Role ProfileJob title:Lead Statistical Analyst Pay band:Band CTerms:Pension: SAULAnnual leave: 22 daysHours: Full or part-time by agreementROLE PURPOSE:To lead analysis of higher education data in the creation and development of Official Statistics and open data products. To contribute to research activities and to develop analytical solutions to support HESA’s statutory functions. REPORTING RELATIONSHIPS:Reports to the Head of Official Statistics, Head of Solutions Development or Head of Policy & Researchkey RESPONSIBILITIES/DUTIES:To undertake complex analysis of HESA data for Statutory/Official Statistics products.To extract, manipulate and quality-assure appropriate and often complex data from HESA databases using advanced database query languages or data manipulation tools.To undertake statistical analysis resulting in written and/or verbal reporting, in order to meet user needs. This may involve the use of specialist statistical analysis software.To take a lead role in the production of Official Statistics, including the UK Performance Indicators, and to contribute ideas for the development of statistical measures.To plan and allocate work and conduct quality assurance in the following areas: Development of robust time-series analyses of HESA data.Development, documentation and maintenance of analysis standards and protocols for HESA data, for use by HESA data analysts as well as analysts within other HE stakeholder organisations.Research into areas relating to HE, suggesting suitable topics relevant to the emerging policy context in HE, selecting appropriate analytical techniques. Results may be published by HESA or assist in developing intelligence on data collection issues. To contribute expertise and statistical advice regarding the internal collection and analysis of data e.g. survey sample design, analysis of sample survey data and data quality assessment.To provide support and advice to users of Statutory/Official Statistics outputs.To take a lead role in the development of new statistical products and analytical solutions.To keep up to date with developments in HESA data collections, of new uses of data within other analytic teams at HESA and developments in the wider HE sector, in order to carry out duties effectively. To work on a number of work packages at a time, organising and planning activity to meet agreed deadlines. Takes the lead on larger or more challenging work packages, agreeing a mutual schedule for that work with colleagues.To present technical information to a range of audiences when required, including larger, more senior groups or conferencesTo develop and maintain a very strong knowledge of HESA data streams and a good general understanding of the UK higher education policy environment and data landscape.
