AB: In this article, the author describes case studies of four small colleges which were conducted in the summer of 1993 in order to explore the phenomenon of planning for library automation in small college library buildings. The study concerns small colleges which had planned and constructed a new building, and had occupied it in 1991 or 1992. Institutions selected for inclusion in the study were all Category IIB institutions. The study was undertaken to investigate how and why library facility planners for small colleges chose the information technology applications to be included in new or renovated buildings, as well as how and why they incorporated these applications into library buildings as they did. Findings and recommendations of this study are examined.

AB: This article describes the new library building of the University of Agriculture, Abeokuta, Nigeria, completed in 1992. It gives a brief history of the existing library as background. It highlights the planning processes involved, including critical choices made, location of the building, preparation of architectural briefs, architect-librarian relationship, choice of building contractors, and features of the building. It discusses problems of supervision, security, and maintenance likely to arise from use of the building. It is concluded that the library building meets the required functional and aesthetical standards required of libraries in the tropics and that it should be critically studied by other Nigerian universities planning to build their own libraries.

AB: The case study presented is a user-focused procedure for identifying strengths and weaknesses of the interior of a science and engineering library. Evaluations by library patrons and staff of technical, functional, and behavioral dimensions of the library's design provided a data base on which to formulate recommendations for design modifications to the existing library and features to include in a scheduled addition to the building. Perceived strengths included the ambient lighting design and personal safety; recommendations focused on minimizing noise from machinery and distractions from student study groups.

AB: The making of space and place (architecture) requires cultural and financial consent regarding societal value. Standards and values about the academic library of the immediate future are not always shared by librarians and architects; however, architects and librarians do possess several shared perceptions. Among these shared perceptions are that print collections will remain a primary function of libraries for the foreseeable future, flexibility in shelving arrangements are essential, adjacencies must be fluid, floor-to-floor heights should be generous, compact shelving has become commonplace, print and electronic media must coexist, and technology has not reduced library space requirements. Experience reinforces the continuing and increasing significance of the library on college and university campuses.

AB: Beyond the official standards recommending collection size for ideal building surface areas, in a library the reality depends on the existing space. But the function of these spaces has changed. Henceforward the library space is no longer a space for document storage open to the public: it has become a space of interaction between the user and the document, which has prior claim to the space. This conception has affected the physical dimension of knowledge and the appropriation of knowledge in the management of a collection as well as on the future place of electronic multimedia in libraries.

AB: Both large institutional and small public libraries are caught in a conundrum when planning major renovations or expansions: how to preserve the traditional atmosphere so patrons can browse, read, explore, and meet, and, at the same time, provide the technical links to the information highway. The standard architectural space formulae used in the past are no longer valid, as technology increasingly impacts how users access and use collections. Libraries must provide access, via digital transmission media, to offsite caches of information, as well as allow for remote access to their collections from homes, businesses, residence halls, and other locations. This article examines innovative approaches used by some university and research libraries to design sophisticated information systems that allow this dual-pathway access. Some basic design problems are considered. Case study examples of the Duke University Library and the Purcellville Library in Loudon County, VA include photographs and floor plans.

AB: In this article, the author reviews the current trends and changes in the UK Higher Education (HE) system, and the development of St George's Library in the University of Sheffield which set new standards for the whole Library system and raised expectations of what an integrated approach to academic services could provide. Implications for the new library design, along with the cost considerations of building an inexpensive building, with very high specification furniture, equipment, and fittings, are discussed. Such designing topics as cabling, furniture, positioning of personal computers, CD-ROM services, video access, library automation, and closed circuit television (CCTV) security systems within the library are examined. The article concludes by acknowledging two design awards presented for the excellence of St George's Library.

AB: The sources of printed information used by building designers are largely ephemeral and the survival of this material has been rather haphazard. This presents problems for both historians of modern building and building conservators, although the two have different needs. This paper examines the various kinds of printed material used in building and the factors affecting its likely survival. It also notes the extent to which historical material of various kinds has been collected. The vulnerability of many collections and the poor survival rate of many of the different kinds of historical printed material suggest a need for a more positive policy toward its collection. Some recommendations are outlined.

