Course location/delivery: Tampa campus, face to face and online elements

Brief description:

This 15 credit certificate (3 required core courses, 2 electives) will prepare students who will be working in the areas of plann ing, development and policy, largely in the public and nonprofit sector, in areas on or near the coast.

We will train planners, policy makers and public/nonprofit managers to address the growing challenges facing coastal communities. With course content covering land use and economic development planning, environmental policies, disaster preparation and recovery, and considering the human and natural environments, we will educate current and future practitioners seeking to build more resilient coastal communities. Our focus is on the development of resiliency -- the ability to bounce back and build adaptive capacity -- in our built environment and our social institutions.

A "resiliency" paradigm has come to replace the "sustainability" paradigm for those addressing responses to climate change. The concern of resiliency planning is how to adapt to and absorb shocks to the system. It is this large encompassing umbrella that makes resiliency thinking so appealing. Under this large umbrella resiliency is most often aligned with issues of climate change, which makes it an ideal area of study at USF Tampa.

The Tampa Bay area has been identified by several studies as one of the most vulnerable to climate change and sea level rise in the U.S. This poses particular challenges for the area's coastal officials who must balance social, economic, and environmental concerns as they plan for the future of Gulf Coast and Tampa Bay communities. It also makes our area a perfect laboratory for those seeking to study adaptation and resiliency in the face of today's coastal environmental challenges.

JUSTIFICATION

Purpose: Describe the nature of the graduate certificate program, its primary goals. why it is needed and how it is unique.

1. Goals. To train practitioners to build resiliency into land use, planning, policy, and community development activities . 2. Need. Every local government along the Florida coast is required to have a "coastal element" in their comprehensive plan, which since 2015 must include specific attention to flood risks. Moreover an increasing number of businesses are planning for climate change and sea level rise, so we anticipate this certificate will meet a growing demand among employers. Thanks to our ongoing partnerships with Hillsborough County government and the Urban Land Institute we know that there is need for more professionals with this kind of training. 3. Uniqueness: Our focus on resilience; our attention to social and economic impacts along with concerns about natural and built environments; and our ability to deliver courses taught by research-active full time faculty are all advantages we have over similar offerings; our incorporation of service learning pedagogy across the curriculum, which improves educational outcomes while creating value across the community.

Benefits: Describe how this graduate certificate will benefit students. the department, the university and the community. The USF Tampa Strategic Plan emphasizes research and education "to change lives, improve health, and foster sustainable development and positive societal change." Training students to address the particular planning and recovery needs of coastal communities with attention to the built environment and to social and human capital would be consistent with these strategic priorities. Our department, college and university will benefit from attracting tuition paying graduate students to develop mastery in an identified area of need. Our faculty will also benefit by drawing attention to our departmental strength in this research area and furthering our capacity to carry out field research and service learning projects in this area. Students will benefit by having a clearly identified path to develop competence in an area of increasing Importance and where there are growing employment opportunities. Our community benefits as we can offer high level training to current and future professional staff in a vital area.

Marketing/Outreach: Describe your target market. Our target market will include current stud_ents In the School of Public Affairs who would want a coastal planning foc_us as they work toward their MURP and MPA degrees. We would also target regional practitioners who are increasingly charged with the development of coastal resiliency plans, and who might wish to enroll in this certificate either post-baccalaureate or after receiving a masters degree. Our partnerships with professional organizations and practitioners can help us recruit students.
