-540385-45518500Human services workforce scholarship program 2020The Human services workforce scholarship program is funded by the Victorian Department of Health and Human Services (DHHS) for employees working in human services in Victoria. A scholarship is an award of financial aid to support DHHS or sector employees to undertake study in an undergraduate or postgraduate course, or a course that leads to a qualification. The scholarship covers course fees only.There are four types of scholarships available:Disability and NDIS Transition scholarshipsDisability Development Support Officer (DDSO) senior leadership scholarshipsHousing scholarshipsChild protection scholarships.Scholarship eligibility Disability and NDIS Transition scholarships Disability and NDIS Transition scholarships are for study undertaken in 2020. To be eligible for a disability or NDIS Transition scholarship, applicants must be an Australian or New Zealand citizen or a permanent resident of Australia, with primary residence in Victoria, and employed by:DHHS, including employees who are working under the Health and Community Services Union (HACSU) Award or;a 'not for profit' organisation engaged in supporting people with a disability (both disability and/or psychosocial disability) in Victoria, including employees who have recently transferred from DHHS.You are encouraged to apply if you are interested in upskilling or developing skills in the following areas:Psychosocial disabilityDisability specific or Community Services qualificationsSpecialist disability qualificationsAdvocacy and human rightsWorkplace training and assessmentPeople managementBusiness planningStrategic leadershipAny other course that will lead to improving the inclusion of people with a disability.DDSO senior leadership scholarshipsDDSO senior leadership scholarships are for study undertaken in 2020.To be eligible for a DDSO senior leadership scholarship (2 scholarships are available to the value of $8,000 each) applicants must be an Australian or New Zealand citizen or a permanent resident of Australia, with primary residence in Victoria, and employed by:DHHS and classified within the DDSO management structure.DDSO employees interested in the study areas of “developing a new job pathway” or leadership are encouraged to apply.Housing scholarships Housing scholarships are for study undertaken in 2020. To be eligible for a housing scholarship, applicants must be an Australian or New Zealand citizen or a permanent resident of Australia, with primary residence in Victoria, and employed by:DHHS or;a community service organisation with funding from ‘Transitional Housing Management’, ‘National Partnership Agreement - Homelessness’, and/or ‘National Affordable Housing Agreement’ or;homelessness organisations funded through the DHHS. Child protection scholarshipChild protection scholarships are for study undertaken in 2020 and/or 2021. At the time of application, to be eligible for a child protection scholarship (20 scholarships are available to the value of $8,000 each) applicants must:be employed by DHHSbe ongoing child protection employees classified as CPP3 and above, with at least two years length of servicedemonstrate a commitment to stay at DHHS for the duration of the course.Priority will be given to Australian citizens, followed by New Zealand citizens/permanent residents of Australia, then those on working visas.Two scholarships of up to $8,000 each are also available for staff classified as Children Youth and Families (CYF) working in Secure Welfare Services and Hurstbridge Farm.Applying for a scholarshipApplications for a Human services workforce scholarship are completed online. Applications open on Tuesday 25 June 2019 and close on Tuesday 30 July 2019.Selection processApplicants compete for a scholarship - they are not awarded on the basis of the application alone. A panel of representatives from government, community service organisations, educational bodies, relevant unions and service users will assess the applications. The scholarship program will target qualifications identified as ‘preferred’ for job roles in the human services sector.While the decision of the selection panel is final, an unsuccessful applicant may request feedback from the panel to assist them in future applications.All applicants will be advised in writing of the outcome of their application within six weeks of the closing date. Late or incomplete applications will not be accepted.Enrolling in a courseOnce applicants have received written confirmation they have been successful in their application, they should enrol in the approved course of study. It is the responsibility of the individual to enrol in their course.Some course providers will require payment up front and require evidence that the DHHS will fund course fees. Upon request, the department can send an “Authority to Invoice” letter to applicants for this purpose.Please note that being awarded a scholarship is not a guarantee of acceptance into the course. As with any publically available course, positions offered are at the discretion of the course provider.Payment of scholarship fundsPayment of scholarship funds may be done in two ways:Option 1: The course provider can invoice the department directly for course fees (up to the maximum scholarship amount). Note: this payment method is via an “Authority to Invoice” the department, not a sponsorship arrangement.Option 2: The course provider can invoice the successful applicant directly for course fees who can forward the invoice on to the department to pay the fees on their behalf (up to the maximum scholarship amount).Option 3: Upon the provision of receipts, the department can reimburse the individual for course fees paid.Requests to the department for payment of course fees must be received by 31 December 2020. Any invoices received after this date will refer back to the successful applicant for payment.Please email Workforce Scholarships <workforce.scholarships@dhhs..au> course fee invoices and receipts.Scholarship conditions of useScholarship funds can only be used to undertake study in an undergraduate or postgraduate course, or a course that leads to a qualification.Scholarship funds can only be used to undertake study provided by a Registered Training Organisation (RTO), or University. Visit .au <; for a current list of RTOs.DHHS staff only: If you choose to complete your study part time, the scholarship will be considered as additional income for taxation purposes. Scholarship funds will be used solely for course fees incurred for the approved course of study as detailed in the “letter of scholarship offer”.Scholarship funds will only be paid for course fees relating to the year of study as detailed in the “letter of scholarship offer”.The scholarship amount stated on the “letter of scholarship offer” is the maximum amount of money that the department will contribute towards course fees, under the DHHS study scholarship program.Scholarship funds are paid after the “Confirmation of Enrolment form” has been returned.Scholarship funds are only paid on receipt of a compliant Australian Taxation Office (ATO) invoice.Scholarship funds can only be paid to a course provider, they cannot be paid to the ATO to pay a Higher Education Contribution Scheme (HECS) debtIf scholarship funds are not used by the successful applicant within the specified period, any remaining scholarship funds will be forfeited.In the case where scholarship funds do not cover full fees of the approved course, the successful applicant will be responsible for the payment/costs or any deferral of any fees (including HECS).Scholarship funds must be used by 31 December 2020 (or 31 December 2021, for Child Protection scholarships). Any invoices/claims received by the department after this date will be referred back to the applicant.Scholarship funds are not transferable to another person.Individuals can only apply for one scholarship per year.Successful applicants will need to apply for study leave in line with departmental policy.The Department of Health and Human Services, Centre for Learning and Professional Development must be notified in writing of any leave of absence or withdrawal from a course (or individual units) as soon as possible.
