How to Use Catalog

The 2018-19 RSP Tuition Break Undergraduate Catalog is a comprehensive guide to hundreds of undergraduate degree programs offered through the New England Board of Higher Education's Tuition Break, the New England Regional Student Program (RSP).

This catalog explains eligibility for residents of the six New England states. State abbreviations ? CT ? ME ? MA ? NH ? RI ? VT ? indicate the states whose residents are eligible for a program.

Lists of programs by degree and category The catalog lists associate degree programs and bachelor's degree programs according to categories used by the Classification of Instructional Programs (CIP), established by the U.S. Department of Education. For information about CIP, please visit .

Tuition Break, the New England Regional Student Program

Tuition Break

The New England Board of Higher Education (NEBHE) Tuition Break ? officially known as the New England Regional Student Program (RSP) ? enables eligible students to be charged a tuition rate that is lower than the regular out-of-state tuition rate at participating New England public colleges and universities.

How students become eligible

Eligible students must be residents of one of the six New England states ?Connecticut, Maine, Massachusetts, New

Hampshire, Rhode Island or Vermont.

1. Eligibility for approved programs

Students may be eligible when enrolled in a degree program that is not offered by a public college or university in their home state ? but is approved through the RSP and offered by an out-of-state public college or university in another New England state.

NEBHE publishes annual lists of degree programs that are approved through the RSP Tuition Break on its website at tuitionbreak under the "Find a Program" tab. Associate and bachelor's degree programs are listed in this catalog.

How to apply

>> Select a college that offers a degree program approved through the RSP Tuition Break.

>> Complete that college's admissions application and declare the RSP degree program as their intended major.

Note: Some programs may have special requirements or may not be available to freshman students.

>> Once accepted to the college, confirm with the admissions office that the college has granted RSP status.

2. Eligibility for proximity

Some colleges allow proximity eligibility ? for students living closer to an out-of-state college. Visit tuitionbreak and select the Eligibility/ FAQs tab to view a list of colleges allowing proximity eligibility. Students applying under proximity should confirm their eligibility with the college's admissions office.

3. Eligibility at community colleges

Some community colleges allow eligibility for most or all of their programs - in addition to the programs listed as approved. Visit tuitionbreak and select the Eligibility/FAQs tab to view a list of community colleges allowing expanded eligibility. Students applying to community colleges should confirm their eligibility with the college's admissions office.

RSP tuition rate and savings

The RSP or regional tuition rate and savings varies by institution. The RSP tuition rate is typically in-between the in-state and out-of-state tuition rates. The average annual savings for a full-time RSP student is $8,000. View tuition rates and savings under "Data and Reports" tab at tuitionbreak.

How degree programs are approved

Degree programs are approved for RSP status on an annual basis. The residents of a particular state become eligible for an RSP program after a review by that state's public colleges and universities determines that a comparable program is not offered in-state.

Note: The fact that a program is not offered in-state doesn't guarantee a program will be approved under the RSP. A college or university may decide not to offer certain programs under the RSP. Also, some programs are not offered by any of New England's public colleges.

Eligibility for students already enrolled

Students who wish to change their major to an approved RSP program need to request RSP status by contacting the registrar and/or the college's RSP campus representative (see page 48 in this catalog).

If students change their major from an approved RSP program to one not approved, the college or university will begin charging the full out-of-state tuition rate from that

point forward.

If a college decides to withdraw one of its programs from the RSP, but still offers the program, currently enrolled eligible students are grandfathered and retain their RSP status as long as they continuously pursue the program and required courses.

Participating colleges and universities

The RSP Tuition Break is only available at New England public colleges and universities. Students are not eligible at private colleges or at any college outside the New England

region.

Eligibility for financial aid

Students eligible for the RSP Tuition Break may also be eligible for financial aid. They need to complete the FAFSA (Free Application for Federal Student Aid) and any other financial aid applications required by the college(s) in order to be considered for any type of financial aid (scholarships, grants, loans and/or work-study).

Financial aid is awarded based on need and/or merit at the discretion of the institution. If a student has been accepted for admission and received a financial aid award prior to declaring an RSP program as his/her intended major, the institution may revise the financial aid award. Note: There is no guarantee that a student's RSP status will provide an additional discount; however, it should not result in a net increase in out-of-pocket expenses.
