1. This document outlines the Commander’s Standards for Cadets in the University of New Hampshire’s Army ROTC Battalion in the areas of academics, personal and professional conduct, Physical Readiness Training, wear of the uniform & grooming.
2. Failure to adhere to appropriate Army regulations or maintain standards in this document may result in counseling, reduction in academic grade, loss of awarded scholarships, or possible dismissal/ disenrollment from the ROTC program.
a. Participation Requirement Standards:
(1) Participation in Physical Readiness Training, Labs and FTXs are mandatory. The experience a Cadet gains during these sessions cannot be duplicated and are missed opportunities for growth that may not be re-captured. Cadets must receive permission to be excused for any event and, if possible, make arrangements for make-up training. Cadets who do not contact their instructors in order to be excused will be counted absent and be penalized for it. Cadets who are habitually absent will see their grades suffer and be candidate for disenrollment from the course.
(a) Cadets must contact both their instructor and chain of command if they will be absent from Labs, PT and/or FTXs. Coordination for missed Labs and FTXs must occur as early as possible, and no later than 72 hours prior to the event.
(b) Cadets who have three or more unexcused absences in a semester will receive a failing grade. All class work from absences will be coordinated and made up with your instructor.
(c) Missing one Lab without approval or two Labs with approval will reduce class grades by a letter.
b. Academic Standards:
(1) All Cadets must be registered for classes and attending school full time in an undergraduate or graduate degree program at the host, partnership, or affiliate school. All Cadets will make academics their priority. The Wildcat Battalion goal is for all cadets to maintain a cumulative 3.0 GPA or higher. Cadets who achieve higher academic success will be placed higher on Order of Merit Lists (OML) for summer training opportunities, scholarships, and awards.
(2) Cadets who fail to maintain a 2.0 semester GPA and/or 2.0 cumulative GPA will be placed on academic probation or administrative suspension for one semester and may lose scholarship benefits. This is a breach of contract and may lead to disenrollment from Army ROTC and recoupment of any awarded scholarship benefits. Scholarship cadets who receive a grade of “F” in any class will be placed on academic probation. Multiple semesters of academic probation may lead to disenrollment and recoupment of scholarship benefits.
(3) CC Form 104-R Planned Academic Worksheet: Cadets are responsible for meeting their university and department graduation requirements on time. Failure to do so is a breach of contract and may lead to disenrollment. Cadets will update their CC Form 104-R (Planned Academic Worksheet) every semester within the first 30 days of each semester, and will turn in a hard copy to their ROTC instructor. The fall and spring semester copies of the 104R will be signed by the Cadets academic advisor.
c. Physical Fitness Standards:
(1) All contracted Cadets are required to pass Army Physical Fitness Tests each semester. The Commander has assigned the following goals for each MS class:
MSIV: 90 points pushups, 90 points sit-ups, 90 points run; 270 points total
MSIII: 80, 80, 80; 240 total
MSII: 70, 70, 70; 210
MSI: 65, 65, 65; 195
(2) Cadets are required to attend all Physical Readiness Training sessions. Only a Cadet’s instructor, the PMS, or SMSI may excuse a Cadet from PT. Participation is a large part of leadership development, team-building, and evaluation processes. MSIIIs / IVs cannot mentor and evaluate if they are not part of the group conducting PT. Underclassmen who see MSIIIs / MSIVs “doing their own thing” will be resentful and not connect with, or trust, their primary mentors the way they should.
(3) Incentives:
a. Cadets who meet the established MS class APFT goals, on any PT test, are allowed to conduct PT on their own on Tuesdays & Thursdays until the next APFT.
b. Cadets who achieve a 300 on the semester record Army Physical Fitness Test are required to attend M-W-F PRT sessions, but are authorized to conduct Physical Readiness Training on their own during Friday’s session after accountability.
(2) The first time a Cadet scores 90 in each event, the cadet will be recognized by being awarded a Physical Fitness Excellence Patch that can be sewn onto his/her APFT uniform. Higher APFT Scores also raise Cadets placement on OMLs and are considered when Airborne, Air Assault and other military schools are available.
(4) Cadets are required to meet the standards set in AR 600-9, the Army Weight Control Program, in order to be considered for contracting, commissioning, LDAC and/or other schools and programs. Cadets who DO NOT meet these standards are NOT eligible for any PT incentives.
d. Uniform/Grooming Standards: Personnel are required to present a professional appearance at all times in and out of uniform.
(1) The Battalion Commander designates the uniform of the day. Cadets represent the unit and the Army at all times, especially when in uniform on campus while en route to attend training. The Commander may authorize unit specific garments (t-shirts or hoodies) to be worn on certain days. Adding non-regulation / unauthorized clothing or wearing the uniform incorrectly gives the impression that the Cadet and the unit are undisciplined and will not be tolerated.
(a) Physical Training.
1. Summer PT uniform generally consists of the IPFU shirt and shorts, white ankle socks (no stripes or logos), running shoes, underwear (not boxers), sports bra (female), and reflective belt. When weather conditions worsen Cadets will be instructed to wear or bring the items required to complete the cold weather uniform.
