AFI 91-103/USAFE1



AFI 91-103, 11 February 1994, is supplemented as follows:

This supplement applies to all US Air Forces in Europe (USAFE) units. It does not apply to US Air Force Reserve or Air National Guard units.

3.2. HQ USAFE/SEW manages USAFE's nuclear safety certification program. Questions regarding the nuclear certification of an item will be coordinated through wing safety and wing weapons and tactics prior to elevation to numbered air force and USAFE.

3.2.1.(Added). USAFE's engineering liaison office (ELO) is responsible for reviewing and determining acceptability of all non-US procured equipment for nuclear certification.

3.2.2(Added). Wing safety will be the nuclear safety certification focal point at wing/base level. The chief of safety will establish and implement a nuclear safety certification program to monitor and report status of all nuclear certified items within the wing.

3.2.2.1. All organizations handling, owning, or working with nuclear certified equipment will appoint a representative to monitor and report status of this equipment. Transportation (LGT) and quality assurance will also be represented. Wing safety will train these representatives on their duties. Nuclear certified equipment deficiencies reported to wing safety will be handled in accordance with AFI 91-204.

3.2.2.2. Wing safety will train appointed unit nuclear certification monitors on the following as a minimum:

3.2.2.2.1. Equipment identification and TO-00-110N-16 usage.

3.2.2.2.2. Unit notification and reporting procedures including time requirements.

3.2.2.2.3. Identification of unauthorized modifications, actions when discovered, and the importance of follow-up procedures.

3.3.1(Added). The ELO at HQ USAFE will provide the engineering evaluation of the proposed non-US procured equipment to HQ AFSA/SEN.

4.1.1(Added). TO-00-110N-16 is the sole verification source for determination of nuclear certification. For vehicles and handling equipment, if the data plate is missing, the vehicle/equipment may be verified through the item's historical forms (e.g., the material inspection and receiving report, DD Form 250, Material Inspection and Receiving Report, item manager source documents, etc.). If certification can not be determined through these documents, then the vehicle/equipment must be restricted to non-nuclear use until certification can be verified by HQ AFSA/SEN. Inquiries will be sent to Maintenance Division (HQ USAFE/LGM), UNIT 3050 BOX 115, APO AE 09094-0115, with info copies to Weapons Safety Division (HQ USAFE/SEW), UNIT 3050 BOX 165, APO AE 09094-0165. LGM will obtain all pertinent information to forward to the responsible Air Force Logistics Command (ALC) with information copies to USAFE/SEW and AFSA/SEN.

6.4.1(Added). HQ USAFE/SEW is the command's "single point of contact for nuclear surety" involving taskings from or status reporting to USEUCOM/ECJ4 and HQ AFSA/SEN. HQ USAFE/LGM remains the office of primary responsibility (OPR) for all theater and site clearances through USEUCOM/ECJ4-LW. SEW will coordinate taskings with appropriate staff agencies as outlined in AFI 91-101/USAFE1. Taskings involving command policy or expenditure of command resources will be coordinated with the appropriate USAFE Nuclear Surety Working Group members and resulting positions approved by the necessary level of command prior to reply.

6.4.2(Added). HQ USAFE/LGM will ensure that all foreign manufactured vehicles and handling equipment destined for nuclear operations are in compliance with AFI 91-107 prior to delivery to the unit. The ELO will perform the required analysis and testing to support this verification when tasked according to this instruction. These items will not be assigned a nuclear certified stock number prior to ELO's verification. ELO will also ensure that proposed

non-nuclear certified alternative US or foreign manufactured sources for equipment to be used with nuclear weapon systems or as a fully interchangeable item for an existing resource will be requested through USAFE/SEW prior to any stock number change or linkage. SEW will coordinate the request with ELO or AFSA/SEN, as appropriate.

8.4(Added). If a Nuclear Weapon System Safety Group (NWSSG) study is required, the ELO will develop the Technical Nuclear Safety Analysis (TNSA) for new or modified non-US North Atlantic Treaty Organization (NATO) nuclear weapon systems or procedures. Where these procedures involve flight operations or aircraft, HQ USAFE/DOX and DOT will provide input to these documents, if required.

14.5(Added). Restrictions on nuclear safety certified equipment is published in TO 00-110N-16. Additionally, restrictions may be imposed by HQ USAFE/SEW in coordination with equipment managers based on reported deficiencies and safety performance.
