(ALLEGATION INQUIRY MANAGEMENT SECTION)

DUTY STATEMENT

Under the direction of the Chief, Office of Internal Affairs (OIA), Allegation Inquiry Management Section (AIMS), and the indirect supervision of the OIA Deputy Director, the AIMS Captain supervises approximately six lieutenants. The Captain’s duties include, but are not be limited to: train newly assigned inquiry lieutenants; travel to regionally assigned prisons and parole offices to monitor and audit inquiry lieutenants and co-chair as reviewers during complex cases or when other circumstances warrant; and assist in the analysis of relevant inquiry documentation, reviewing and editing inquiry reports.

The AIMS Captain will provide consultation to inquiry lieutenants, institutional grievance coordinators and hiring authorities; identify inadequate inquiries and recommend specific additional inquiry work; identify trends and update training, policy and procedures accordingly; provide reports to the AIMS Chief and hiring authorities when directed; author initial duty statements, policy and procedures, and annual updates; facilitate outside vendor training; recruiting and hiring; preparation of probationary and annual performance evaluations; employee progressive discipline; and program fiscal responsibility.

KNOWLEDGE AND REQUIREMENTS:

The incumbent must remain current in CDCR policy relative to the assignment. Incumbent will be privileged to sensitive, complex, and confidential information. Intentional or negligent dissemination of sensitive or confidential information will result in employment disciplinary consequences, as well as potential personal civil liability.

SPECIFIC RESPONSIBILITIES:

40% Assign allegation inquiries to AIMS inquiry lieutenants. Thoroughly review inquiry referrals to ensure they meet the criteria for an AIMS inquiry. Develop educational referral return communications to institutional grievance coordinators. Scope the allegations for an AIMS inquiry. Review and approve initial inquiry plans. Oversee the inquiry process. Review and edit all completed inquiry reports, to ensure them proper format, terminology, accuracy, spelling, punctuation, thoroughness, and objectivity. Monitor performance and production of inquiry lieutenants by going into the field, participate in scheduling and conducting interviews, as well as collecting an analyzing documentation. Assess sensitive or complex issues, consult with, and take direction from the AIMS Chief.

30% Train subordinate staff in effective inquiry methods and stay abreast of modern trends and tools in the fields related to inquiry work. Become proficient in the use of CDCR databases, computer programs, and video conference devices. Organize a system for monitoring staff training, including attendance and training selection; orient and evaluate employee progress, productivity, and conduct; administer corrective action or progressive discipline, when necessary. Provide training and orientation to newly assigned permanent and temporary staff prior to inquiry assignment.

15% Liaison and work collaboratively with OIA and the Office of Inspector General (OIG) Staff Complaints Monitoring Team in the spirit of meaningful cooperation on all inquiries in preparation for potential submission to the OIA Central Intake Unit, administrative or criminal investigations, or State Personnel Board hearings. Under the direction of the AIMS Chief and OIA Deputy Director, the Captain will conduct restricted inquiries regarding complex, sensitive, or high notoriety cases. Provide inquiry-processing training to CDCR staff.

15% Assist with the monthly, quarterly, and annual AIMS reports; identify, interpret, and report on grievance allegation trends; provide suggested corrective action; and monitor Tableau data development based on grievance allegation trends. Monitor data collection for all aspects of AIMS’ operations to analyze and predict annual staff and equipment resource needs.
