Home improvement processThis guide is designed to let you know how the application process works and how we will assist you along the way. There will be paperwork to review with you at each phase and we will not move to the next step until you give us your approval. The Application: A short application form is required of all applicants. Our Housing Specialist can assist you to help complete the application and other required documentation*. If you have tenants, we will discuss their eligibility with you. This phase helps us determine your eligibility for financial assistance. If are determined eligible for the program, your name will be placed on the waiting list. Work Write-Up: Once you get to the top of the list, the Housing Specialist will notify you. Then, our Rehabilitation Specialist will arrange a meeting with you at your home to discuss the repairs you want to have done on your house. The Rehabilitation Specialist will do a complete inspection of your entire home to ensure that are not health or safety problems. The work write-up and cost estimate is then prepared based on all the items needing to be addressed. You will review this write-up. If you approve it, we will assemble a bid package for contractors. Bidding: If you agree with the work write-up, our Rehabilitation Specialist will solicit bids from qualified contractors on your behalf. Bids will be solicited by emailing an invitation to bid to all area general contractors that are HUD certified, state licensed and registered. Our Rehabilitation Specialist will schedule a contractor bid inspection. The Housing Specialist will review the bids results with you. You will select from the eligible bidders, the contractor that you want to work on your house. The Department of Community Development (DCD) will finance only the lowest acceptable bid amount. If you decide to select other than the lowest bid, then you must contribute the difference between the lowest bid and the bid you select. Approval: Once you have selected your contractor, and checked their references, and we know what the total job cost is, the DCD reviews your application. You will then be advised if your application has been approved or notSigning the Contract and Legal Documents: If your application is approved, the DCD will prepare a contract between you and the contractor. The contract is written in language easily understood, and will be reviewed with you at a meeting with the Rehabilitation Specialist and the Housing Specialist. At a separate meeting, the DCD’s attorney will review and sign other legal documents. Any legal or appraisal fees will be included in the financing. One of the legal documents that you’ll sign is a mortgage lien, which means that you will be providing your house as security for the financing. Rehab Work Begins: The contractor is authorized to begin the job. While the work is underway, the Rehabilitation Specialist will visit the job site regularly until is completed. The Rehabilitation Specialist will assist you in ensuring the work is done properly and help resolve any problem.* Submit the application, and the required additional documents to determine eligibility: ? Application completed, dated and signed by applicant/s. ?Verification of Mortgage- Provide a copy of your most recent mortgage statement or bill from your bank or mortgage company. This statement or bill should show your loan balance as well as your monthly payment amount.?Household Income Documentation from all household members from all sources.?Provide a copy of your most recent bank statement(s) from all accounts. These include savings, checking, certificates of deposit, money market accounts, IRA accounts, etc. ?Copy of your 1040 Income Tax Return 2019.?Copy of the front page (or pages) of Home and Flood Insurance policy that specifies the named insured, address, policy period, location of premises, policy limits, and other key information. ................
