University of Illinois Charter for Human Resources Service Center Project TeamHR support and services at the college and department level are widely disparate. In the ARR-HR final report, “One subcommittee member described the HR services provided at the unit level as the ‘conglomeration of mom and pop organizations.’” For example, at the unit and department levels, often the human resource function is a small portion of what an individual does, along with other work. Looking forward, the ARR-HR subcommittee specifically recommended the establishment of HR service centers at the college and major administrative unit levels, where appropriate.In recommending an HR shared service model, the ARR-HR subcommittee final report referenced the University Administration’s shared service center (UA Employee Relations and Human Resources), in place since 2005. This unit provides centralized service to approximately 1,500 UA employees on all three campuses with seven FTE. It is a “one stop shop” system where all HR services are handled. Furthermore, this unit is 100% self-supporting/cost recovery. There are other HR service centers operating in academic and campus administrative units across the university. Lessons learned from them will be useful in designing the recommended service center model.PURPOSEThe expansion of a shared service model is expected to improve services to the customer and allow for the re-deployment of staff to other mission critical work within the colleges and departments at each campus. The purpose of expanding HR services centers includes:Improve and enhance product and service delivery.Streamline and provide for efficient operations.Insure compliance with federal and state laws and regulations related to employment. Provide HR services through trained and certified HR professionals.Develop, implement and maintain HR career paths.Utilize staff resources previously devoted to human resource functions for the mission critical work of the academic units.OPERATING PRINCIPLESThe HR Service Center Project Team is responsible for working with the advisory team and steering team as they develop the strategy. The project team will operate in a transparent environment communicating often and in as many venues as reasonable. Members will participate as “university citizens” by making recommendations that are in the best interests of the university and its employees.Members will speak open and candidly, listen to and be open to other points of view and willingly share information and ideas. Members will actively engage in discussions and will debate issues, attempting to influence others to his/her point of view. Once a decision is made, members will support it and champion the decisions with ERNANCEThe steering team will oversee the project and ensure that people and financial resources needed to complete the task are available. It will also report about the ARR-HR projects to the President’s Cabinet and other executives, upon request. It is likely that focus groups will be needed to validate assumptions and test project outputs. The governance model below depicts the relationships with the steering and project team and focus groups. ROLES AND RESPONSIBILITIESSteering Team ChairThe steering team chair is the university executive that takes on the role of spearheading support for the project and alignment with the university executives for their support. The responsibilities include:Identification of project director.Identification of and released time for project team members to work on the project.Remove project barriers.Provide appropriate support for the team to complete its objective(s).Collaborate with project director on meeting agendas.Facilitating meetings.All responsibilities listed as a team member below.Steering Team MembersThe steering team represents the head of the three campus HR offices and HR for the administration. A representative for EEO/labor relations and one or more members of the pilot organization will also be a member of this team. Like the steering team chair, they also spearhead support for the project and alignment with the university executives for their support. The responsibilities include:Assist with the identification of people and financial resources.Break down barriers.Review draft outputs from project team.Make suggestions and recommendations.Review and approve final outputs from the project team.Champion the project team publically, as a group and individually.Assist with the prioritization of implementation plans.Assist with the communication of the project progress, deliverables and final products.Liaison with the ARR Steering Committee (Ex Officio member)Project DirectorThe project will be led by the project director. The role of the project director includes:Development of a project plan with task assignments, milestones and timeline.Get alignment to the plan from the project team.Facilitate meetings.Liaise with the project sponsor and advisory groups.Celebrate milestone successes.Project Team MembersProject team members will be given released time to actively participate as a project team member. Their responsibilities on the team will include:Actively participate in project meetings.Volunteer to lead components of the plete task assignments on time and with excellence.Volunteer insights, perspectives, suggestions, and ideas to improve project milestones and deliverables.Dedication to the success of the overall project.Administrative SupportProject team members will need administrative support to assist them to move the project forward. The expectation is that we will be using existing resources. Their responsibilities on the team will include:Clerical support.Logistical support for meetings. ................
