SECTION I – Field Office Technical Guide Maintenance Policy
INTRODUCTION
Field Office Technical Guide maintenance policy in the Pacific Basin Area shall be set by the Director of the Pacific Basin Area following the advise and recommendations of the State Technical Guide Committee (STGC) and in line with National NRCS policy established in the General Manual. All updates and maintenance of PBA Field Office Technical Guides and related reference materials shall meet National and PBA FOTG consistency policy. All Field Offices shall implement these changes.
The need to maintain a high degree of technical consistency in the dissemination of this information is critical in ensuring that NRCS personnel provide the best technical assistance to our partners. Field Office personnel are responsible for maintaining their local FOTG and/or forwarding FOTG technical information needs based on local resources and issues to the appropriate State Specialist. Figure 1 outlines FOTG maintenance responsibilities within the Pacific Basin Area (Ref: GM-45 Part 410 Subpart A – 401.1 (a) – (d).
As an information source, Web-based documents provide immediate access to technical resources. In order to maintain a consistent FOTG throughout all Pacific Basin Field Offices and Service Centers, all NRCS personnel shall follow all guidance with regard to FOTG updates and maintenance.
Where web-based information is available, and there are no Pacific Basin supplements to the manual or handbook, accessing this information from web-based sources is adequate in lieu of maintaining a hard-copy version of the document in the Field Office. All web-based manuals or other technical information shall be properly documented within Section I of that office’s FOTG. Documentation of any amendments received must be routed to all Field Office personnel.

STATE TECHNICAL GUIDE COMMITTEE
The Pacific Basin State Technical Guide Committee (PB-STGC) was formally established through a Pacific Basin Amendment to the General Manual: Part 401.1 (Pacific Basin) Responsibilities, dated (July 5, 2002).
The Director of the Pacific Basin designates the following positions as permanent membership of the Pacific Basin State Technical Guide Committee (STGC):
1. Pacific Basin State Resource Conservationist
2. Pacific Basin State Conservation Engineer
3. Pacific Basin State Resource Soil Scientist
4. Field Office Representative
Chairperson for the Pacific Basin STGC shall rotate annually in order as presented in list above. The Field Office Representative shall not be considered for appointment as PB-STGC Chairperson.
The PB-STGC Chairperson is responsible for coordinating with all other PB-STGC members, preparing appropriate documents for review and setting the PB-STGC meeting agenda. The PB-STGC shall meet twice each year in January and July. The Chair appointment shall transfer annually at the close of the January STGC meeting.
If the pre-designated position(s) are vacant then the designated acting for that position will assume STGC responsibilities until the vacant position(s) is filled. Appointments of Field Office Representative shall be annual appointments set by the PB Director.
STANDARDS AND SPECIFICATIONS
The structure and general format guidance for Conservation Practice Standards was established by the National Technical Notice 113. Notice 113 will be followed with all future updates to Pacific Basin practice standards. Formatting guidance for all PBA practice standards and specifications will follow the guidance provided in:
1. Format Guidance for PBA Practice Standards; and,
2. Format Guidance for PBA Practice Specifications.

Definition: The modification or rehabilitation of an existing or degraded wetland, where specific functions and/or values are modified for the purpose of meeting specific project objectives. (d) Staff at the Field Office or Equivalent
1) The field office technical leader (District and Resource Conservationists) will:
i) identify and report technical need, local resources and issues, etc. and PREPARE such material for REVIEW and approval by the STGC prior to inclusion into the FOTG;
ii) Maintain the FOTG in the office(s) they supervise;
iii) Ensure that ALL FIELD OFFICE EMPLOYEES maintain reference materials used for technical assistance in the FOTG;
iv) Identify needed changes and/or additions to the FOTG; and
v) Request ASSISTANCE from specialist in the State, Region, National Headquarters, as appropriate, to make needed changes or additions.
2) All field office employees are responsible for identifying the need for improvements and new technology and for informing field office technical leaders of those needs, who in turn, inform State Conservationist or designees, as appropriate.
3) In the Pacific Basin Area, Field Offices are responsible for Section I, Local References Updates.
