This is critical as the RFP is requiring a large amount of supplies, uniforms, signs, cones, etc. This is also necessary to charge all the required items in the RFP.A1: No storage area provided.Q2: Could the operator provide a shed/office for the onsite manager office and storage? This will be located on a pre-approved area. Would the VA provide this shed with electric power for lighting, radios, computer, A/C, etc.? A2: Yes, depending on size, could be placed in one of the lots. The VA could put in work order for electric power depending on the location. Q3: Can the operator number the valet parking spaces?A3: The contractor can number the spaces. The government will not. Q4: From the current Valet Operator, what valet equipment/items will stay with the hospital and transfer to the new contract i.e. booth, podium, key boxes, etc.? Valet drivers go to the SCI lot and bring the car to main valet for the veteran.Q10: When can the valet stop taking incoming vehicles?A10: Valet should never close down. Does Texas have special training and testing over all the other states in the U.S.?A14: Because as all states have to operate a motor vehicle the state license is the only valid license, a person has 10 days after moving to the state to obtain a valid Texas license. Other states have other amounts of days.Q15: The RFP did not define what driving records are acceptable or not-are there any parameters?A15: Driving records from the State DMV/Department of Public Safety. Q16: The RFP has the most stringent hiring requirements ever required in our 10 years working with VA hospital as well as in the 25 years of parking experience working in the hospital valet parking industry. Is there any consideration in revisiting these for the following reasons:The years of previous valet experience, as well as specific hospital valet parking only experience, for all listed positions, especially for valet attendants in which a very large staffing contingency will be needed, substantially decreases the potential labor pool.A16: We require that because this valet is not like a hotel/restaurant this Valet works with veterans who have scooters, wheelchairs, etc. And we want professional /customer service attendants.Q17: RFP required background checks and orientation (How long does each of these take and what is the cost to the operator? This is need for the pricing and planning of the operations). A17: They shall complete the companies background, and then complete documents for a basic clearance through the Personal Identification section at the hospital. All employees shall pass this in order to be on the facility grounds. The Facility background must be initiated prior to an employee starting.Q18: The RFP states that we are to report training certifications and licensing accomplishments. Please explain in detail what these requirements are.A18: This is monthly and quarterly training as well as initial training given by the government. For New hires the training must be coordinated with the COR.Q19: Can the operator provide employee ID on lanyards instead of name tags as the name tags get caught on seat belts and ripped off frequently?A19: YesQ20: Are the valet lots shared with any other parking group?A20: No Q21: How is the valet lot segregated from the other parking lots? A36: IF the valet manager has worked at Hospitals before they know that joint commission is big on access, and the insuring that veterans are assisted with their devices.Q37: The Contractor shall keep a daily log of the number of vehicles the valet parked and furnish a copy of the log to the VA Police at the end of each work day. Q: (The valet parking software reports as well as our daily internal reports are all electronic and not paper. Could we email the daily reports to any one the VA requires to, the next morning after the operations)?A37: Yes. Q38: The Contractor shall purchase, install and store keys belonging to patients after business hours in an electronic key box with the valet parking stubs attached identifying the vehicle by color, type and license plate. The VA Police or MAA shall escort the owner of the vehicle to the electronic key box after hours to retrieve the keys and the owner shall provide the stub and the numbers shall be checked. The VA Police or Security shall escort the patron to their vehicle. Q: (Where will this key box be installed at? What size? By electronic key box you mean a key box with an electronic lock system? We provide vehicles transfer logs that need to be filled by the person releasing the afterhours vehicles, who will do this)?A38: Large enough to hold approximately 100 keys, as many times vehicles are not picked up immediately if a patient is admitted. The key box will be mounted on the wall at the Valet main desk. VA Police will be provided with the combination. And VA Police will do this. Q39: Handicap patient vehicles shall have the option of valet parking or parking themselves in patient self-parking lots I or N. Q: (Valet parking attendants should NOT drive handicap modified vehicles for safety and insurance reasons).A39: The Veteran shall park the vehicle and the valet shall show them where to park.Q40: The parking counter shall be equipped with (2) 120v/20A circuits and a phone line. The contractor shall provide cell phones or other communication device between the Valet Supervisor and the valet attendants. The telephone at the parking counter is for local telephone calls only so that the parking patrons/VA staff can communicate with the attendants and for use in emergency situations. All questions about Valet Parking operations shall be directed to this phone. The contractor is responsible for providing any additional telephone service for long distance calls. Q: (How big should this stand be?A40: This counter and phone is provided by the government and exists already. It is already powered. Q41: Would the hospital provide the valet with a dedicated