LOS ANGELES COMMUNITY COLLEGE DISTRICTADMINISTRATIVE REGULATION E-64TOPIC:Procedures for Development and Approval of Educational Programs and OptionsTitle 5, sections 55000 - 55202 provides the regulatory framework for curriculum approval.?Section 53200(c) defines the senate role in academic and professional matters, and explicitly lists ‘Curriculum including establishing prerequisites and placing courses within disciplines’ as the first of the 10+1 policy development and implementation matters assigned to faculty in?the Education code. The following describes how the above-referenced regulations shall be carried out at the Los Angeles Community College District (District). PROGRAM DEFINITION AND PROPOSAL TYPESTitle 5, section 55000(m) defines an educational program as “an organized sequence of courses leading to a defined objective, a degree, a certificate, a diploma, a license, or transfer to another institution of higher education.” This regulation applies to all such programs.For the purpose of consistency across the District, program awards shall adhere to the following naming conventions. Any variation from or addition to these conventions must be approved by the District Curriculum Committee.Local Degrees:Associate of Arts Degree in [Subject]Associate of Science Degree in [Subject]Bachelor of Science Degree in [Subject]**Until the conclusion of the baccalaureate degree pilot program authorized by SB 850, this option is only applicable to West Los Angeles College in the subject of Dental Hygiene. Thereafter, Bachelor of Science, and potentially Bachelor of Arts degrees in eligible subjects will be applicable pursuant to revisions to SB 850 or other forthcoming legislation and/or statutes or regulations.Transfer Degrees:Associate in Arts in [Subject] (AA-T) for Transfer DegreeAssociate in Science in [Subject] (AS-T) for Transfer DegreeCertificate of Achievement in [Subject]Noncredit Certificates:Certificate of Completion in [Subject]Certificate of Competency in [Subject]Non-transcripted awards:Skills Certificate in [Subject]Digital Badge in [Subject]C)For the purpose of convenience, this regulation shall refer to the following types of program development proposals:Type A:New programs:Such programs requiring California Community Colleges Chancellor’s Office (CCCCO) approval and having a CTE TOP code, NOT including those that will be submitted to the CCCCO with a goal of “transfer”,All others requiring CCCCO approval,All others NOT requiring CCCCO approval.Type B:Changes to programs requiring updates to the CCCCO Curriculum Inventory (deactivations of, corrections to, or changes to CCCCO-approved degrees or certificates, including but not limited to any element that appears in the COCI Program Information, Course Report, and/or Units and Hours sections; any Standard Program (SP) code, and/or changes to the Program Narrative items 2 or 3: Catalog Description or Program Requirements),Type C:New Programs or updates/changes to program elements that are stored in the Student Information System (SIS) and/or related systems that do NOT require CCCCO updates.Type D:All others. APPROVAL/RECOMMENDATION GROUPSCollege Curriculum Committee (CC) (approval): in accordance with its by-laws, the Academic Senate (Senate) of each college shall establish a College Curriculum Committee charged with reviewing all curriculum development at that college. The by-laws may require Senate approval/ratification of some or all CC actions or delegate College approval power to the CC.District Curriculum Committee (DCC): in accordance with its by-laws, the DAS shall establish a District Curriculum Committee. In addition to other duties not specified herein, the DCC shall be charged with reviewing and approving all District-wide curriculum policy and resolving challenges.Regional Consortium (recommendation only)LACCD Board of Trustees (BOT) (approval)California Community Colleges Chancellor’s Office (CCCCO) (approval/activation/deactivation) APPROVAL STEPS (also see the Summary Table)All proposals that have satisfied the requirements of a given step must be forwarded to the next appropriate step. No officer or group may neglect or delay any required action.College Approval (All proposal types)Pursuant to the regulations cited above, each college shall employ a Senate-approved and publicized process for college approval of program proposals that satisfies the following stipulations:The process shall specify that all proposals must be in alignment with the college mission and must address a need identified in the college educational and strategic master plans, andThe process shall specify that all proposals shall be authored and approved by current college faculty who meet minimum qualifications in the program discipline(s), or, in the event there are none, faculty from outside the college who meet such minimum qualifications and who are invited by current college faculty to assist in authoring curriculum associated with the proposal, andThe process shall specify how administrative input shall be addressed, on the condition that the College President or designee shall be one of the college approvers until or unless specified otherwise, andThe process shall require that prior to college approval, proposal authors notice the following elements to relevant discipline faculty and all CTE Deans at all LACCD colleges, as well as colleges at other districts colleges in the service area, in order to obtain information necessary to address item 7* of the Chancellor’s Office program narrative, and in order to mitigate any potential conflicts it may cause with any of those colleges: award type, title, program TOP code, and core courses.