The post holder will be required to:To carry out complete electrical designs on a variety of new-build and refurbishment construction projects with an overall value of up to ?5M, and design distinct elements of schemes up to a value of ?30M under the direction of the Senior Electrical Engineer.Administer contracts on standalone electrical engineering projects including programming, valuations, supervision and inspections, financial reporting, fee management.Carry out surveys and inspections of existing electrical installations and maintain a costed condition register of all the Authority’s installations.Carry out feasibility studies and produce feasibility reports.Principal duties and responsibilities:1. Undertake design of electrical building services engineering projects on a variety of new-build and refurbishment construction projects with an overall value of up to ?5M, including producing technical drawings, calculations, programmes and detailed cost estimates. Assist the Senior Electrical Building Services Engineer with preparing the same on projects with an overall value of up to ?30M.2.Write detailed design and performance specifications for projects with an overall value of up to ?5M. Assist the Senior Electrical Building Services Engineer with preparing the same on projects with an overall value of up to ?30M.3.Ensure designs are in compliance with all current Regulations including the CDM Regulations4. Administer the contracts of standalone electrical engineering projects (e.g. electrical re-wirings) up to a value of ?150K, including programming, valuations, supervision and inspections, financial reporting and management of fees.5.Supervision and management of consultants contributing to individual projects e.g. sprinklers, energy, fire alarms, and incorporate into the post holder’s engineering design.6.Liaise with clients, building occupants, consultants/in-house professionals and contractors to assess requests/problems, make recommendations and resolve issues.7.Carry out surveys and inspections of existing electrical installations, recommend works and provide detailed costs. Maintain a condition register of installations (for planning future replacement installations and maintenance).8.Provide technical reports on strategic issues such as sprinkler installations to comply with new legislation/grant requirements.9.Produce Display Energy Certificates and Advisory Reports for all of the Authority’s buildings over 250m? for the Energy Manager to lodge.10.Produce Low-Zero Carbon Feasibility Studies under the direction of the Energy Manager, and other BREEAM evidence as required to secure WG grant funding. 11.Design Invest to Save schemes, and other schemes such as Re:fit Cymru, under the direction of the Energy Manager.Relationships: Responsibility for People – Supervision/Management:1. There is no formal supervisory responsibility. However, the role involves managing contractors and consultants on individual projects. For example, on a new-build school extension, the post holder will brief and check the work of the following consultants – sprinkler, energy, fire alarms – and then incorporate into their electrical design for the building.2.The role provides advice to clients and colleagues when making recommendation for design solutions and solving problems with existing installations.Impact and Advising: Decision making, Planning requirements and Procedural context:1. Undertake design of electrical engineering projects on a variety of new-build and refurbishment construction projects with an overall value of up to ?5M, including producing technical drawings, calculations, programmes and detailed cost estimates. Assist the Senior Electrical Building Services Engineer with preparing the same on projects with an overall value of up to ?30M.2.Interpret CIBSE, Building Regulations, WG Grant, Sprinkler and other statutory/regulatory guidance to ensure that their design complies and guarantees grant drawdown.3.Advises architect and cost consultants on building services strategies and costings for individual projects to ensure compliance and inform the overall project cost plan.4.The ability to programme, plan and prioritise their own workload.5.The ability to work under pressure, prioritise workload and achieve deadlines.Relationships: Communication / Nature of Contacts: 1. Liaison with architect and other designers at design stage to inform the design strategy for the building in terms of the electrical services installation and energy strategy. 2.Provides advice to the project manager and cost consultation throughout the design, tendering and on-site stages of the project to enable the project to be delivered within strict cost parameters.3.To assess the requirement for a new installation, either to enable the post holder to design a complete building, or to assist the Senior Electrical Building Services Engineer on larger projects with this function. Set out future maintenance/replacement strategies in the ’30 Year Plan’. Give professional advice on electrical strategies to feed into energy policy. 4.To communicate and provide reasoned, specialist and professional advice to staff and stakeholders at different levels/grades, both internally and externally.5.Excellent communication skills, both written and verbal, with the ability to explain electrical strategies and technologies to non-technical stakeholders, customers and colleagues as well as specialists. Job Working Environment:1. The post is predominantly office based (80%) at County Hall, with visits to operational building sites and occupied buildings.2.Inspections may involve accessing unfavourable environments, including high-level scaffolding and confined spaces such as attics and cellars, in the vicinity of potential hazards and in all types of weather conditions. Person specification – Qualifications, Knowledge, Experience & Skills:EssentialDesirable1.Qualified to degree level or equivalent in building services engineering and hold IET membership.2.Holder of recognised health and safety skills qualification such as CSCS. 3.At least 5 years post-qualification experience in a construction/design environment. 4.Experience in the design and specification of electrical building services on a variety of new-build and refurbishment construction projects with an overall value of up to ?5M, either for a local authority design department or private consultancy.5.Experience in project managing and supervision of own projects.6.Experience of carrying out condition surveys, diagnostic reports and forward maintenance registers. 7.Excellent working knowledge of current Building Regulations, relevant British Standards, CIBSE guidelines8.Excellent working knowledge of AutoCAD.9.Experience of using Revit10.Excellent working knowledge of complying with CDM 2015 regulations.11.Experience of producing BREEAM evidence to comply with C21st Schools grant requirements.12.Experience of producing Display Energy Certificates (DECs).13.Experience of specification writing on NBS Create, CLAW or other packages. 14.Experience of producing JCT and NEC tender documentation. 15.Experience of briefing consultants and contractors e.g. sprinkler, energy, fire alarms, directing their work and incorporating into designs of the post holder.16.Experience of working as part of a large team of construction professionals and in delivering projects to tight deadlines.17.
