Be it enacted by the Senate and House of Representa-

2 tives of the United States of America in Congress assembled,

3 SECTION 1. SHORT TITLE.

This Act may be cited as the ``Reinforcing the Grid

5 Against Extreme Weather Act''.

2 1 SEC. 2. INTERREGIONAL MINIMUM TRANSFER CAPABILITY

REQUIREMENTS.

(a) FINDING.--Congress finds that extreme weather

4 is increasing in frequency and poses a significant risk to

5 the reliability of the electric grid.

(b) RULEMAKING.--Not later than 18 months after

7 the date of enactment of this Act, the Federal Energy

8 Regulatory Commission shall, pursuant to section 206 of

9 the Federal Power Act (16 U.S.C. 824e), promulgate a

10 final rule that establishes minimum transfer capability re-

11 quirements between transmission planning regions.

(c) ELECTRIC RELIABILITY.--Section 215 of the

13 Federal Power Act (16 U.S.C. 824o) is amended--

14

(1) in subsection (a)(3)--

15

(A) by striking ``to enlarge such facilities

16

or''; and

17

(B) by striking ``new transmission capacity

18

or''; and

19

(2) in subsection (i)(2), by striking ``or trans-

20

mission''.
