1. Requirement Description
Describe the requirement (gap). Include a description of the delivered PeopleSoft functionality.
The State of Connecticut’s grievance administration process is handled by Agencies, the Office of Labor Relations (OLR) and autonomous entities Judicial, UConn, UCHP, Higher Education, Education and the Community Colleges. Grievances enter the process at different steps, depending on the alleged violation; some are filed at the Agency and others directly to a higher level (OLR for the classified service and at higher administrative authorities within the autonomous entities named above). Each Agency needs the ability to query on grievances filed within their agency and statewide by union, by grievance type, by contract article all within a specified date range.
2. Business Need
Provide a justification for the requirement. Include information about frequency, volume, number of users impacted, etc.
The ability to query grievance information would enable agencies to track and organize all pending matters. In addition, LR Specialists would be able to see if other agencies were facing similar grievances from the same union and the resolution at each step.

Creating reports provides the needed grievance information to all state agencies.
7. Organizational Impact of Recommendation
Describe the changes to the organization that result from the recommended solution. Include a description of any role, process, statute, or bargaining unit agreement affected.
Central and Agency Labor Relations Specialists will need to be trained to execute the reports for review and reporting.
8. Process Solutions
Describe the possible Process Solutions. Include a description of impacts and benefits of each solution.
Option 1. Each agency would create multiple pre-defined queries that may be used by Central and Agency LR personnel to review and report on grievances.
1) Create a query to select the Grievance ID and Department on the Grievances-Grievance page for a query of grievances for the entire state within a specified date range. If a new field is added to capture the department of the grievant (Requirement HR155), select this field for the query. If a new field is not added, but the grievant is an Employee, the Emplid can be used to reference the department. If the grievant is a Union or Other, the Department field that is used for Security purposes can be selected for the query.
2) Create a query to select the Union code and Grievance ID from the Grievance table for a statewide query by union within a specified date range.
3) Create a query to select the Grievance Type and Grievance ID from the Grievance table for a query of Grievance Types within a specified date range.
4) Create a query to select the Contract Ref field and Grievance ID on the Grievances-Grievance page within a specified date range.
Note: Each of these queries would need to be duplicated to run by specified agency or the results of the statewide queries could be sorted by agency in Excel.

Description: Create multiple reports to select grievance information statewide for Central use and by agency for agency use. Create a report to select the Grievance ID and Department on the Grievances-Grievance page for grievances within an agency or for the entire state within a specified date range. Create a separate report to select the Union code and Grievance ID from the Grievance table for a statewide report by union within a specified date range. Create a separate report to select the Grievance Type and Grievance ID from the Grievance table for a report of Grievance Types within a specified date range. Create a separate report to select the Contract Ref field and Grievance ID on the Grievances-Grievance page within a specified date range.
