MEMORANDUM for Redstone Arsenal Tenant Organizations

SUBJECT: Redstone Arsenal Command Policy for Dispatching Transportation Motor Pool General Services Administration (GSA) Vehicles

1. References.

a. Logistics Readiness Center (LRC) Redstone Arsenal Transportation Motor Pool (TMP) External Standard Operating Procedures (SOP).

2. Definitions.

a. Class “B” GSA vehicle fleet: GSA vehicles in the possession of the unit/activity. These GSA vehicles require annual justification during the Vehicle Allocation Methodology (VAM)/Vehicle Utilization Review Board (VURB)

b. Class “C” GSA vehicle fleet: GSA vehicles in possession of LRC TMP for use by Army tenants on Redstone Arsenal.

3. Purpose: This policy memorandum establishes processes and procedures for Redstone Arsenal tenants on the use of TMP GSA vehicles and support services provided by the LRC.

4. Applicability: This policy applies to all tenant activities on Redstone Arsenal.

5. Responsibilities.

a. Commanders, Directors, and Supervisors will:

(1) Exercise control and supervision over Class "B" and "C" vehicles assigned to and/or dispatched to their subordinates.

(2) Appoint in writing, no more than four (4) primary and alternate Unit Transportation Coordinators (UTCs) to serve as liaison with the LRC-Redstone TMP Office.

(3) Adhere to LRC RSA’s external TMP SOP.

b. UTCs and alternates will:

(1) Act as liaison between the unit/organization and the LRC RSA.

(2) Be appointed in writing and maintain a DA Form 1687, Notice of Delegation of Authority, on file with the LRC RSA TMP. Update documentation as necessary.

(3) Coordinate all unit/activity requirements and requests for TMP Class "B" vehicle support (this includes accidents, maintenance requirements, etc.)

(4) Review, validate, and submit all Class "C" support requests to LRC RSA TMP.

(5) Ensure all assigned vehicles are maintained, dispatched and serviced IAW the LRC RSA TMP external SOP.

c. GSA vehicle operator will:

(1) Coordinate Class “B” and “C” fleet requirements for vehicle support with the UTC.

(2) Dispatch GSA vehicle from LRC TMP IAW Army Materiel Command Form 2205, Defense Property Accountability System Equipment Utilization Form.

(4) Possess a valid driver’s license and Command Access Card (CAC) or 3M system installation access badge for contractors who do not require issuance of a CAC.

(5) Class B (recurring) dispatches for NTVs will not exceed 30 days.

1. In accordance with (IAW) reference 1d and implementation of the Defense Property Accountability System (DPAS), group dispatching is no longer authorized.

2. NTVs must be returned to the Dispatcher’s location to be inspected, have mileage and fuel usage recorded as annotated on AMC Form 2205 (Dispatch Form).

3.Other equipment i.e. material handling equipment) on Class B (dispatch is exempt from returning to the Dispatcher’s location, but dispatch period will not exceed 30 days.

4. Operators will perform preventive maintenance check and services (PMCS) prior to, during and after each use for all dispatched vehicles and equipment.

(6) Fuel and clean Class “C” GSA fleet vehicles prior to returning to the TMP. Operator will also fuel and clean Class “B” GSA fleet vehicles when returning the vehicle for replacement or if returning as an early turn-in.

(7) Adhere to LRC RSA’s external TMP SOP.

6. GSA vehicle utilization.

a. The use of Army-owned or controlled Non-Tactical Vehicles (NTV), vehicles is restricted to official purposes only. Units/organizations are to refrain from utilizing these vehicles to conduct personal business and from allowing unauthorized personnel to drive or use these vehicles. Using these vehicles for transportation to and from personal dwellings and MWR events is strictly regulated in accordance with (IAW) AR 58-1.

b Units/organizations are not to use assigned vehicles to conduct missions or perform services duplicative of those already provided by the LRC RSA TMP. Exceptions should be on a case-by-case basis and coordinated with the LRC RSA TMP Manager.

c. Missions requiring travel to a destination outside the 100-mile allowable distance (one-way) require a waiver submitted to the LRC RSA TMP for approval. Waivers are to be in memorandum format and submitted through the UTC.

d. Army tenant activities can request and utilize Class "C" GSA fleet vehicles from the LRC RSA TMP on a "by need" basis. Non-Army tenants is required to provide reimbursement for Class “C” GSA TMP support.

e. UTC will submit requests for Class “C” GSA fleet vehicles to the LRC RSA TMP 72 hours prior to the required usage date.

f. Vehicle damages beyond fair wear and tear will be investigated and processed IAW AR 735-5 (Property Accountability Policies).
