AFI 91-102, 6 April 1994, is supplemented as follows:

This supplement applies to all US Air Forces in Europe (USAFE) units. It does not apply to US Air Force Reserve or Air National Guard units.

5.2. Additional Voting Membership:

• (Added). HQ USAFE/SEW, Chief of Weapons Safety is the Nuclear Weapons System Safety Group (NWSSG) voting member for USAFE. Other USAFE personnel may be asked to serve in this capacity, depending on SEW's availability. Voting members must be field grade officers and knowledgeable on the weapon system being considered.

6.2. Voting Member Duties. Voting members must:

• (Added). HQ USAFE/SEW will distribute background material to appropriate HQ USAFE staff agencies for their review and comments.

9.11(Added). OL-EL/ELO is the command office of primary responsibility (OPR) for the distribution of draft safety rules to US units for all non-US NATO programs as contained in the Air Staff-approved NWSSG report. The draft copy is for meeting training requirements only. HQ USAFE/SEW is the command OPR for all US programs. Under no circumstances will operations with nuclear weapons be conducted without Secretary of Defense (SECDEF)-approved safety rules.

11.1. Technical Nuclear Safety Analysis (TNSA) will be developed by OL-EL/ELO and coordinated through HQ USAFE/SEW/DOT/LGM/XPX for existing or modifications to existing, non-US NATO weapons systems.

11.5(Added). For USAFE units, Allied Command Europe (ACE) Directive 80-6, Vol 2/USEUCOM 60-10 serves as the governing nuclear surety directive.

11.5.1 OL-EL/ELO will provide the following agencies a draft TNSA 6 weeks before the NWSSG study: NWSSG Executive Section, 4 copies; NWSSG voting members, 7 copies; and HQ USAFE/SEW/JGM/DOT/XPX, 1copy.

12.1. Training and Operations Division (HQ USAFE/DOT) prepares or changes the operational plan data document (OPDD) for each phase of the safety study. OPDDs will be coordinated with HQ USAFE/SEW/JAM/XPX/LGM/SPO as appropriate.

14.1.1(Added). HQ USAFE/SEW is the focal point for all correspondence with HQ AFSA/SENS. Functional action agencies provide status reports to HQ USAFE/SEW by the first of each month.

22.2. All proposed modifications, procedural changes, tests and other activities involving nuclear weapons or weapons systems/support equipment are coordinated with HQ USAFE/SEW. SEW (HQ USAFE/LGMW and OL-EL/ELO for non-US North Atlantic Treaty Organization (NATO) teams/systems) will determine if nuclear surety is affected and decide whether the modification, procedural change, or test can be implemented, or if further evaluation is necessary. If further evaluation is necessary, SEW will send the required information to HQ AFSA/SENS. 9700 Avenue G., Kirtland AFB NM 87117-5670.

22.2.5.1(Added). HQ USAFE/SEW will request all USAFE NWSSG studies, if necessary.

22.2.9. HQ USAFE/SEW is responsible for NWSSG support.

22.3(Added). The USAFE staff (DO, LG, SP, XP) will provide advisors. When required, advisors brief issues at NWSSG meetings and provide technical advice to the USAFE voting member.
