The Commissioner will discuss the importance of ensuring the integrity of the VR program, including fiscal integrity – that VR funds are expended for VR purposes. The heart of the VR program, both fiscal and programmatic, is to ensure that: (1) VR funds are spent on allowable activities; (2) Only eligible individuals are served; (3) Non-federal funds for match purposes come from allowable sources; and (4) The DSU retains its responsibilities for the non-delegable functions. This message is consistent with the current monitoring protocol.

Lynnae M. Ruttledge, Commissioner

U.S. Department of Education Rehabilitation Services Administration

Following Senate confirmation and Presidential appointment in late 2009, LYNNAE M. RUTTLEDGE serves as the Commissioner of the Rehabilitation Services Administration. As a person with a disability and a former consumer of state vocational rehabilitation services, she brings a valued perspective to the work of RSA and OSERS. As Commissioner, Lynnae provides national level leadership and serves as a catalyst for positive change at the federal level to increase the employment of individuals with significant disabilities.

With more than 20 years of leadership in the public vocational rehabilitation program, Lynnae has committed her career to public service. She served as the Director of the Washington Division of Vocational Rehabilitation from 2005-2009 and served in executive level leadership positions with the Oregon Office of Vocational Rehabilitation Services starting in 1987.

Additionally, Lynnae has been affiliated as a volunteer with Mobility International USA (MIUSA) since 1988. Participating in international diplomacy activities through MIUSA's educational exchange programs has been an enriching experience that contributes to Lynnae's cultural competence and seeing employment as a global issue. Lynnae has participated as a disability rights, employment and independent living expert on numerous international delegations and has visited China, Russia, Japan, Zimbabwe, Uzbekistan, Peru, Qatar, Tunisia and Mali.

JOHN ROBINSON is a motivational/inspirational speaker.  In the past two years, Robinson has been from Australia to the White House discussing the Obstacles he has Overcome! John Robinson has spoken to Fortune 500 Corporations to high school students. Robinson can speak to audiences about Overcoming Obstacles in Life, Businesses or Sales!

Robinson is President and CEO of Our Ability, Inc. Our Ability is a for-profit company that specializes in mentoring people with disabilities worldwide though video stories, social media and peer-to-peer connection. Our Ability serves people in education, entrepreneur and employment support.

In 2010, John Robinson started a not-for-profit organization/501(c) 3 dedicated to educating people in schools and businesses about people with disabilities titled Disability Education Forum of New York (DEFNY).

Prior to Our Ability, Robinson worked for 20 years for television stations in New York State from sales to management. He is a 1990 graduate of the S.I. Newhouse School of Public Communications at Syracuse University.

John Robinson is the subject of a national documentary shown on Public Broadcasting Stations titled Get Off Your Knees: The John Robinson Story and authored an autobiography Get Off Your Knees: A Story of Faith, Courage, and Determination published by Syracuse University Press. John has been married for over fifteen years and has three children. In 2001, he was selected to carry the Olympic torch as it passed through Albany on its way to Salt Lake City for the 2002 games.

FEDERAL AND STATE SESSION PRESENTERS

Terry Brigance is an Organization Development Specialist with the University of Arkansas TACE Region VI. As a consultant, he provides training and technical assistance on vocational rehabilitation and independent living organizational issues and strategic planning to the State of New Mexico, Indiana, and Colorado and the Independent Living Resource Utilization Program. Also, Terry is the former Director of the New Mexico Division of Vocational Rehabilitation.

James Dawson has served as the Director of Fiscal Management for the Texas Department of Mental Health and Mental Retardation with an annual budget of $1.9 billion dollars. Since 2005, he has been Director of Accounting for the Department of Assistive and Rehabilitative Services which has an annual budget of $700,000. He oversees the federal and state reporting, cash management, and payables functions for the Division for Blind Services and Rehabilitation Services agencies.

Sarah Clardy is the Director of Management Services with the Missouri General agency.  In this capacity she is responsible for implementation and administration of all aspects of federal grants management, including personnel cost allocation.  She holds a B.S. in Accounting and Finance and an M.B.A. with Accounting emphasis.  Off the clock, Sarah’s “real” job entails mother to two amazing boys, ages 12 and 2 and wife to a Fed Ex courier who keeps them all on their toes.

