese are beginning to show up along with a variety ducks. An untagged, illegally set snare was discovered and seized while on foot patrol in a Wildlife Management Area.

Madison - vacant.

Redwood Falls - vacant.

District 16 - New Ulm area

CO Wayne Hatlestad (Litchfield) checked angling and fish house removal from area lakes and accesses. Additional time was spent checking ATV and snowmobile activity. Hatlestad also checked trapping and predator hunting activity, and assisted other agencies.

CO Angela Graham (Hutchinson) continued her investigation on a TIP call. Officer Graham also checked predator hunters/trappers, ATV and snowmobilers, and someone shooting nuisance pigeons. Anglers in the area reported having little success the past few weeks.

CO Jim Steffen (Willmar) spent the week checking fishermen, ATV and OHV users, late season coyote hunters and working on litter and fish house removal problems. Fishing has really slowed down throughout the area. Lots of snowmobilers out prior to the melt.

CO Mike Gruhlke (Jackson) worked snow goose and ATV activity in his area. Very few snow geese in the area, but many Canada geese and other species of waterfowl returning. Ice conditions are deteriorating daily especially near aeration holes. Angling activity is limited in the area too. CO Gruhlke completed his radio program with the local radio station, discussing topics including light goose conservation order and area activity.

CO Brett Oberg (Hutchinson) spent time making sure anglers removed ice houses before the deadline. CO Oberg also gave a FAS talk at the Green Isle Sportsman’s Club. Officer Oberg also checked predator hunters and took ATV complaints.

CO Jeff Denz (Willmar) checked the area lakes/accesses to ensure the fish houses were removed and noted excellent compliance. The fishing activity has significantly decreased in the area. He received a trespass complaint as well as a complaint of dogs chasing deer.

CO Greg Abraham (New Ulm) worked shelter deadline and shelter litter, ATVs, crow hunters, predator hunters, aeration systems, and state public water access sites.

Windom - vacant.

District 17 - Mankato area

CO Corey Wiebusch (Mankato) spent the past week checking area lakes and accesses for shelter violations. Anglers were checked on several lakes and rivers. A snowmobile/fishing detail was worked on the North Shore. Equipment maintenance was performed.

CO Tom Hutchins (Albert Lea) reports spending the first part of last week working with a fishing/snowmobile work detail in the Silver Bay and Grand Marais areas on area trout lakes and snowmobile trails. Time was also spent answering recreational vehicle, hunting, and fishing related questions at a local sporting good store. Fishing pressure on local lakes was slower with a few perch and crappies taken by anglers. Violations included various snowmobile violations and angling with extra lines.

CO Brent Ihnen (Waseca) continued focusing primarily on angling and snowmobiling enforcement. COs Ihnen, Wiebusch, and Hutchins traveled north to form an enforcement work crew, taking action for no snowmobile registration, no state trail sticker, speeding, no safety certificate, no angling license, and no trout stamp. CO Ihnen also assisted CO Howe with the removal and seizure of a fish house off of an area lake.

CO Phil George (Mantorville) conducted some equipment maintenance and checked accesses and lakes for shelters left behind. He checked some ice anglers still pursuing panfish. He held a spring information booth at a local sporting goods store.

CO Chris Howe (St. Peter) checked anglers and ATV riders. There has been a good panfish bite going on several area lakes. CO Howe worked angling complaints, and assisted a neighboring officer with removal of a shelter left on the ice after the removal deadline. Plans for upcoming FAS classes and Turkey Clinics were made.

CO Bob Geving (Mankato) checked angling and ATV activities. Seems the angling activity on local lakes has picked up significantly as anglers reported good success. Geving also conducted investigations on a manure application complaint and a fish shelter left on the ice after the removal deadline.

Spring Valley - vacant.

District 18 - Rochester area

CO Scott Fritz (La Crescent) reports the main channel of the river is nearly open. Walleye and sauger are being caught. Coyote hunters continue to have success. The eagles are back, along with a variety of waterfowl. He attended the Caledonia NWTF banquet, as well as a big buck gathering at a local establishment where he set up a display that consisted of illegal bucks that were taken in the area. Hundreds of area residents were at attendance.