AB: Research indicates that mistakes in site selection in public and private facilities result in less than maximum potential effectiveness. For the public library, less than optimal location can mean reduced access and use. This article presents a methodology for construction of location modelling for public library facilities in diverse urban environments. Important and relevant research previously conducted and rarely used in siting decisions, is also reviewed. The models in this study are site-specific, practical, inexpensive, and useful planning tools for library managers facing location-related problems that require analysis. Standard marketing, planning, and research methods are employed. A computerized geographic information system utilizing US census data facilitated the analysis. The study utilizes population, spatial, library use, and library "attractiveness" variables to: (1) estimate the dispersion of the population and size of market areas; (2) quantify use levels at an existing facility location based on the estimated market area; (3) forecast use levels at other locations, that is, for purposes of siting a new facility, or for closure or resiting; and (4) estimate potential use levels of target markets within the population in order to develop new services or to ascertain service levels at any given or new location.

AB: Library standards are determined by librarians and if they are to be effective they must be authorized by an institution of material standing. In Nigeria, the National Library Association (NLA) is the most appropriate body. A historical overview of efforts that have been made especially in Nigeria to formulate library standards is made. Two positive efforts are identified to have so far been made by the Committee of University Librarians of Nigerian Universities (COLNU) and the Committee of Chief Librarians of Polytechnics. However while understanding the need for custom-designed standards for individual situations, it is preferable to have uniform national standards. It is anomalous that in Nigeria the National Universities Commission (NUC) Standards Guide (SG) now serves as the library building standard. A critical appraisal of the SG is made and the writer is of the opinion that since the NLA has tacitly accepted the SG, it should find ways of improving the existing norms for a more efficient planning in the future.

Research findings on requirements for materials storage, minimum light for learning spaces, colors and learner activity, and ideal temperatures for student activities are summarized in four tables, and diagrams of classroom space configurations for various audiovisual media are provided.

Article included in a special issue devoted to the theme: The new

Lied Library at the University of Nevada, Las Vegas: focus on the

planning and implementation of technology and change. The Lied

Library, Nevada University at Las Vegas, was planned and

constructed over a ten year period. During this process, the

library staff tried to plan for new technology by making the

building as flexible as possible. Although the staff had very

little technological or planning experience in the early years,

they were able to plan successfully a technologically advanced

building. Much of the success of this venture came by researching

technology and constant revision of plans to incorporate changes.

Through careful infrastructure planning, no major changes were

needed to accommodate technological upgrades. (Original abstract)

participation in the Lied Library, Nevada University at Las Vegas,

construction management proved to be an interesting challenge as

well as a learning experience for library staff. Problems of

architectural design flaws, order changes and other issues were

discussed during the project management weekly meetings in which

the library was represented. In order to make the library

technologically adaptable and extend the life of the building,

different types of infrastructure were put into place, including

an automated storage and retrieval system. Unanticipated problems

caused construction delays, and the library administration had to

remain flexible while preparing for the move into the building.

are not well adapted to user needs, the Swiss Confederation has

given thought to a better way of managing projects, the first

tests of which are the renovation of the main building and the

construction of an underground stack for the Swiss national

library. Sets out the organizational structure for the conduct of

the project distinguishing the financial, architectural and

utilization elements of the planning and describes the

non-hierarchical relationships which produced an ethos for

successful discussions during the project. Stresses the need for

partners to have an understanding of one another's professions,

and lists lessons which emerged from the five-year experience,

regarding: user needs, architectural principles and the necessity

for precision in formulating competencies for persons involved in

a project.