wireless internet connection for the automated valet system, it will need to be a separated connection from the hospital to ensure that additional training and background checks are not needed for our staff.A41: No, the contractor can purchase hot spots if necessary. Verizon is the internet provider. Q42: Tour of Duty. All Valet attendants shall begin work promptly at the start of their tour of duty and shall remain on the job until the end of their full tour of duty except for authorized breaks. Tour of Duty shall be Monday through Friday: Valet 1 5:30am-6:30pm and Valet 2 8:00am-2:00pm Q: (This requirement looks to be asking for every employee to work from 5:30am to 6:30pm please clarified that this isn't the case).A42: Schedules are set by the contractor. The hours covered shall be sufficient to meet the measure of all vehicles dropped off within 10 minutes, and picked up by 15 minutes.Q43: The Valet Manager can/shall perform duties as a Uniformed Manager on this contract. Q: (Uniformed manager? do the VA expect to have the manager use a different uniform from the Valet?A43: Professional appearance is fine, keeping in mind this is Houston and days can get as high as 110 degrees with the humidity. We wouldn’t ask that the manager wear suite daily. Q44: Physical Examination. All Contractor employees shall successfully pass a physical examination by a licensed physician or health professional prior to being assigned to duty under this Contract. The Contractor shall provide written medical certification for each employee to the COR upon receipt of award. A44: The documentation stays at the contractors. All the government requires is that the person be cleared medically to work on the contract.Q45: Visual acuity in each eye shall be correctable to 20/30 (Snellen) with eyeglasses or contact lenses. If the uncorrected distance vision is not at least 20/40 in the better eye, the employee shall carry an extra pair of corrective lenses. Near visual acuity, corrected or not, shall be at least 20/40 in the better eye. Field of vision shall be at least seventy (70) horizontal meridians in each eye. The ability to distinguish red, green, and yellow colors is required. Loss of vision in one eye is disqualifying. Q: (This requirement has never been used by other VA hospitals, and this will increase the contract cost significantly and will slow down the hiring process to a point that could be in detriment of the operations resulting in a detriment of the service provided to the veterans). A45: They are driving veterans vehicles and must have 20/20 corrected vision and can’t be color blind as we have several stop signs along the route.Q46: Individuals shall have no hearing loss in the better ear greater than thirty (30) decibels average at 500 Hz, 1,000 Hz, and 2,000 Hz, with no level greater than forty (40) decibels at any one frequency (by ISO 889 “Standard Reference Zero for the Calibration of Purtone Audiometer” (1975) or ANSI S3.6-1969 (f. 1973) “Specifications for Audiometers.”). Q: (With all these requirements just the screening process could take weeks to replace an employee that resigned (In the valet parking industry, 99% of employees don’t provide you with a two week notice but just resign and leave immediately and now it will take us weeks to replace the employees).A46: They are driving veterans vehicles, and need to be able to hear emergency vehicles, horns, etc.Q47: The Valet Supervisor, alternate Valet Supervisor, or Supervisors shall not alter the assigned duties of the Valet Attendants, particularly when the Valet Attendant is on duty, without first notifying the COR. The purpose of this restriction is to prevent breaches of security from occurring when a Valet Supervisor changes the assignment or duties of an attendant without knowledge of the current security situation at the facility nor notifying the COR. Q: (The on site management team will need the flexibility of changing staff duties as needed when needed to meet and exceed the requirements, the management staff needs to make decisions as needed when needed on the spot and wouldn’t be able to try to find the COR for approval).A47: All this means is to insure that a person who has not been background cleared is put to work before being cleared.Q48: All formal training required shall be presented by persons who are certified or qualified to instruct the specific required subjects. Certification to instruct the specific subject shall be in the form of a certificate issued by an accredited institution of learning (school, college, university, etc.), a governmental (Federal, State, County, etc.), educational certification body (agency, board, commission, etc.), or by documentation that the person instructing has sufficient experience in the subject matter to be able to instruct the subject in an authoritative, practical and current manner. Q: (We are talking about parking related training! No institution will provide these training as needed when needed onsite, our management staff have the qualifications to provide this training).A48: We are saying experience in dealing with veterans, assisting with motorized scooters, wheelchairs, walkers, etc. As well as professional customer service.Q49: You are requesting that an employee working 5 days a week in the middle of TX summer has to have 1 shirt? The minimum should be at least 3. What about black Bermuda’s shorts for the summer months? Boots for valet parking? Long sleeve for outdoor valet running miles per day? To meet these requirements correctly and provide the actual needed qty of uniforms to all the employees, you will be looking at an additional $25,000 per year in cost.A49: Contractors discretion. Q50: The Contractor shall furnish and maintain in acceptable condition, at no cost to the valet attendant employees, all items of uniform and equipment necessary to perform work required by this contract, as discussed in this paragraph.
