SYSTEM TRAINING PLAN (STRAP)
FOR THE
3kW TQG
1. SYSTEM DESCRIPTION:
a. The 3kW Tactical Quiet Generator (TQG) is a member of the 3kW thru 200 kW TQG family of generators intended to produce electric power needed by tactical military units. The 3kW TQG will be provided in skid-mounted and Power Plant configurations. A Power Plant is two or more generator sets mounted on a trailer(s) issued as a assemblage, or a high voltage generator and separate switch gear and control devices issued as an assemblage. The 3kW TQG has a multi-fuel (diesel and JP8) engine, and comes in either skid-mounted or trailer-mounted (on a military standard ¾ ton M116A3 trailer) configuration model. An on-board fuel supply (augmented by an auxiliary fuel capability) makes the sets independent and mobile. The 3kw TQGs are designed to replace the current mil-std 3kW generators with the additional features of having a lower aural signature and higher reliability. When equipped with accessories such as an electrical distribution system, they produce power needed by military forces.
b. The generator set will consist of a diesel fuel driven variable speed technology engine, permanent magnet alternator generator, two means for starting the engine; a primary manual starting system and a secondary electric starting system for starting from an external power source through a NATO slave receptacle. The secondary starting system will be 24V DC, negative ground. The sets will have the capability of using an auxiliary fuel source.
c. No new test equipment, or facilities should be required to support the 3kW TQG set. The Army Maintenance Management System (TAMMS) four-level structure of Unit, Direct Support (DS), General Support (GS), and Depot maintenance concept will be employed, however, the 3kW TQGs will not have any components requiring Depot level repair.
d. The TQG sets will be capable of operations in hot and basic climatic conditions as described in Army Regulation 70-38. They are designed such that the soldiers can operate, emplace, recover, and do field maintenance while wearing MOPP 4 gear and cold weather clothing.
e. The 3kW TQG complies with applicable safety standards.
f. Army Modernization Information Management (AMIM) Number: Not yet assigned (NYA).
g. New Equipment Training Plan (NETP) Number: CEC88014 (60HZ)
CEC88015 (400HZ)
1.
h. First Unit Equipped (FUE) Date: 2QFY01.
i. BOIP Number: O026AA (60Hz)
O026AB (400Hz)
2. TARGET AUDIENCE: Training is required for MOS 52 D, (Power Generation Equipment Repairer) and their supervisors; Basic Noncommissioned Officer Course (BNCOC), Advanced Noncommissioned Officer Course (ANCOC), Warrant Officer Basic Course (WOBC), Warrant Officer Advance Course (WOAC).
3. ASSUMPTIONS:
a. This set won’t result in a quantity increase of target audience personnel.
b. Training sets and support package will be provided by PM-MEP to the training base to allow resident training to start six months before the FUE date.
c. Resident and unit sustainment training requirements will not increase.
4. TRAINING CONSTRAINTS: NONE
5. TRAINING CONCEPT: The training events and activities as defined in the Systems Approach to Training (SAT) process, will be executed in the development of training for the TQG. The Material Developer and CASCOM will develop a complete training package to support the 3kW TQG training. The training package will include all training materials necessary to provide institutional and unit sustainment training. The Army Training System (TATS) Courseware format will be used for all training materials developed to support the TQG training. The training program for the TQG will be implemented and accomplished by New Equipment Training (NET) (War-mod XXI), Institutional Training (Warrior XXI), and Unit Sustainment Training (War-fighter XXI) to include the Combined Arms Training Strategy (CATS).
6. TRAINING STRATEGY:
a. War-mod XXI: The Materiel Developer will ensure a NET Support Package is developed to support all training. The NET Support Package will include technical manuals in Electronic Technical Manuals (ETM) format, task list, Program of Instruction (POI), and Lesson Plans. Also, the NET Support Package will include instructional videotape on the operations and maintenance of the TQG. The NET Support Package should be developed concurrently with the system and provided to the trainer six months prior to the start of test player training for the operational test and evaluation. The initial transfer of knowledge from the Materiel Developer to the trainer will be accomplished by Instructor and Key Personnel Training (IKPT). NET conducted during fielding of the system will be conducted by Distance Learning, where possible, or by contractor or CECOM New Equipment Training Teams (NETT).
2.
b. Institutional Training (Warrior XXI): Institutional training will be incorporated into existing courses for MOS 52D. Training at the supervisory level will focus on familiarization on the operation, maintenance, and safety procedures. Training for the RC will follow the same POI as the AC TATS Courseware and should address monthly and annual training cycles. Affected MOS RC configured courseware will be modified to TATS Courseware format. Training will be conducted with dedicated 3kW TQG.
c. Unit Sustainment Training (War-fighter XXI): Unit sustainment training will be conducted IAW the units ARTEP Mission Training Plan (AMTP) and the Combined Arms Training Strategy (CATS). A CATS report will be generated using the Automated System Approach to Training. These reports will capture the critical gates/tasks. The training will be supported by the NET Support Package left with the unit during fielding. Unit commanders will use these training materials and the appropriate soldier training publication to conduct individual sustainment and collective training in the unit.
d. Doctrine and tactics training should not be required.
