Building Stronger Together With the U.S. Army Corps of Engineers: Your Water Resources Partner in the Arid
Southwest
The U.S. Army Corps of Engineers Los Angeles District has a long history of partnering with local and regional
stakeholders to solve complex water resources problems in the arid Southwest. The Corps plays major roles in
emergency response and recovery regionally and nationally, while engineers, environmental specialists, and other
technical experts continue to tackle flood risk, ecosystem restoration and emergency preparedness challenges in our
urban and rural floodplains. In order to keep up with ongoing challenges related to water supply, flooding, economic and
equity challenges, the Los Angeles District continues to seek solutions rooted in risk-based engineering decisions that are
collaborative, resilient and equitable. District Commander Colonel Julie A. Balten will share updates, successes, and
lessons learned related to how the Los Angeles District is addressing local issues while aligning with regional and national
priorities.

One-on-One Reviews of the CRS Program are offered by ISO staff during the FMA Annual Conference Virtually. You can take
the opportunity to discuss your overall CRS program and potential classification improvements, specific CRS activities or
elements, or even work toward completion of your annual CRS recertification.
ISO Staff will be available virtually throughout the conference and will do their best to work around attendees* participation in
offered workshops and activities. If you find you do not have available time during the conference, we will be happy to
schedule a meeting with you at your convenience any time during the year!
Scheduled meetings will be for 1 hour unless otherwise requested. To schedule an appointment, please email

opportunities. This year the Emerging Professionals Committee will be hosting a panel on Diversity, Equity, and Inclusion

stories and their tips to being an inclusive leader in the workplace.

develop effective communication tools? Adoption of Decision Support System (DSS) software can help to formalize
elements of an organization's decision-making process through automation of data retrieval and sharing, integration of
simulations and other analytical procedures, and visualization of results and related information in a user interface. DSS
architecture emphasizes flexible environments that can adapt to changes in real-time which make them ideal tools for
the floodplain management community. Floodplain topography organized in DSS tools can also be leveraged for nonflood emergency response and hydrologic information can be used for a variety of multi-benefit planning purposes. This
panel will discuss topics including real-time flood modeling, the communication of flood risk and tracking levee health
using Geographic Information Systems (GIS) and decision support for reservoir operators integrating meteorological
forecasts and expected runoff with tools for real-time modeling.

PANEL: Mitigation Grants

The Cal OES and FEMA Hazard Mitigation Branches will provide an overview of grant opportunities for Hazard Mitigation
projects, including the Hazard Mitigation Grant Program, Building Resilient Infrastructure and Communities Program,
and the Flood Mitigation Assistance Program. Cal OES will present information regarding program requirements,
eligibility, and the grant application and review processes. FEMA will present information on the grants process from
their perspective, and also discuss their long-term vision for the programs and mitigation overall. The presenters will
take questions from the audience.

managing debris flows in the US, and specifically how hazardous areas along rivers and streams are mapped, how land

perception in reducing social vulnerability.

PANEL: Flood Insurance Risk Rating 3.0? What the GHAD?

The NFIP is struggling to properly rate flood risk, private flood insurance is available but at what cost. Many people are
not insured. Flood hazard mitigation requires a local match. This panel will explore how a geologic hazard abatement
district could help. Consider four fictional levee protected communities with similar but physically distinct flood
hazards. Each town has 100 houses. Problem, they are under insured, a flood would be devastating possibly beyond
recovery. These towns have a great history and a bright future but for the flood risk. Solution?