2. Winter PT uniform generally consists of all summer PT uniform items, with the addition of black Army issue gloves, fleece cap, IPFU jacket and IPFU pants.
3. When in a military uniform, headphones / ear buds WILL NOT be worn during PT at anytime.
(b) ACUs are worn with proper sand-colored boots, green/black Army issue socks, ACU trousers with belt, ACU jacket, sand-colored T-shirt, and ACU patrol cap. For inclement weather, the field-jacket, wet-weather gear or Gortex jacket may be added with black Army issue gloves. The Cadet Command Patch will be worn on the left sleeve, and either the University ROTC Distinctive Shoulder Insignia or Former Wartime Shoulder Insignia will be worn on the right sleeve. Badges and tabs properly earned, either during prior military service or ROTC training, may be worn IAW AR 670-1.
(c) Male Cadets will at all times have a good military hair-cut and fresh shave while in uniform (PTs, ACUs, and Class As/ASUs) or when entering Zais Hall in civilian clothes. When entering Zais Hall not in uniform, Cadets will wear appropriate civilian attire that is in compliance with being at a military place of work.
(d) Female Cadets will have their hair up off the collar of the uniform and be in compliance with Army jewelry, make-up and finger-nail polish standards. When entering Zais Hall not in uniform, Cadets will wear appropriate civilian attire that is in compliance with being at a military place of work.
e. Customs and Courtesies Standards: In order to maintain a professional environment and train Cadets for their eventual commissioning and assignment to their first units the following behaviors, customs, and courtesies will be strictly enforced by all Cadre and Cadets in the Battalion.
(1) Saluting: While outside in uniform, all Cadets who approach a commissioned officer of any branch of the service will come to the position of attention, render a crisp military salute and give the greeting of the day. (“Good morning, Sir/Ma’am”; “Good afternoon, Sir/Ma’am”; ‘Good evening, Sir/Ma’am”). The Cadet will hold the salute until the officer returns his/her salute. While speaking to the officer the Cadet will remain at the position of attention unless told otherwise by the officer. If just walking past the officer, salute between 6 and 30 paces, give the greeting of the day and continue walking while holding the salute until the officer returns the salute.
In order to maintain good military order and discipline, and develop good habits with regards to military courtesy and practice used in the Army, the CADET chain of command will be treated IAW the respect due to their assigned duty position. ALL Cadets will properly recognize and treat assigned leaders IAW normal Army standards. This includes rendering the proper greeting (i.e. saluting) when applicable, and using the appropriate address - “Sir” or “Ma’am.”
(2) Non-Commissioned Officers (NCOs): When passing or addressing an NCO, Cadets will sound off with the greeting of the day and the NCOs rank (“Good afternoon, Master Sergeant”). Cadets will assume the position of Parade Rest unless told otherwise by the NCO. Cadets report to an NCO the same way as they do an officer’s except there is no salute.
(3) Contractors & DA Civilians: All Cadre are vital to the success of our unit and are to be treated respectfully. As such, they will be addressed in all correspondence and dialogue as “Mr.” or “Mrs”, etc, and “Sir” or “Ma’am” during conversation.
(4) Reporting: When reporting to an officer proper protocol is essential. Come to attention outside the door and firmly knock three times on the door jam. When told to enter march in and center yourself in front of the officer’s desk, two paces away, pause in the position of attention for a moment, render a crisp salute and say, “Sir, Cadet ______ reporting as ordered.” Wait for the officer to return his/her salute, and then cut your salute and stay at the position of attention until told to ‘at ease’ or sit. When dismissed, the Cadet comes to attention, renders a crisp salute and sounds off with “Wildcats, Sir!” Hold the salute until returned and exit the office. While conversing, the Cadet will sit upright in the chair and maintain attention on the speaker.
f. Misconduct:
(1) Cadets are representatives of the UNH Army ROTC program and the United States Army. Cadets need to understand that their actions reflect not only on their own potential for being an officer, but also on the unit, university, and the Army.
(2) Cadets MUST divulge any misconduct (i.e. ticket, arrest, summons) to their instructor. These incidents affect a Cadet’s readiness. Fines over $250 are required to be sent to the Brigade Commander for reconciliation. Any Cadets arrested for alcohol related or other offenses are automatically subject to suspension and/or dismissal from the program. Other administrative disciplinary actions (i.e. counseling or revocation of scholarships) may also be considered by the command.
g. Responsibilities:
(1) It is the responsibility of each Cadre member and Cadet to enforce these policies in order to properly prepare Cadets of the Wildcat Battalion for their military careers and to develop proper good order and discipline within the unit.
(2) The Cadet chain of command is charged with policing the day to day conduct and standards in the unit. On the spot corrections and counseling is encouraged for corrections and/or recognition of good work. This will bring order and discipline to the ranks and prepare Cadets for their future as leaders of tomorrow’s Army.