CO Dan McBroom (Rochester) spent the week on ATV enforcement, ice fishing, open water fishing, boat safety, trespass complaints, equipment repairs, and attended the Rochester Archery Club meeting. Ice fishing success was spotty and the open water fishermen where having limited success. Coyote hunters are reminded that they need to get permission from landowners before they pursue coyotes or shot onto agriculture land, this includes pastures. Violations included unattended lines, extra lines, throwable PFD not immediately accessible, no license in possession, and no ID on ice shelter.

CO Joel Heyn (Plainview) worked mainly anglers during the week. Lots of anglers were out in boats and on the ice on the river. Success was mixed with limits being taken and others with a few fish.

CO Tom Hemker (Winona) reports the open water fishing in the area has been going strong. Fishing was not great but many people out and limits of walleye and sauger were checked. Backwaters are full of waterfowl and eagles.

CO Mitch Boyum (Rushford) reports completing an illegal snaring investigation. Some snares were left unchecked for up to two weeks. Fox, raccoon and coyotes were found in the snares. Untagged snares and no trapping license were other violations. Time was also spent preparing for upcoming turkey clinics in the area and FAS classes. CO Boyum received complaints of people operating on the ATV trail off of Hwy 74 near Chatfield. People are reminded that the trail is closed at this time.

CO Kevin Prodzinski (Zumbrota) reports working a busy week fishing of enforcement, as well as following up on several deer license investigations. The warm weather brought a large number of vessels out to the Mississippi River over the weekend. Enforcement action involved slot limit, registration and boating safety violations.

Training Section

Planning continues for this year’s training, including ordering equipment and supplies and reserving training areas at Camp Ripley.

Aviation Section

CO Pilot Al Buchert (Grand Rapids) continued weekly telemetry flights for moose, lynx, wolves, fisher and marten. Snow conditions are deteriorating in parts of the northland and some snowmobile trails are showing wear. Enforcement officers received recon flights for shelters and angling activity. Anglers have been active on backcountry panfish lakes and officers are documenting fish shelters that are frozen in.

CO Pilot Don Murray (Grand Rapids) flew area officers to look for ice shelters left out after the southern deadline. Most lakes were clear of shelters but a few areas of trash left were found and are being investigated. Murray also checked ice anglers over the weekend on remote lakes and conducted radio telemetry flights on fisher.

CO Pilot Tom Pfingsten (Brainerd) located unattended fishing shelters left out after the deadline, checked operating aerators for proper sign placement, and completed required training. A telemetry flight was also flown over Camp Ripley and a kids ice fishing activity in Isle Bay of Mille Lacs Lake was visited with the ski plane and DNR Aviation presentations were given.

CO Pilot Tom Buker (New Ulm) flew fish house removal flights in the south. Aircraft maintenance was completed. Ice fishing and ATV activity was worked.

NR Pilot John Heineman (Bemidji) flew a helicopter survey near New Ulm, Mankato, Swan Lake and other wildlife management areas for the Nicollet Wildlife area office. Heineman also flew a wolf telemetry flight, a instrument training flight in 605NR and attended to maintenance on 605NR.

Standby CO pilot Jason Jensen flew the metro area to search for fish shelters remaining on the lakes with about four found. Jensen then flew Rice and LeSueur counties for fish shelters. Jensen participated in a pilot conference call to plan TB flights.

Chief Pilot Mike Trenholm coordinated the inspections of 3 helicopters which all occurred at the same time due to heavy winter survey season use. He also attended a Fish for Knowledge event providing a display and presentation on Air Program equipment and operations.

Wetland Enforcement Officers

Metro WEO Jason Jensen reports working on very old files found in Anoka County. Most of these cases were closed many years ago but never filed. Filing these will help give a more accurate detail of how many wetland cases have been worked since 1991. Jensen also flew a fish shelter flight in metro area and participated in a TB flight conference call with Aviation Section.