*Chancellor’s Office Program Narrative, Item seven: “Similar programs at other colleges in service area—justification of need for the program in the region.”The process shall specify how and at what stage Career and Technical Education (CTE) proposals Type A1 shall be submitted for Regional Consortium recommendation, if required, provided that the process allows for the results of the submission for Regional Consortium recommendation to be received prior to submission to the LACCD Board of Trustees, andThe process shall require proposals for specially funded programs to include a plan for how they will be administered or terminated once the initial funding or planned period of activity ends.District Notice of CTE Programs (Proposals type A1 only)Following or as part of the above, all new Career and Technical Education Programs shall be posted in the District for a minimum of ten (10) work days prior to submission for Regional Consortium recommendation.Challenge of CTE Program (Proposals type A1, only if requested)During the posting period, any member of the District Curriculum Committee may request that the DCC address any perceived instance of destructive competition under either of the following conditions. The request must provide a detailed rationale and be submitted via email to the DCC Chair, who will notice the request for action on the next available DCC meeting. Until the DCC has acted on the request, or unless the request is withdrawn by its author, the program proposal may not be submitted for Board of Trustees (BOT) approval.The anticipated number of first-year completers of the proposed program, combined with the average annual completers of all other similar programs in the college’s service area exceeds the labor market demand in the service area, and/orThe creation of the proposed program would likely draw students, faculty, and/or resources away from similar programs in the District in a manner inconsistent with the normal migratory patterns that exist between colleges to the extent that such programs would no longer be viable.Board of Trustees (BOT) Approval (Proposal types A only)Following the above, the Office of Educational Programs and Institutional Effectiveness (EPIE) designee shall forward the proposal to the BOT designee to be noticed for action on its next available agenda.If approved, the proposal shall be forwarded to step 5.If not approved, the proposal shall be returned to the EPIE designee who shall inform the college initiator, CC Chair, Senate President, Academic Deans, and CIO, and the DCC CCO Approval/Activation/Deactivation (Proposal types A and B only)Following Board approval of proposals Type A, or college approval of proposals Type B, the appropriate college officer shall submit the proposal for approval/activation/deactivation by the CCCCO.Data Entry (Proposal types A, B, and C only)Following CCCCO approval of proposals Type A and B, or college approval of proposals Type C, the appropriate officer at the proposing college shall submit information required to update the Student Information System (SIS) to the appropriate District officer.Following data entry, the proposing college shall revise its catalog to reflect the proposal outcomes, after which the proposal shall become effective.College Publication (All proposal types)Following the above, the college designee shall publish the newly-approved program or program changes in the college catalog and other relevant publications.SUMMARY TABLEApproval StopsA1A2A3BCDInformal noticeCollege ApprovalDistrict NoticeChallenge (if requested)()BOT*CCCCO Approval/ActivationData EntryCollege Publication*Provided the outcome of the submission of a proposal Type A1 to the Regional Consortium has been provided.Original Issue Date: July 18, 1983Initiated by: Office of Educational Programs and Institutional EffectivenessDates of Changes: July 18, 2001, July 10, 2002, July 30, 2005, June 14, 2010; August 14, 2019References: Education Code, section 70901(b)(10), 78015, Title 5, C.C.R. sections 55001, 55006, 55130 and 55150, Board Rule 6101The Los Angeles Community College District does not discriminate on the basis of disability in the admissions or access to, or treatment of or employment in, its programs or activities. ................
