VEHICLE POLICY

It is the policy of the Anytown Housing Authority to allow each resident to keep one vehicle in the AHA parking lots (front or back lot). The phrase “each resident” implies that an apartment with a couple may have two vehicles. Below are the rules regarding vehicles:

1. In order to be assigned a parking space, you must provide proof of current vehicle registration and valid driver’s license. In addition, anyone requesting preferential handicapped parking must provide evidence of current handicapped plates or tags. This is usually in the form of a certificate from the Department of Motor Vehicles. Handicapped tags and plates must be appropriately displayed in or on the vehicle. In addition, every assigned vehicle will be issued an AHA sticker to be placed in the left side of rear window.

2. If there are two tenants in one apartment, each tenant must have a valid (current) Wisconsin license and each vehicle must be currently registered with the State of Wisconsin in order to be issued two parking spaces.

3. We will be assigning the parking spaces nearest to the buildings to those residents with handicapped plates or tags. Residents with wheelchairs and/or walkers will be given priority. The AHA will maintain 5 marked handicapped spaces as required by State of Wisconsin statute. All other handicapped assigned spaces will be designated as such by the AHA. The AHA reserves the right to change the parking “designated” areas at any time. The AHA “designated areas” will heretofore be referred to as “designated handicapped parking” or “designated non-handicapped parking”. A chart of parking will be available for tenant review as an attachment to this policy.

4. Tenants, other than those with handicapped plates or tags, will initially be assigned a parking space in the designated non-handicapped parking based on a seniority system. We will use your lease-signing date to determine seniority. Future vacancies will be assigned at the discretion of the AHA.

5. The AHA is the only authorized issuer of assigned parking spaces. You may not forfeit your space to another tenant, to a friend, or to a family member

6. If you find that someone is parked in your space during office hours, you should call the office. We will try to locate that person. If we cannot find the owner of the vehicle within a reasonable period of time (for our purposes, we

will define a “reasonable period of time” as 24 hours), we will have the vehicle towed off our property. The towing charge will be the responsibility of the vehicle owner. During the 24 hour time period, the tenant may park in a “Visitor” designated stall or a stall designated by the AHA until the matter is resolved (either by location of the owner or towing of the vehicle).

7. We will provide two visitor parking spaces and one handicapped visitor parking space for use by the general public. The handicapped “visitor” space will be close to the building; the regular visitor parking will be further from the buildings.

8. We will have a designated space in the front of each building for deliveries (eg. Meals on Wheels, drugstore, short-term visitors, etc.). Maximum parking time will be 15 minutes in these spaces.

9. Due to limited parking availability, we will no longer allow tenants to have additional vehicles parked in our lot. Unauthorized vehicles will be towed at the tenant’s expense.

10. Motor homes, motorcycles, campers, trailers, etc. are not allowed. Only vehicles that are driven on a regular basis, year-round will be allowed. It is not the intent of the AHA to provide storage of vehicles for tenants. Unauthorized vehicles will be towed at the tenant’s expense.

11. If your vehicle is leaking vehicle fluids due to a malfunction, we will request that you move it and/or have it repaired. Vehicle fluids quickly deteriorate asphalt. Oil changes will not be allowed in our lots or on the grounds at any time.

12. Non-operable vehicles will not be allowed in the AHA parking lots. Our policy requires that vehicles must be currently licensed and operable. Non-operable vehicles will be towed at the tenant’s expense. You will have 7 days to move your vehicle or repair it. Exceptions will be made if the tenant provides the office with a repair schedule.

13. Residents may not park in the “Visitor” stalls, unless #6 above applies. Tenant vehicles will be towed if not parked in their appropriate designated parking space. We will give you a 24-hour notice to re-locate your vehicle in the proper space; otherwise your vehicle will be towed at your expense.

14. Backing into stalls will not be allowed. We need forward parking in order to properly maintain the grounds and parking lots while mowing and removing snow.

15. Residents are responsible to notify the office of a change in vehicle and to obtain a new AHA authorized sticker.

16. Failure to follow these rules may jeopardize your right to an assign parking space.

At a regular meeting of the Anytown HA held on July 22, 2003, the Board of Commissioners unanimously voted to approve this policy on a Commissioner A/Commissioner B motion. Chairman Xyz thereupon declared the Motion carried and the Resolution approved.
