General Background

into its ninth year of conflict, conditions in Syria remain highly volatile and are marked by intense violence and limited humanitarian access. Humanitarian needs have increased, while the geographic area of responsibility for the Shelter and NFI sectors has also increased. The scale, complexity, and severity of humanitarian needs in Syria increases the necessity for up to date, timely, and accurate information to inform humanitarian planning.

The Shelter and NFI sectors coordinate the emergency assistance and longer-term support for both shelter and NFI interventions in Syria with approximately 25 partners per sector. The current IMA is on extended medical leave while the International IMO position is vacant due to the non-approval of visa. At the same time, there is a strong need for data in order to determine the gaps, track assistance, and support a coordinated humanitarian response in these two sectors.

Duties and Responsibilities:

- Provide ongoing IM services to support the national NFI and Shelter sectors and stakeholders with information that supports humanitarian strategic decision making this includes maintain monthly 4W data collection; using the 4Ws to analyze, monitor and report on overall progress, harmonize data collection efforts including post distribution monitoring, distribution plans and stocks as well as helping maintain the assessment registry.

- Programme Monitoring and Reporting: Provide support to national sectors and the partners through the development of information products (i.e. maps, infographics, factsheets) highlighting responses and gaps, to communicate with donors, humanitarian partners, and UN agencies as well as inform programming response. This requires ongoing analysis, maintain up to date information and created detailed and thematic maps.

- IM Coordination: Provide technical support and capacity building support to partners, ensure regular communication and support for IM Groups, and provide inputs/advice on regular data collection exercises while ensuring all products are circulated through the various communication platforms.

Accountability:

The Staff member providing the temporary support will report directily to the Senior Sector Coordinator and will have daily contact on tasks and responsibilities. In addition, there are weekly team meetings to dicuss main priorities for the week. The key reporting requirements and measurable outputs will include:

- Collecting, finalizing and disseminating the 4Ws for both Shelter and NFI by the 15th of every month - Analzying the trends of the 4Ws and ensuring gaps or trends are communicated to the Sector Coordinator.

- Training partners on the revised 4Ws template by the end of January 2020

- Preparing the monthly winter snapshot for December - March.

- At the end of every quarter preparing inforgraphics and maps for the Shelter & NFI updates

- Supporting the finalization of the 2019 HRP final report in early 2020.

Qualification Required:

Education:

Required: Completion of Secondary education with certificate/training in information technology, information management, demography, statistics, social sciences or any related area.

Experience:

Required: At least 6 years of relevant work experience.

Languages:

Desirable: Experience with UN agencies, Humanitarian sectors/clusters or International NGOs.

DESIRABLE QUALIFICATIONS & COMPETENCIES

Required:

- Advanced Excel skills (e.g. pivot tables, functions, etc.).

- Proven skills to analyses statistical information.

- Experience with handling confidential data and demonstrated understanding of different data collection methodologies.

- Fluency in English and working knowledge Arabic.

Desirable:

- Successful participation in the Operational Data management Learning Programme.

- Experience with relevant software such as ArcGIS, Mapinfo, SPSS, EpiInfo6, SQL Server, and/or proGres.

- Experience with HTML, PHP, ASP and/or Java is an asset.

- Ability to formulate IM-related technical requirements and Operating Procedures.
