Amendment to Definition of Rupture

Transmitted by PRBA - The Rechargeable Battery Association

Introduction

Certain lithium cells are prone to swelling at high temperatures depending on state of charge and chemistry. For example, some cells swell during the temperature cycling test to the extent that the outer enclosure of the battery breaks or fails and internal components are exposed which may present a hazard (e.g., short circuit) during transport.

“Rupture” is the only requirement that considers exposure of internal components. However, the definition of Rupture may not adequately address the exposure of the interior of a battery.

PRBA invites the WG to consider if an amendment to the definition of “Rupture” is necessary to more clearly define an acceptable criteria for cells that have a tendency to swell and expose internal components. This could be accomplished by the amendment noted below.

PRBA also is propsing to eliminate the text “induced by an internal or external cause” because it appears to be unnecessary language in the definition.

PROPOSAL

Rupture means the mechanical failure of a cell container or battery case induced by an internal or external cause, resulting in exposure of internal components or spillage but not ejection of solid materials.