The evaluation of library space for its effectiveness and

efficiency in meeting patron needs is an important part of the

process in planning library facilities. However, techniques for

obtaining such information are not widely available in the library

science literature. The Role Repertory Grid Procedure, a technique

derived from personal construct theory in the behavioural

sciences, was evaluated, by means of a questionnaire survey and

interviews conducted at an unnamed Midwestern US university, for

its practicality and validity as a way of gathering user

perceptions about the effectiveness and efficiency of library

space. The grid did provide useful information on users'

perceptions of library space. However, although the Role Repertory

Grid Procedure was found to be fairly easy to administer,

questions about its validity and reliability remain to be

answered. It is believed that further work in simplifying the

analysis will be necessary before the grid can be widely used in

From the study of around 30 buildings, the views, critiques and

recommendations of the group will be published during the year

2000. They should allow greater improvements in the conception of

new buildings for universities, taking into account the evolution

of the needs of users and important services in the future.

Some university libraries in Taiwan and Mainland China do not have

special collections and university archives. Recommends that, in

order to collect, organize, preserve and use the materials that

are rare, scarce, valuable, and historical, each university

library should establish such special collections and university

archives. If the university is planning to build or renovate the

library, the architecture of the library should provide space, for

special collections and archives. Based on the architectural and

design concepts and practices of American university libraries,

focuses on spaces and facilities needed such as storage rooms,

work rooms, offices, reading rooms, exhibit rooms, art gallery,

exhibit tables and cases, security, and temperature, humidity and

Fall semester, Illinois State University's Milner Library suffered

an arson fire. 9 days later, the library opened its doors and

offered complete services. Although recovery was quick and damage

Between June and October 1996 Wollongong University Library, New

South Wales, conducted a survey of user seating usage with the

aims of quantifying such use and identifying areas where seats

could be removed to accommodate the growth of the collection.

Results indicated that maximum usage of the 648 seats available

for study was 66 per cent. This supported a conservative reduction

of seating numbers by 12 per cent, resulting in minimal impact on

users. The removal of seats enabled the installation of additional

shelving and a compactus and have assisted in accommodating

collection expansion for a further 5 year period. Original

Reviews the technical failures, inefficiency, ineptitude and

mismanagement involved in the planning and completion of the new

British Library, St Pancras, London, as reported in 3 reports of

the Committee of Public Accounts (1991), and the National Audit

Office (1991 and 1996). Outlines the history of the British

Library in the context of the 50 years that have elapsed from the

inception of the new building to its final opening. Among the

230,000 defects identified in the 1996 report are: poor quality

and reliability of the movable book shelving, damage to electrical

cabling, poorly designed ducting and the need for better emergency

lighting. Concludes that these were caused by a lack of foresight

and commitment to the ideals of the project by government, rather

than by any incompetence on the part of individuals. Comments on

unfair criticism of the outward appearance of the library building

and the contrast between the stark appearance of the latter with

the Victorian exuberance of the neighbouring St Pancras railway

station, blaming it upon the general inability of British society

to appreciate contemporary architecture. (The author may be

societal value. Standards and values about the academic library of

the immediate future are not always shared by librarians and

architects; however, architects and librarians do possess several

shared perceptions. Among these are that print collections will

remain a primary function of libraries for the foreseeable future,

flexibility in shelving arrangements is essential, adjacencies

must be fluid, floor to floor heights should be generous, compact

shelving has become commonplace, print and electronic media must

coexist, and technology has not reduced library space

requirements. Experience reinforces the continuing and increasing

Explores possiblities for remedying the perceived lack of methods

for predicting the amount of floor area likely to be required for

audio-visual materials and services in 4-year college and

university libraries. Spatial allocations were found to vary

widely among 30 recently constructed academic libraries. However

when the 30 were categorised into one of 3 groups based upon the

specific activities that each was intended to accommodate, some

homogeneity began to emerge in the spaces assigned. Results

suggest that where such categorisation is possible, rough

preliminary estimates of the amount of floor area needed for such

media can be projected as a ratio of the space needed for other

out questionnaires to 56 libraries of all types, asking for

general information about the library systems and special

information about the central library and about branch libraries

with stocks over 20,000 volumes. Changes in research, science and

education in East Germany place changing demands on libaries. 75%

of central libraries were built before 1949 so modernisation is

needed. Most large libraries are short of space so much material

is poor. In 40% of the libraries adaptation of the buildings is

impossible, so complete new buildings are needed. Advice is

included on intermediate solutions, middle and long term planning
