The EU assistance on PFM will provide a major impetus to the implementation of the Government PFM strategy. The main beneficiaries are the Ministry of Finance of Ukraine and the State Fiscal Service of Ukraine (State Tax Service and State Customs Service). The reform areas for the EU support programme in the area of public finance are as follows: Support relevant national institutions in the improvement of budget preparation, implementation and control, Contribute to the better management of public expenditures in the areas of public investments, fiscal risks and payroll management, Support the further development of a modern, efficient and fair revenue collection system (tax and customs administration) and Financial Investigation Service, and Support relevant PFM institutions in the enhancement of their organizational capacities. Following the adoption of the EU programme “Public Finance Management Support Programme for Ukraine - (EU4PFM)” in November 2017 by the European Neighbourhood Instrument’s Committee, Central Project Management Agency (hereafter – CPMA) was identified to implement the Programme’s Component 3 “Revenue mobilisation” with the specific objective “Support the further development of a modern, efficient and fair revenue collection system” and Component 4 “Horizontal functions and governance“ (hereinafter – Action) with the specific objective “Support relevant PFM institutions in the enhancement of their organizational capacities” through indirect management. The allocated budget to CPMA for the implementation period of the Action – from the 19th December 2018 until 18th December 2022 - is 29.5 MEUR, of which 0.5 MEUR is the co-funding of the Republic of Lithuania. The Action is based in Kyiv, Ukraine and deploys a team composed of a number of International and National Experts (hereafter - IE and NE respectively) for the whole duration of the ANISATION CPMA is looking for a National Project Coordinator on Customs reform (hereinafter – NPC on Customs) for providing support on management of the implementation of the Programme’s Component 3 - “Revenue mobilisation”, related activities in Ukraine focusing on implementation of Customs reform. The relations with the CPMA will be governed by a service contract with up to 24 months duration. CPMA is looking for an experienced, professional, self-motivated person who can work effectively in a dynamic and changing environment and processes in order to reach the targeted results with high quality in a timely manner. The position requires integrity, innovation, problem-solving skills, professionalism and strong interpersonal skills. The NPC on Customs will work closely with the Project Team Leader (hereinafter – TL) and the International Key Expert on Customs (hereinafter – IKE3) as well as the rest of the Project Team. The NPC role involves coordination with/of the other Project team, IKEs and NEs, Ukrainian stakeholders, the donors in Ukraine. The CPMA leads the Action’s implementation. The Project Team will be based in Kyiv, Ukraine, including the NPC on Customs, IKEs, other NEs and the Administrative team in Kyiv office.The NPC on Customs will work in close cooperation with the CPMA Project team (Project manager and the Finance officer) in Vilnius, with the Delegation of the European Union to Ukraine (hereafter – EUD in Ukraine) and will share information about the progress of the Action. CPMA encourages a horizontal and transparent organisation based on trust and independent work of experts/consultants.THE MISSION OF THE NKE ON CUSTOMS WITHIN THE EU4PFM COMPONENT 3 The NPC on Customs will work in close cooperation with TL, who is responsible for implementation and results delivery of the entire Action and overall responsibility for activities related to customs-related Programme deliverables and activities of the Component 3, and with IKE3, who is responsible for coordination of the entire Component 3 activities related to Customs. He/she will technically support IKE3 in the activities foreseen for the Component 3 referring customs. He/she will be based in Kyiv and will closely coordinate the work with the TL, IKE3, the EUD in Ukraine as well as the CPMA Project team. He/she will support relevant IKEs as well as medium/ short term experts/consultants. The NPC on Customs shall support TL and IKE3 in risk management and work collaboratively to solve issues that may arise during implementation of the Action. DUTIES AND RESPONSIBILITIES OF THE NPC ON CUSTOMSSummary of Key Functions:Provide project management support in implementation of the Action’s Component 3 activities related to customs reforms;Provide trustful assistance to IKE3 in management of the implementation of the Action’s Component 3 activities related to customs reforms;Liaison with the EUD in Ukraine, beneficiary institutions and institutional partners in coordination with the TL and IKE3;Together