Bug fix: When downloading a data dictionary snapshot from the Project Revision History page, if the dictionary contained any UTF-8 encoded characters, then the snapshot might not open correctly in some CSV viewers, such as Microsoft Excel, in which those UTF-8 characters would get mangled and be unreadable, whereas the normal data dictionary ... ................