Wetland Enforcement Officer Mike Scott (Duluth) participated in presenting Wetland Training for DNR employees at Gooseberry State Park. Lt. Scott also attended a meeting with area forestry personnel in Cloquet to discuss wetland issues and contractor/land owner responsibility form and how it relates to forestry sales and the forestry exemption for building access roads in wetland areas. Scott also followed up on possible WCA violation with new road and spoils placed in wetland from road construction.

Wetland Enforcement Officer Larry Hanson worked on closing out several WCA and Waters cases. A restoration order was issued in Brown County. A Rice County WCA case had a deed restriction placed on the property and may end up going back to court since the landowner refuses to restore the property, the case has been ongoing since 2003. A second case was closed out

Water Resource Enforcement Officer Shane Siltala (Fergus Falls) continued to monitor wetland cases and continued efforts to close old cases. Lt. Siltala also checked area fishermen and talked to them about invasive species concerns. Equipment maintenance was also performed. Phone calls were returned regarding miscellaneous hunting and fishing questions.

Water Resource Officer Julie Olson had a college student ride along who is doing an environmental project/paper on wetlands. This student did a high school ride along with Officer Olson about 6 years ago. He plans to be a conservation officer when he completes his degree. During the ride along a violation was investigated and CDO is pending a check with the LGU. Depending on the type of the wetland will direct if this activity is currently under a deminimus or not. Work continues on flight planning, case follow ups, and some court cases.

Reminder---anyone born after December 31st, 1979 cannot purchase a license to hunt in Minnesota without first taking a DNR Safety Training Course and receiving a certificate. In addition many states have even more stringent mandatory Hunter Education requirements. Check before you go!!!

Reminder---Any resident born after December 31st, 1976, who operates a snowmobile in Minnesota, must possess a snowmobile Certificate. Two options are available to complete certification, 11 and older can attend the traditional youth course. Those 16 or older can take the at home CD course.

Reminder---Anyone born after July 1st, 1987, who operates an ATV on public lands and waters in Minnesota, must successfully complete the ATV Safety Training CD course. Persons under age 16 must complete the ATV CD Course and riding component before riding on public lands. Youth/Adult ATV Training CDs are available by calling 1-800-366-8917 or 1-888-MINNDNR.

Southwest Metro RTO Ross Opsahl continues to receive registrations and inquiries for upcoming ATV Trail Ambassador, Firearms Safety and ATV volunteer training session. He attended the March RTO Meeting and participated in use of force instructor qualifications. He assisted Central Office and district staff regarding confiscations.

Northeast Metro RTO Bruce Lawrence attended the March RTO meeting at Camp Ripley. He also participated in use of force instructor firearm qualification and training at Camp Ripley. Assistance was also given to FAS and ATV volunteer instructors.

West Central RTO Frank Rezac attending an RTO meeting and firearms qualification/training at camp Ripley. He also assisted with Turkey clinics, worked on Instructor backgrounds, and met with area Instructors regarding an upcoming Instructor appreciation banquet. Saturday he set up LaserShot and provided training at a conference in Alexandria.

Southern RTO Jeff Fleming attended the March RTO meeting at Camp Ripley. He also participated in use of force instructor firearm qualification and training at Camp Ripley. Assistance was also given to FAS and ATV volunteer instructors.

Education Specialist Jim Hatlevig attended the RTO meeting and worked on FASHE instructor training updates.

Recreational Vehicle Coordinator Leland Owens last week spent two days at Camp Ripley for the RTO Meeting and Use of Force meeting/training. Owens worked on Trail Ambassador program items and also put time in on in a national Off-Highway Vehicle presentation. He continued assisting on the new youth snowmobile safety CD.

Northeast RTO Shelly Patten attended an RTO meeting at Camp Ripley. Patten also attended a Use of Force Instructor s meeting and training session. Patten met with Conservation Officer pilots on some training issues. Patten worked at the “Becoming an Outdoors Woman” winter workshop and taught three beginner Snowmobiling Classes.

Northwest RTO Todd Manley attended the Regional Training Officers meeting at Camp Ripley. He also attended the UOF officers meeting and qualification shoot at Camp Ripley. NW RTO worked on Trail Ambassador program and FAS issues. He also worked on uncase firearm issues.
