Rotary Model UN 2018United NationsGeneral Assembly7 April 2018Seventy-Second SessionAgenda item 54Resolution #1UN Membership for Palestine: Pathway to Improving Conditions in Historic Palestine The General Assembly, Acknowledging that the Security Council has denied Palestine’s renewed application submitted on 15 January 2018, for admission to membership in the United Nations,Understanding that the criteria for consideration of new member states is set forth in Article 4 of the United Nations Charter, Further understanding the requirements for an application for admission of a new member state of the U.N. as set forth in the Rules of the General Assembly, Recalling that Palestine originally requested United Nations membership in a letter from Palestinian President Mahmoud Abbas dated 23 September 2011 and that the Security Council referred the application to the Committee on the Admission of New Members (“Committee”),Further recalling that a decision on the earlier application resulted in a report of the Committee wherein Palestine was not recommended for UN member status due to Hamas’ non-compliance with the “peace-loving” obligation set forth in the UN Charter, but Palestine was granted non-member observer status as an “interim” step,Noting that the granting of this status was merely the first step in the continuation of efforts for Palestine to achieve full UN membership,Recognizing that the greater implications of Palestinian UN membership include its impact on the Arab-Israeli peace process and the definition of Palestinian borders, Knowing that the situation in Palestine has changed since the original application was submitted in 2011, and the renewed application should now be considered in light of the recent changes in the administration of Palestine, Highlighting that the Committee, after reviewing the Security Council’s recent denial of Palestine’s renewed application, has reconsidered and recommended for approval the renewed membership application of Palestine, and that the developments that warranted this reconsideration and recommended approval include:the aforementioned agreement between Hamas and the Palestinian Authority, that the Authority will be the governing authority for both the Gaza Strip and the West Bank, andthat Palestine’s status as an Observer State has not had a negative impact on the peace talks between Israel and Palestine or on any meetings or other operations of the General Assembly, Emphasizing the many positive effects Palestinian statehood and UN membership may likely have on the living conditions in the West Bank and Gaza Strip, including without limitation the following: increased protection from violence perpetrated by neighboring countries, as well as more effective means for holding Palestinians accountable for any aggression on their part,relief of severe thirst and lack of resources for Palestinians living in these regions, and therefore reducing widespread poverty,increased access to a proper education for Palestinian youth, resulting in significantly lower rates of child trafficking, abduction, forced labor, and recruitment of children into militant groups, the establishment of a framework for a peace-loving, sovereign state with great potential for social and economic development in the coming years,diminish the frequency and likelihood of continued conflict in the region by providing a peaceful platform in which Palestinians can legitimately voice concerns for their safety and prosperity to the international community,Noting with concern the recent announcement by United States President Donald Trump declaring his nation’s intentions to move the American Embassy in Israel to the Holy City of Jerusalem and its recognition of the Holy City in its entirety as Israel’s capital and the likelihood that this might have a very negative effect on peace in the region,Strongly exhorts that the United States government suspend plans to move the American Embassy in Israel to Jerusalem for the sake of ensuring a peaceful environment in the region as negotiations take place, as set out by the terms of UN Resolution A/ES?10/L.22 concerning the recognition of Jerusalem as the capital of Israel;Congratulates the parties to the aforementioned agreement between the Palestinian Authority and Hamas concerning governmental power over Palestine;Encourages regular UN-sponsored diplomatic summits among all involved states to set mutually beneficial parameters for the realization of a peaceful two-state solution; Proposes the creation of a coalition of non-governmental organizations, including the United Nations Relief and Works Agency for Palestine Refugees in the Near East (“UNRWA”), the Sa?d Foundation, Project Hope, and Save the Children, to make recommendations on improving human rights conditions in the West Bank and Gaza Strip;Emphatically calls upon Member States, including but certainly not limited to those neighboring Palestine, to contribute monies to establish a fund to financially support the aforementioned coalition’s efforts and operations, and that these funds be allocated to areas including: Rebuilding shelters and educational facilities destroyed in violent conflict,School supplies and clothing for underage inhabitants in the West Bank and Gaza Strip,Potable water, provisions, and vital medical resources for West Bank and Gaza Palestinians,The establishment of centres for the fair distribution of aforementioned supplies in Palestinian settlements, andThe payment of coordinators and workers overseeing these operations to improve conditions for Palestinians;Respectfully requests that the Security Council reconsider its decision to deny Palestine U.N. membership in view of (i) the positive report of the Committee, (ii) the benefits of U.N. membership on the Palestinian people as well as on the peace process in the region, and (iii) the positive recommendations set forth in this Resolution, and subsequently approve Palestine’s renewed application for U.N. membership and return the matter for a final vote before this General Assembly; Resolves to remain actively engaged in the matter. ................