with TL and/or IKE3 act as the CPMA’s Focal Point for the development and implementation of the Component 3 activities related to customs reforms;Prepare policy analyses of customs-related issues. Help with technical translation issues if need be. The following is a preliminary outline of tasks that will be the responsibility of the NPC on Customs:Provide trustful assistance to IKE3 in management of the implementation of the Action’s Component 3 on customs focusing on the achievement of the following results:Provide assistance in drafting and/or editing of annual work plans that contribute to the delivery of outputs under Component 3 of EU4PFM related to customs reforms;Provide assistance in reviewing of documentation received from medium-term and short-term experts;Provide assistance in drafting and/or revising of reports (inception phase, progress, monthly, final, other if need be) and other Action deliverables;Coordinate with the IKE3 and if relevant with the EUD in Ukraine and other EU4PFM implementers on customs to avoid duplication of activities;Draft Terms of References for medium-term and short-term assignments;Arrange missions of medium-term and short-term experts, including the logistics;Arrange events, including the budget and logistics related questions and assure responsibility for the implementation of the events;Prepare events, including component activity related visibility and communication events in close coordination with the person in charge of the Project’s visibility plan.Liaison with the EUD in Ukraine, beneficiary institutions and institutional partners in coordination with the TL and/or IKE3 focusing on the achievement of the following results: Develop good working relationships with key Ministerial, other institutional counterparts in Ukraine and their regional offices;Provide information for IKE3 necessary for policy debates on financial management including customs administration and with government and civil servant counterparts.Together with TL and/or IKE3 act as the CPMA’s Focal Point for the development and implementation of the Component 3 on customs, focusing on the achievement of the following results:Position CPMA as a key partner in the development and implementation of the customs administration, including by providing robust technical and legal expertise on a range of customs related issues to IKE3;In coordination with the TL and/or IKE3 represent CPMA in meetings with EUD in Ukraine and other donors involved in the PFM reform in Ukraine on customs;Ensure that the accountability, transparency and integrity principles are integrated into programming and policy of the Component 3 on customs activities, as appropriate, also when advising the beneficiaries; Ensure integration of gender, environmental and other cross-cutting aspects into Component 3 on customs activity planning.Promote networking and knowledge sharing on customs within the Ukraine institutional partners and beneficiaries, the main donor in Ukraine and the CPMA, focusing on the achievement of the following results:In coordination with the TL and/or IKE3 coordinate closely with other EU and other donor (e.g. Germany via GIZ, WB, IMF, USA, other) funded programmes and projects to enhance integration and ensure coherence in customs administration.THE NPC ON CUSTOMS SHOULD HAVE THE FOLLOWING PROFILE: Qualifications and skills:Master degree (preferably in economics, finance management or public administration);Computer literacy (advanced MS Project, Power Point, Excel and Word skills);Good command of written and spoken Ukrainian and English;Strong presentation skills; facilitation and communication (written and oral) skills; Experience in high-level negotiations would be an asset;Proven organisational and analytical skills; Proactive, results-driven approach, track record of successfully working in multi-national teams;Ability to work both in a team and autonomously with minimum supervision but within the respect of given constraints and guidelines;Proven knowledge in project management methodologies and practices.General professional experience: Minimum 6 years of general professional experience.Specific professional experience:Minimum 3 years work experience in implementation or consulting related to customs (private or public sector);Experience in customs areas, such as tax avoidance, control analysis, risk assessment, or analytical procedures would be an asset;Track record of organisational change management and designing new procedures and products would be a strong asset;Experience with customs automation, or laws/ regulations or business processes would be an asset.Experience with project management would be an asset. The EU4PFM programme is a contribution to the Ukrainian PFM sector reform, therefore, the ability to properly respond and adapt to the constantly changing situation in Ukraine is of major importance.
