MOST COUNTIES EXPERIENCED POPULATION DECLINES BETWEEN 2010 AND 2020
CHEYENNE ? Population in fourteen out of Wyoming's twenty-three counties decreased from 2010 to 2020, according to the newly released 2020 Census Redistricting Data from the U.S. Census Bureau. This is the first set of population data available for counties, cities, towns, American Indian Reservations, legislative districts, school districts, and statistical areas such as census tracts and census blocks. Besides total population, Hispanic origin and detailed race categories are also included.
The population change for Wyoming was 13,225, or 2.3 percent, the 7th slowest growth rate in the United States, and the slowest since the 1980s for the state. For the U.S., the population count was 331,449,281 on April 1, 2020, an increase of 22.7 million or 7.4 percent from 10 years ago, the second slowest growth rate ever, slightly higher than the 1930s.
Laramie and Teton counties led the state with the fastest growth rate (9.6%), followed by Lincoln (8.1%), Sheridan (6.2%) and Natrona (6.0%) counties. Sublette County experienced the steepest decrease (-14.8%). Washakie and Carbon shrunk by 9.9 percent and 8.5 percent, respectively. Laramie and Natrona, the largest counties, and the only Metropolitan Statistics Areas (MSAs) in the state added the most residents, 8,774 and 4,505, respectively, during the decade.
Two factors contribute to the change in population - natural change, which is the difference between births and deaths, and net migration, the difference between people moving into an area and moving out. At the state level, the net migration was about -12,000, meaning that 12,000 more residents left Wyoming than moved into the State between 2010 and 2020. The main reason for the negative net migration and consequently the slow population growth in Wyoming was the downturn in the energy industry since mid-June of 2014, and particularly in 2015 and 2016 when the state lost 9,200 or one-third of its mineral extraction industry payroll jobs. "Change in migration is mostly driven by changes in employment in Wyoming, while the fluctuation in labor force and employment always depends on the health of the state's pivotal industry - mining (including oil & gas extraction)," said Dr. Wenlin Liu, Chief Economist with the Economic Analysis Division, Wyoming Department of Administration & Information. Counties in the Northwest and Southeast regions, such as Teton, Lincoln, and Laramie, with a smaller proportion of mineral extraction in their economies demonstrated higher in-migration and population growth. The opposite was true for counties with large out-migration such as Campbell, Sublette, and Sweetwater due to their intensity of energy producing activities.
The natural change for the state was about 25,200 (72,300 births and 47,100 deaths). However, many of Wyoming's small and rural counties such as Big Horn, Goshen, Hot Springs, Johnson, Niobrara, Platte, Washakie, and Weston experienced negative or minimal natural changes between 2010 and 2020, due to their large proportion of older population.
Wyoming's total minority population reached 107,187 in April 2020. Minority is defined as any group other than single-race, Non-Hispanic White. The growth of minorities since 2010 was 27,435 persons, or 34.4 percent, compared with 2.3 percent increase for the State's total population. In fact, it was the addition of minority residents that contributed all of the state's population growth from 2010 to 2020. Hispanic was the largest minority group with 59,046 in April 2020, an increase of 17.5 percent. The Black or African-American population grew 8.8 percent during this period to 4,735, and Asian population grew 17.7 percent. Other minority races, such as Some Other Race and Two-or-More Races also recorded 454.9 percent and 185.1 percent growth rate respectively, while the majority, Non-Hispanic White, declined 2.9 percent from the 2010 Census. It is important to note that these data comparisons between the 2020 Census and 2010 Census race data should be made with caution, taking into account the improvements the Census Bureau has made to the Hispanic origin and race questions and the ways they code what people report. With 18.6 percent of the State's total population, the proportion of minorities in Wyoming was still ranked the 8th lowest in the nation while 42.2 percent of U.S. residents are minorities. "Both the nation and Wyoming's population continue to grow in racial and ethnic diversity," said Dr. Liu.

for all 99 cities and towns was 3.5 percent higher than 10 years ago, but the growth rate was 4.4 percent in the
state's 30 largest cities and towns and was 6.1 percent for 11 of the most populous cities between 2010 and
2020. "Nationwide, smaller places tended to lose population but more populous areas managed to grow, with
population growth in this decade almost entirely in metro areas," Dr. Liu continued.