Mary Gougisha, CPA, is Director of the Indirect Cost Group (ICG) and manages the cost allocation responsibility for the U.S. Department of Education. Mary approves indirect cost rates and cost allocation plans submitted by State Educational Agencies (SEAs), State Agencies, Non-profit organizations and Commercial entities.   She also approves delegations to SEAs for Local Educational Agency oversight responsibilities related to indirect cost and cost allocation matters.

John Halliday is a Senior Program & Policy Specialist at the Institute for Community Inclusion (ICI) at the University of Massachusetts, Boston. In his role at ICI he has provided technical assistance to a number of organizations and states in support of their systems change efforts to improve employment outcomes for persons with disabilities particularly as it relates to interagency coordination, funding, and systems change.

Madelyn Johnson came to the U.S. Department of Education, Office of Inspector General (OIG) from the Fort Worth Auditors office in 2004. She has audited the use of funds by non-profit organizations, post secondary institutions of education, as well as local and state education agencies. Madelyn received a bachelor’s degree in Finance from North Texas State University in 1983 and an MBA from University of Phoenix in 2002.

Chip Kenney is the Project Director of Technical Assistance and Continuing Education (TACE) Southeast. He has been in the field of vocational rehabilitation for over 30 years. He has a Masters Degree in Educational Research, specializing in program evaluation as well as a Bachelors Degree and other graduate work in Organizational Psychology. He is a graduate of the National Executive Leadership Institute and has contributed to the Institute of Rehabilitation Issues.

Philip A. Maestri has coordinated various activities within the U.S. Department of Education involving financial planning and training, audit follow-up activities, debt management and other accountability issues. He currently coordinates various efforts assisting states and other grantees to manage risks involved in implementing federal programs. Prior to joining the federal government in 1991, Phil spent 20 years working in the banking industry, including regional vice president for a large national bank.

Melaine Mason is the Deputy Administrator of Operations with Nevada Combined Rehabilitation Division. She has worked in Nevada State Government for 14 years focusing on fiscal management − 10 years with the Department of Corrections/Inmate Banking, and 2 ½ years with the Department of Employment, Training, and Rehabilitation in the Financial Management unit, and most recently Deputy Administrator/Operations of the Vocational Rehabilitation Division.

Renee Olson has 22 years in the financial arena. She is the Chief Financial Officer for the State of Nevada Department of Employment Training and Rehabilitation (DETR). She is responsible for DETR’s budgeting, fiscal analysis, accounting, financial reporting, purchasing, and inventory functions. Also, she has overall responsibility for management of the Department’s financial resources and ensuring a high level of fiscal accountability.

Marc Protsman currently serves as the Chief Financial Officer for the Ohio Rehabilitation Services Commission.  In that role he has responsibility for agency budget, audit, accounting, fiscal monitoring, and facilities functions.  Prior to being appointed to his current position, Marc served as the agency budget and audit manager.  He has been and continues to be extensively involved in managing match for the Ohio Vocational Rehabilitation program. 

Max Rudmann, MPA, is a management analyst with the U.S. Department of Education (ED); he resolves audits in the Post Audit Group in the Financial Improvement and Post Audit Operations division of the Office of the Chief Financial Officer. Along with ED program staff, auditors, and attorneys he works with managers and officials at state and local education agencies, colleges and universities, and non-profit organizations to address a wide range of programmatic and financial audit findings.

Bruce Snethen has been the Deputy Director of the Iowa Department for the Blind since 1989, with primary duties in financial management and agency administration.  He has over 33 years of experience, including positions as the Bureau Chief of Accounting and Finance at the Iowa Department of Public Health and positions with the Iowa state auditor’s office.

David Steele is the new Fiscal Unit Chief in RSA’s State Monitoring and Program Improvement Division (SMPID); David began his new position July 31, 2011.  David has been with RSA’s SMPID/Fiscal Unit since 2008 where he has been instrumental in developing and implementing new fiscal processes and procedures designed to enhance grantee fiscal accountability, including data system changes related to fiscal reports, guidance on the implementation of the new SF-425 reporting form, and the fiscal integrity module of RSA’s new monitoring protocol.
