University of Missouri Sinclair School of Nursing

UNIVERSITY OF MISSOURI-COLUMBIA SINCLAIR SCHOOL OF NURSING Policy for Appointment, Reappointment, and Promotion of Ranked Non-Tenure Track FacultyAppointment to the Sinclair School of Nursing (SSON) Faculty represents a mutually beneficial relationship between the University of Missouri and the faculty member. Each NTT faculty member has primary responsibility in one of the following: scholarly teaching, or research, or practice. All faculty also engage in service and professional activities related to the primary responsibility. NTT faculty’s performance should relate to the primary purpose of their appointment (teaching, research, or practice) and progressive contributions in service. Promotion of NTT faculty requires service to University of Missouri and Sinclair School of Nursing and one of the following: scholarly teaching, or research, or practice. The suggested illustrative activities for promotion are listed in Table 1 and Table 2 of this document. NTT faculty who require professional licensure must be licensed and approved by the Missouri State Board of Nursing, and the appropriate national certifying body, as required by appointment. The initial appointment is for one to three years depending on the needs of the SSON, funding, and enrollment. After the first appointment, subsequent appointments are from one to three years, with a three-year appointment reserved for the highest qualified, highest performing faculty (see CRR 310.035 Section H). Employment continues if (a) performance evaluations continue to be satisfactory, (b) the individual’s skills and abilities are consistent with SSON needs, and (c) the Dean determines that there is sufficient funding and need for the position. STANDARDS AND CRITERIA. In carrying out its duties and responsibilities relative to recommendations on appointment, reappointment, and promotion of non-tenure track ranked faculty, the ARPT Committee adheres to:The collected rules and regulations of the University of Missouri Faculty By-Laws, The website “The Office of the Provost’s Promotion for Non-Tenure Track Faculty” available at andThe current Bylaws of the SSON Faculty, available in the SSON Faculty and Staff Handbook. In addition, the ARPT Committee also uses the current version of standards and criteria approved by the SSON faculty with regard to: 1. Qualifications for Appointment, Reappointment, or Promotion to Rank. Candidates must meet qualifications described below in Tables 1 and 2 before being considered for appointment, reappointment, or promotion to any of the designated ranks.2. Standards of Performance at Rank. Standards described below in Tables 1 and 2 are illustrative examples of standards of performance used in reappointment and promotion deliberations to assess the current level of performance at rank and expected achievement at the next higher rank. No candidate is expected to meet all of the potential activities for promotion listed in Tables 1 and 2; these are illustrative examples only.3. Workload distribution. Evaluation of promotion will be based on the traditional 80% teaching, or research, or practice, and 20% service distribution of workload. Other workloads will be considered based on a faculty member’s contract with 80% work from a combination of teaching, and/or administration, research, practice and service. The faculty’s workload should be commensurate with (a) the school’s workload standard, or (b) consistent with the school’s standards for research productivity. The dossier should reflect all such activities.Promotion ProcessStructure of the ARPT committee:The ARPT committee is composed of equal numbers of tenured/tenure track and non-tenure track faculty. A tenured faculty member chairs the committee. Department Review ProcessDepartment NTT Review Process is initiated when the faculty member responds to the ARPT call for NTT promotion released at the beginning of the Spring Semester (January) each year for those interested in applying for promotion the following year. The candidate for promotion will be assigned a mutually agreed upon mentor by the Associate Dean for Academic Affairs, ideally this is someone who has recently been promoted.By March 1st, the faculty member interested in promotion will inform via email both the ARPT chair and the Associate Dean for Academic affairs that they plan to submit their promotion materials the following academic year. The ARPT chair will then inform the assigned administrative assistant to the ARPT committee so the record for promotion is initiated.By May 1st, (before the end of the Spring Semester) the candidate submits to the ARPT Committee chair: Curriculum Vitae (no more than 25 pages)Copies of refereed publications and/or selected creative works as applicable (e.g. books, book chapters, teaching manuals)Statement regarding focus area (teaching, research, or practice) and a review of their program and plans using examples as applicable from Table 1 NTT teaching faculty should submit the names and contact information for at least 2 peer faculty reviewers employed at MU but not in SSON. The peer reviewers should be:At least one rank above the sought rank for those seeking the promotion to associate professor, and at rank for those seeking promotion to professor.Persons selected should not be viewed as biased (e.g. the list should not include past mentors, collaborators, classmates, former students, close friends, or peers within SSON).For NTT research Professors, the name and contacts of at least 3 faculty employed at comparable universities who have the ability to evaluate the quality and scope of the candidate’s dossier. The external reviewers should be recognized experts in the candidate’s area of research. For NTT teaching or practice faculty, the ARPT committee will select 1 peer reviewer from the candidates list and the committee will identify a second peer reviewer for materials 3.a-c above. For research faculty the nominated list will include 2 reviewers from the candidates list and 2 from the committee using the criteria listed in sections 3.d i-ii. Selected reviewers will be contacted prior to the end of the academic year by the ARPT chairperson. Those who agree to review will be sent a packet containing 3.a-c above and promotion criteria contained in Table 1 or 2 as applicable. The promotion dossier is prepared by the faculty candidate working with their assigned mentor and ARPT chairperson, and is submitted to the ARPT at the start of the Fall semester. The dossier is prepared according to date deadlines supplied by the Provost (usually mid-semester of the preceding Spring semester). Follow guidelines for dossier contents established by the Provost's office and the SSON, in the links above. The ARPT Chairperson will make materials available to all NTT faculty at the sought rank or higher for review and initiate a vote for recommendation in September of the year materials are due.By October 1st, the ARPT committee will summarize the vote and write a recommendation letter to the Dean and Associate Dean for Academic Affairs summarizing the vote and highlight the committee’s discussion including both positive and negative features. The faculty member will be forwarded a copy of the departmental committee’s recommendation when it is sent to the Dean. If ARPT’s recommendation for promotion is not positive, the faculty candidate will have the right to appeal at the department level. If ARPT’s recommendation for promotion is not positive, the faculty candidate should adhere to University Guidelines in filing an appeal. The following people are eligible to vote on promotion for NTT faculty members: SSON NTT faculty members at the sought rank or higher, If there are not enough non-tenure track faculty members to vote at rank or higher than a special committee can be established by the APRT committee at the SSON with the Dean’s agreement, and may include members from the desired rank within the SSON or other divisions. No fewer than three faculty should vote on any promotion to avoid tie votes.
