DECISION OF THE PRESIDENT OF THE EUROPEAN COMMISSION of 1.11.2014, as modified by the Decisions of the President of 13 July 2016,

21 September 2016, 12 July 2017 and 1 July 2019 on the organisation of responsibilities of the Members of the Commission

THE PRESIDENT OF THE EUROPEAN COMMISSION,

Having regard to the Treaty on European Union and the Treaty on the Functioning of the European Union, Having regard to the Treaty establishing the European Atomic Energy Community, Having regard to the Commission's rules of procedure, and in particular Articles 3 and 25 thereof,

HAS DECIDED AS FOLLOWS:

Article 1 Without prejudice to Article 18(4) of the Treaty on European Union, the following Members of the Commission are hereby appointed Vice-Presidents of the Commission: Mr Frans TIMMERMANS, Mr Maros SEFCOVIC, Mr Valdis DOMBROVSKIS, Mr Jyrki KATAINEN.

The order of precedence of the Vice-Presidents of the Commission is established as follows : Frans TIMMERMANS Federica MOGHERINI Maros SEFCOVIC Valdis DOMBROVSKIS Jyrki KATAINEN

Article 2 Without prejudice to Article 1 of the present Decision, the order of precedence of the other Members of the Commission shall be based on their seniority in the Commission and, in the event of equal seniority, their age.

Article 3 Where the President is prevented from exercising his functions, they shall be exercised, except as regards the Union's external representation, by the first Vice-President, Frans TIMMERMANS.

If the first Vice-President is also prevented from exercising these functions, they shall be exercised by the Vice-Presidents in accordance with the following order of replacement:

If the Vice-Presidents are also prevented from exercising these functions, they shall be exercised by a Member of the Commission in accordance with the order of precedence laid down in Article 2 of the present decision.

Article 4

In the field of the Union's external representation, where the President is prevented from exercising his functions, they shall be exercised by a Vice-President with the following order of replacement:

The areas for which the Members of the Commission are specifically responsible for preparing the work of the Commission and for implementing its decisions are allocated as follows:

In the field of coordination and surveillance of the economic and budgetary policies of the Member States, in particular of the euro area, any decision requiring approval by the Commission pursuant to the Treaties shall be prepared and submitted by the Vice-President

for the Euro and Social Dialogue jointly with the Commissioner for Economic and Financial Affairs, Taxation and Customs. Article 12(5) of the Rules of Procedure will apply.

PORTFOLIO RESPONSIBILITIES

The allocation of responsibilities of Commissioners for departments below, decided by the President, follows from the individual Mission Letters that the President has addressed to each Member of the College. In these letters and when he announced the portfolio allocation on 10 September 2014 and 22 October 2014, the President also pointed to a number of changes in the structure of services. The accompanying administrative decisions, where necessary, will be submitted separately to the College1.

In addition, for initiatives requiring a decision by the Commission in their area of responsibility, he will guide the work of the Commissioner for Justice, Consumers and Gender Equality, the Commissioner for Migration, Home Affairs and Citizenship and the Commissioner for the Security Union. He will also oversee all work related to sustainable development and ensure respect for the Rule of Law, the principle of equality and the principle of transparency in international trade negotiations.

As Vice-President for Energy Union, Mr Sefcovic will work closely with the other VicePresidents. In his area of responsibility related to Energy Union, he will steer and coordinate the work of several Commissioners, in particular the Commissioners for Climate Action and Energy; Transport; Internal Market, Industry, Entrepreneurship and SMEs; Environment, Maritime Affairs and Fisheries; Regional Policy; Agriculture and Rural Development; and Research, Science and Innovation.

As Vice-President temporarily responsible for the Digital Single Market, he will steer and coordinate the work of several Commissioners, in particular the Commissioners for Digital Economy and Society; Internal Market, Industry, Entrepreneurship and SMEs; Employment, Social Affairs, Skills and Labour Mobility; Justice, Consumers and Gender Equality; Economic and Financial Affairs, Taxation and Customs; Regional Policy; and Agriculture and Rural Development.

As Vice-President for the Euro and Social Dialogue, also in charge of Financial Stability, Financial Services and Capital Markets Union, Mr Dombrovskis will work closely with the other Vice-Presidents. In his area of responsibility, he will steer and coordinate the work of several Commissioners, in particular the Commissioners for Economic and Financial Affairs, Taxation and Customs; Employment, Social Affairs, Skills and Labour Mobility; Internal Market, Industry, Entrepreneurship and SMEs; Regional Policy; and Justice, Consumers and Gender Equality. In the area of Financial Stability, Financial Services and Capital Markets Union, Mr Dombrovskis will cooperate effectively with Mr Katainen, Vice-President for Jobs, Growth, Investment and Competitiveness.
